              SUMMARY OF ORDINANCE NO.  13-252
            
            
              The Code of Ordinances of the City of Romulus, Michigan, is amended by way of addition of a new Chapter 39,
            
            
              "Purchasing."
            
            
              The general purpose of Chapter 39 is to establish standards for the City of Romulus' purchase of goods and serv-
            
            
              ices in a manner that provides for the efficient operation of the City and involves the exercise of responsible
            
            
              stewardship of City funds, generally promoting public welfare.
            
            
              Chapter 39 sets forth policies and procedures for numerous aspects of the purchasing process for the City's pro-
            
            
              curement of goods and services which are designed to, among other things, comply and interact harmoniously
            
            
              with the Charter of the City of Romulus; increase public confidence in public procurement; ensure the fair and
            
            
              equitable treatment of all persons who deal with the procurement system of this City; foster effective broad-
            
            
              based competition with the free enterprise system; maintain a procurement system of quality and integrity; and
            
            
              to obtain the goods and services required by the City in a cost-effective and responsible manner.
            
            
              Among the various policies and procedures set forth by Chapter 39 are (without limitation):
            
            
              Purchasing Principles to govern purchasing decisions and ensure competitive pricing, equal competition, and
            
            
              that the best interests of the City are otherwise served;
            
            
              Permitted Purchasing Methods, describing the processes and requirements of formal, competitive sealed bid-
            
            
              ding, as well as competitive sealed proposals.  These provisions set forth the requirements pertaining to the
            
            
              requests, submission, and consideration of bids and proposals, as well as the triggering dollar thresholds and
            
            
              other conditions for applicability of each respective purchasing method;
            
            
              Purchase Orders, describing the procedures and limitations for issuance and approvals of Purchase Orders
            
            
              and the applicability of the same;
            
            
              Contract Review, Approval, and Appropriation setting forth the various requirements for the procurement of
            
            
              public works and improvements and materials / goods.  These provisions set forth the triggering dollar
            
            
              thresholds for bids and proposals, as well as applicable bonding and security requirements and other limita-
            
            
              tions;
            
            
              Debarment and Suspension of contractors and vendors for breach of contract, default, performance deficien-
            
            
              cies, criminal activities, and the like;
            
            
              A Credit Card Usage Policy, delineating rules and regulations for the issuance and use of P-Cards, Vendor
            
            
              Cards, and Fleet Cards, in accordance with state law; and
            
            
              Additional Prerequisites, Requirements, Restrictions, and Prohibitions for Purchasing, including, inter alia,
            
            
              provisions for expenditure control, exceptions to competition, conflicts of interest, non-discrimination, and
            
            
              unauthorized purchases.
            
            
              Savings Clause:
            
            
              Nothing in this Ordinance hereby adopted shall be construed to affect any suit or proceeding
            
            
              pending in any court or administrative body, or any rights acquired, or liability incurred, or any cause or causes
            
            
              of action acquired or existing, under any Act or Ordinance hereby repealed by this Ordinance; nor shall any just
            
            
              or legal right or remedy of any character be lost, impaired, or affected by this Ordinance.
            
            
              Severability:
            
            
              Should any word, sentence, phrase, or any portion of this Ordinance be held in a manner invalid
            
            
              by any court of competent jurisdiction or by an state agency having authority to do so for any reason whatsoev-
            
            
              er, such holdings shall be construed and limited to such word, sentence, phrase or any portion of the Ordinance
            
            
              held to be so invalid and shall not be construed as affecting the validity of any of the remaining words, sen-
            
            
              tences, phrases, or portions of this Ordinance.
            
            
              Conflicting Ordinances:
            
            
              All prior existing ordinances adopted by the City of Romulus inconsistent or in con-
            
            
              flict with the provisions of this Ordinance are, to the extent of such conflict or inconsistency, hereby expressly
            
            
              repealed.
            
            
              Within forty-five (45) days after the publication of any ordinance duly passed by the Council, a petition may be
            
            
              presented to the Council protesting against such ordinance continuing in effect.  Said petition shall contain the
            
            
              text of such ordinance and shall be signed by not less than six (6%) of the registered electors registered at the
            
            
              last preceding election at which a Mayor of the City was elected.  Said ordinance shall thereupon and thereby by
            
            
              suspended from operation and the Council shall immediately reconsider such ordinance.

              $16.9 million bond sale
            
            
              More than 2000 people attended the
            
            
              Annual Wayne County Health and Safety
            
            
              Fun Fest last Thursday on the facility
            
            
              grounds on Van Born at Venoy Road in
            
            
              Wayne.
            
            
              The event, hosted by the Wayne County
            
            
              Department of Public Health, offered serv-
            
            
              ices such as free immunizations, health and
            
            
              dental screenings, information about nutri-
            
            
              tion and exercise and free book bags and
            
            
              school supplies were given to the first 300
            
            
              school-age children to arrive.
            
            
              In addition, there were free haircuts and
            
            
              free hair braiding, along with safety
            
            
              photo/video identifications provided by the
            
            
              Wayne Masonic Lodge 112. The Wayne
            
            
              Westland Fire Department had the mobile
            
            
              smoke-house on site to offer safety lessons to
            
            
              youngsters, alongwith children's games, face
            
            
              painting, health mascots and balloon art.
            
            
              There was even a Wayne Idol Karaoke
            
            
              Contest during which the 2013 Wayne Idol
            
            
              was named.
            
            
              Medical units from local health providers
            
            
              that offer dental and health screening for
            
            
              adults and children and  follow-up referrals
            
            
              were also at the fun fair, including Golden
            
            
              Dental and the Garden City Hospital Health
            
            
              Coach. Services offered included blood
            
            
              pressure screenings, glucose, dental, hear-
            
            
              ing and vision screenings; lead safe and
            
            
              smoking cessation information, West Nile
            
            
              virus prevention guidelines, HIV/STD edu-
            
            
              cation; infant safe sleep guidelines; mater-
            
            
              nal infant care and Women, Infants and
            
            
              Children (WIC) programinformation.
            
            
              There was also a farmers market on site,
            
            
              offering locally-grown fruits and vegetables
            
            
              for salewhile Zaman International provided
            
            
              free lunches to those 18 and younger.
            
            
              “Our overall goal is to provide residents
            
            
              with information and services for healthy
            
            
              living so they can take proactive, preventive
            
            
              steps in their health care and lifestyle to
            
            
              prevent disease,” said Dr. Mouhanan
            
            
              Hammami, chief of health operations for
            
            
              Wayne County Department of Health and
            
            
              HumanServices.
            
            
              Members of the Westland City Council
            
            
              voted unanimously last week to pledge the
            
            
              full faith and credit of the city to insure the
            
            
              sale of $16.5 million in bonds for new
            
            
              municipal construction projects. The 20-
            
            
              year bondswill expire in 2034.
            
            
              The bond sale will be used to finance the
            
            
              construction of the new city hall and admin-
            
            
              istrative office on Warren road, a new fire
            
            
              station on Central City Parkway and the
            
            
              planned Central City Parkway walk. City
            
            
              officials said the bonds would be sold the
            
            
              first week of September.
            
            
              The bonds will be sold by the city Tax
            
            
              Increment Finance District (TIFA) which
            
            
              allows for the capture of tax revenue within
            
            
              the boundaries of the district to fund public
            
            
              improvements. Funds from the TIFA dis-
            
            
              trict were used to purchase the vacant
            
            
              Circuit City building which will now be
            
            
              remodeled and become the new city hall.
            
            
              The TIFA district recapture will also be
            
            
              used to pay for the former Service
            
            
              Merchandise building at Ford Road and
            
            
              Carlson which will become a new fire sta-
            
            
              tion. The cost of that construction is estimat-
            
            
              ed at $3 million. The new station will be
            
            
              located near the new city hall and will
            
            
              become Station One for the Wayne-
            
            
              WestlandFireDepartment.
            
            
              Also in the plans is a linear park from
            
            
              Ford to Warren Road. Construction plans
            
            
              include the demolishing and removal of the
            
            
              current boulevard and walkways and
            
            
              installing a narrower road with sidewalks, a
            
            
              multi-use path, bike lanes and the linear
            
            
              park.
            
            
              The site of the current city hall and fire
            
            
              station number one on Ford Road remains
            
            
              in question, according to city officials. A city
            
            
              survey indicated that the community had a
            
            
              preference for a recreational use for the
            
            
              land perhaps as a complement to Central
            
            
              CityPark.
            
            
              Mayor WilliamWild said that the admin-
            
            
              istration is continuing to set the city up for
            
            
              the future and the redevelopment of Ford
            
            
              Road.
            
            
              Wayne County Parks will close Hines
            
            
              Drive to all motor traffic from 9 a.m. until
            
            
              3:30 p.m. every Saturday through Sept. 8 for
            
            
              the Saturday in the Park program. Saturday
            
            
              in the Park programs gives visitors an oppor-
            
            
              tunity to enjoy their favorite activities in a
            
            
              traffic-free environment on a 6-mile stretch
            
            
              of Hines Drive, from Ann Arbor Trail to
            
            
              OuterDrive.
            
            
              Parking is available at Hines Park-
            
            
              Warrendale Area (Warren Avenue, East of
            
            
              Telegraph) and Hines Park-Nankin Mills
            
            
              Picnic Area (Hines Drive and Ann Arbor
            
            
              Trail).
