ARegular/Study Session meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, August 16, 2016
at 1150 Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 6:08 p.m. and led the Pledge of
Allegiance to the Flag.

Supervisor LaJoy presented Howard Zhang with the
following Certificate of Appreciation.

Howard Zhang served on the
Canton Leisure Services Advisory Committee during 2015-2016 representing the Youth Advisory Council (YAC). The Leisure
Services Advisory Committee provides vital input and guidance to Canton Leisure Services as the organization endeavors to
enhance health, family and community through innovative programs, diverse services and premier facilities. Howard served as
an advocate for the Leisure Services Department and offered his valuable perspective during Leisure Services Advisory
Committee meetings. He also helped connect the YAC students with more community resources. Howard is an excellent role
model to his fellow students and peers as a leader. The Canton Township Board of Trustees and the Leisure Services Advisory
Committee hereby recognize and commend Howard Zhang for volunteering his time, sharing his expertise, and being an impor-
tant part of promoting a high quality of life in Canton.
STUDY SESSION TOPIC 1: Leisure Services Master Plan (CLS)
Director Bilbrey-Honsowetz, Leisure Services Director introduced the LSAC Members and CLS Staff in attendance. As required
by the MI Department of Natural Resources and Environment (MIDNRE), Canton Leisure Services must update its Master Plan
every five years. The process was initiated with the Community Survey in 2014 and continues with additional input from resi-
dents, partners and the youth sports groups. The Master Plan also includes a complete inventory of facilities, programs and serv-
ices; a listing of all partners; a comprehensive capital improvement schedule; and an overall strategy for the Department. Focus
groups were held with the Township Board, the Leisure Services Advisory Committee, the public and youth sports groups. Greg
Hohenberger, CLS Operations Manager presented a PowerPoint presentation to the board outlining the Leisure Services 2017-
2021 Five Year Master Plan. The final draft is available for public comment. Copies of the presentation are available at the Clerk’s
Office of the Charter Township of Canton, 1150 S. Canton Center Road, Canton, MI., 48188, during regular business hours.

Master Plan Goals
Canton will creatively meet the continued growing
demand for services both in maintenance and operation of existing facilities, and in the development of new facilities and pro-
grams. Provide programs and services for the modern senior who has become progressively more active, both in physical and
intellectual activities, while offering services for the traditional senior. Provide a variety of activities that range from fitness and
sports, to hobbies and crafts, to computer clubs and travel. Place greater emphasis on programs and services that enrich all resi-
dents in the community while being sensitive to recreation preferences based on cultural differences. Partnerships with Public
Safety and use data to identify at-risk populations. Develop specifically-designed programs for at-risk communities and active-
ly solicit grant dollars for recreation and leisure activities to act as a preventative tools. Operate Canton Leisure Services as effi-
ciently as possible to keep costs and fees as low as possible. Maintain Canton Leisure Services award-winning system of facili-
ties and programs in a more efficient manner, and continue to offer services to a growing and more diverse population. This will
be achieved through creative, new efficiencies, alternative revenue/funding sources, and careful evaluation of needs before new
facilities are considered. Utilize the latest technologies to communicate with residents. Maximize use of software for efficient
and up-to-date reporting. CLS should continue to emphasize further construction of a passive trail system throughout the
Township. Include natural area preservation in future park development. The CLS Department will continue its partnerships with
Canton Historical Society and the Historic District Commission through programming events and maintaining historical sites.
TOPIC 2: Simple Recycling (MSD)
Director Faas introduced the Curbside Clothing and Home Goods Recycling Program. Bob
Belair, Public Works Manager and Scott Brady, Simple Recycling representative gave a presentation to the board explaining the
“Simple Recycling” program which involves the curbside collection of used clothing from residential properties during the cus-
tomer’s normal weekly solid waste collection day which would also generate revenue for the township. Copies of Simple
Recycling’s information are available at the Clerk’s Office of the Charter Township of Canton, 1150 S. Canton Center Road,
Canton, MI., 48188, during regular business hours.
PUBLIC COMMENT:
George Miller, 1946 Briarfield, inquired if the cost
of the water lost at a water main break is passed on to the residents.

ACCESS TO PUBLIC MEETINGS
The Charter Township of Canton will provide necessary, reasonable auxiliary aids and services to individuals with disabilities at
the meeting/hearing upon notice to the Charter Township of Canton.
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the Charter Township
of Canton will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs,
or activities.
Employment:
The Charter Township of Canton does not discriminate on the basis of disability in its hiring or employment prac-
tices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under Title II of
the ADA.
Effective Communication:
The Charter Township of Canton will generally, upon request, provide appropriate aids and services
leading to effective communication for qualified persons with disabilities so they can participate equally in the Charter Township
of Canton's programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other
ways of making information and communications accessible to people who have speech, hearing, or vision impairments.
Modifications to Policies and Procedures:
The Charter Township of Canton will make all reasonable modifications to policies
and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activi-
ties. For example, individuals with service animals are welcomed in the Charter Township of Canton's offices, even where pets
are generally prohibited.
Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to par-
ticipate in a program, service, or activity of the Charter Township of Canton should contact the office of Kerreen Conley, Human

possible but no later than 48 hours before the scheduled event.
The ADA does not require the Charter Township of Canton to take any action that would fundamentally alter the nature of its
programs or services, or impose an undue financial or administrative burden.
Complaints that a program, service, or activity of the Charter Township of Canton is not accessible to persons with disabilities

The Charter Township of Canton will not place a surcharge on a particular individual with a disability or any group of individu-

CORRECTION
A photo on the front page of The Eagle last week was incorrectly identified as
Inkster Fire Chief Chuck Hubbard. The photo was of Inkster Fire Department
Capt. Philip George.

regrets the error and any confusion it may have

Summer fun
The Inkster Police Department, St. Clements Episcopal Church and the Boy Scouts of
America organized a Summer Camp for youth which took place Aug. 16-18 at the
church. Participants enjoyed archery, crime scene techniques, fingerprinting, a BBgun
challenge and other activities during the days of activities. About 50 youngsters partici-
pated the first day of the event, due organizers said, to rainy weather. There was no
registration fee and all were welcome at the camps where the Inkster Police
Department took responsibility for cooking lunch for the campers.
The 6th Annual Cruisin' Hines event
will take place beginning at 9 a.m. Aug. 28
whenHines Parkwill be floodedwith clas-
sic cars. Gates open for entrance at Ford
Road for the official Autopalooza event
The 6th year of the event has surpassed
all other auto events in Michigan by car
count, according to Don Nicholson, presi-
dent of Don Nicholson Enterprises, which
organizes the event..
“No other cruise allows only classics on
the road. It's a great day to come to Hines
Park and enjoy the rolling car show.
Families come down on bicycles and tour
the park and see classics parked along the
7.5mile route,” he said.
He said that cars like the Batmobile,
Munsters Koach, Herbie, Mach 5 from
Speed Racer, The Mutt Mobile van from
the movie Dumb and Dumber, and many
other car celebrities would be in the
cruise and that Art Cervi, better known as
Bozo the Clown, would also be on hand at
the event.
Nicholson said that drivers need only
bring their classic car to Ford Road and
Hines Drive and staff members would
direct them to the cruise. Only street legal
vehicles are allowed to cruise, he said and
no mini bikes, or golf carts would be
allowed. Bicycles should stay on the bike
path or follow the flow of traffic, he added
and there should be no passing on the
right.
“Burnouts are not permitted. This is a
safe fun, family friendly event,” Nicholson
said.
