Supervisors elected to SEMCOG committees

Canton and Plymouth have
been named to committees with
the Southeast Michigan Council
of Governments (SEMCOG).
Canton Township Supervisor
Pat Williams has been elected
to the Regional Clearinghouse
Review Committee and
Transportation Coordinating
Council for the organization.
Williamswas chosen to serve on
both committees during the
annual SEMCOG meeting in
June.
“I am very pleased and hon-
ored to have the opportunity to
represent Canton on these two
very important committees,”
Williams said. “My participation
on these committees should
help to guide projects and fund-
ing for our region's needs.”
The Regional Clearinghouse
Review Committee oversees
applications for federal and
state assistance in southeast
Michigan to ensure consistency
with adopted regional plans
and policies. The committee
members also select projects to
be funded annually by $5 mil-
lion Transportation Alterna-
tives Program.
The Transportation coordi-
nating Council members work
to develop and implement the
long-range transportation plan
for the area. They monitor and
implement the plan through the
Transportation Improvement
Programand recommend trans-
portation projects and amend-
ments. Goals are to align plan-
ning initiatives, improve project
coordination, and enhance
regional performance meas-
ures.
Plymouth
Township
Supervisor Kurt Heise was also
elected to serve on the
Transportation Coordinating
Council for (SEMCOG) at the
annualmeeting.
The council comprises a
diverse set on stakeholders,
including those with expertise
in local government, economic
development, environmental
policy, workforce development,
and education.
Heise hasmore than 25 years
of experience in local, county
and state government, and
served on the Transportation
Coordinating Council in the late
1990s when he was the mayor's
deputy inDearbornHeights. As
the
former
State
Representative for Plymouth
Township, Heise also served on
the House Transportation
Committee.
“Serving on the TCC will
allow me to leverage my many
years of public sector experi-
ence to help ensure Western
Wayne County gets proper con-
sideration for state and federal
roadmonies,”Heise said. “This
is best done through regional
cooperation and collaboration
on projects that spur economic
development and job creation
for our residents.”

Canton Township is about three years
ahead of predictions for pre-recession
taxable home values.
According to auditors from Plante
Moran, the outside accounting and audit-
ing firm used by the municipality, at the
current rate of new growth in the town-
ship, Canton should return to those pre-
recession taxable home values by 2021,
three years ahead of the previous 2024
prediction.
Auditors presented findings to the
board of trustees recently noting that
township-wide taxable values began to
inchup in 2013 andhave climbed 2.9 per-
cent last year. Auditors said that those
taxable values on property are expected
to increase 2.2 percent this year and 3
percent during the next two years.
The auditors noted that the long-range
financial picture in the township has
been impacted by the adoption of multi-
year budgets and planning for future
capital improvement projects.
One of the major issues in nearly all
municipal budgets, unfunded liabilities,
was reduced in Canton, auditors noted,
from $72.6 million to $58.3 million.
Township officials worked with union
officials to negotiate changes in benefits
and retiree health care costs, which
accounted for the sharpdecrease.
Canton also saw an increase in state
shared revenue due to the dramatic pop-
ulation increase in the township.
Township Supervisor Pat Williams
said that the positive findings of the audi-
tors were due to the careful financial
management of previous board. He said
previous officials set the township up in
a good position and that the current
boardmembers could nowmove forward
and “continue our conservative, long-
range planning to ensure the continued
financial health of the Canton communi-
ty.”
Williams also said that he is confident
that the new board of trustees will con-
tinue to work on legacy costs in an effort
to “minimize andmitigate the liability.”
The Northville Parks and Recreation
Department is one step closer to being
under the administrative domain of
Northville Township rather than the
City of Northville. Members of the
Northville City Council approved this
change, considering the growth of the
Parks and Recreation Department in
recent years - with more than 100
employees, including part-time and sea-
sonal workers, and a $2.2million annual
budget. As such, it requires greater
administrative service support, which
can be provided by Northville Township
officials said.
The level of services provided by
Parks andRecreation to the City, includ-
ing senior services, will remain
unchanged. The administrative transfer
will occur Jan. 1, 2018.
