John Buck, an investigator from the crimi-
nal division of the Attorney General's office,
prepared a report in which he noted that
“the petition collection efforts were carried
out by a dysfunctional congressional staff
that had completely lost itsmoral compass.”
Buck's report of the investigation alleges
that the four used a “cut and paste” proce-
dure to take signatures collected during
other election cycles and transpose them
onto a blank petition for the current election.
He said that even more disturbing was the
fact that evidence indicated similar fraudu-
lent petition schemes were used in prior
elections.
Chargedwere:
Deputy District Director Don Youchuang,
33, of Farmington Hills. He is facing 10
counts of election law forgery, a 5-year felony
and one count of conspiracy to commit a
legal act in an illegal manner, a 5-year felony.
He also faces six counts of falsely signing a
nominating petition, which are misde-
meanors.
District Director Paul Seewald, 47, of
Livonia, was charged with one count of con-
spiracy to commit a legal act in an illegal
manner and nine counts of falsely signing a
nominating petition.
District Representative Mary Melissa
Turnbull, 58, of Howell, was charged with
one count of conspiracy to commit a legal act
in an illegal manner and one count of falsely
signing a nominating petition.
Scheduler Lorianne O'Brady, 52, of
Livonia, was charged with five counts of
falsely signing a nominating petition.
McCotter issued a statement through a
spokesman which stated, “I thank the
Attorney General and his office for the
earnest, thorough work on this investigation,
which I requested, and their subsequent
report.
“For my family and I, this closure com-
mences our embrace of the enduring bless-
ings of private life.” The statement conclud-
ed with, “Mr. McCotter is not, at present,
available for interviews at this stage of the
legal process.”
WhileMcCotter continues to claim that he
requested the investigation, the report from
Buck states that the matter was referred to
the Attorney General by the Secretary of
State's office, “citing the various discrepan-
cies discovered in the petition filing.”
Schuette in turn instructed the criminal divi-
sion to conduct an investigation into the mat-
ter.
Investigators interviewed 75 people and
took sworn statements from nine of those,
including McCotter, as they looked into the
fraud. They examined 725 documents seized
from the former McCotter campaign office in
Livonia.
Investigators concluded, “Staffers func-
tioned in a culture completely indifferent to
the requirements of law, and with the arro-
gant attitude that the rules simply did not
apply to them. More efforts were expended
in developing and carrying out schemes to
get around the legal requirements for the cir-
culating of nominating petitions than were
made to obtain a sufficient number of voter
signatures.”
McCotter resigned his office July 6 follow-
ing a pledge to run awrite-in campaignwhen
the nominating petitions were disallowed.
That plan came on the heels of his failed bid
for theRepublicanpresidential nomination.
His abrupt resignation, so close to the end
of his term, has required a special election
Sept. 5 to fill the remaining 6 weeks of his
term which is expected to cost taxpayers
about $650,000. In his resignation letter,
McCotter said that he and his family had
faced a “nightmarish month and a half,”
quoted aGreek philosopher andBobDylan.
The newly drawn 11th Congressional
District includes Canton Township, Garden
City, Livonia, Milford, Novi, Northville and
Northville Township, Plymouth and
Plymouth Township, Redford Township,
South Lyon, Westland, White Lake Township
andWayne.
