levied by a vote of the city council members
anddoes not require a ballot question.
Many residents spoke up at the meeting,
questioning the necessity of the assessment
and complaining about the expense. Others
were critical of or questioned the methodol-
ogy used to determine the individual
amounts to be paid.
English said he certainly understood the
concerns of the residents.
“These are extremely difficult economic
times,” he said. “The city is currently operat-
ing at $10 million less than 10 years ago,” he
said, and at $3.8 million less than five years
ago and the only service affected so far is
leaf pick up in the city. We've managed to
reduce full-time staff members and have cut
and cut and cut,” he said.
English said the city has to find revenue
to operate and cannot continue to cut with-
out impacting on the quality of life inWayne.
He also said the public hearing and com-
ments from residents had an impact on his
thinking.
“I was raised here, I live here, I went to
school here. I try to walk amile in these peo-
ples' shoes and listen to their concerns,” he
said. “We need to find the solution.”
English said the next step in the process
would be a resolution of necessity from the
members of the city council, officially recog-
nizing the need for the special assessment.
After that, plans and methods for assessing
the costs to residents would continue to be
discussed. “We'll continue to work on it,” he
said.
English also said that the one message he
heard from the meeting was that the current
plans for assessment were considered
unpopular and unfair. “People said they
wanted everyone to pay the same amount,”
he said. “Garden City did it that way but in
Westland it is done by frontage and how
close the property is to a street light,” he
added.
One plan, favored byEnglish, removes the
assessment from businesses in the
Downtown Development Authority. The city
would continue to pay about $187,000 a year
for the lighting along Michigan Avenue from
Hannan to Merriman Road and on Wayne
Road fromGlenwood toVanBornRoad.
English said that about 200 or so people
came to themeeting last week after 6,600 let-
tersweremailed to residents.
“That's about 2 percent,” he said. “Does
that mean that 98 percent of the residents
don't have a problemwith it?”

construction. In addition, personalized way-
finding signs were installed on behalf of busi-
nesses that requested signs during the public
meetings.
“One of our main objectives was to keep
access to Goddard at all times during con-
struction,” Scappaticci said. Orchard, Hiltz
and McCliment (OHM), the city consulting
engineers, designed the plans and specifica-
tions with a one-way southbound access
road.
Construction began May 9 with the
removal of 10 to 14 inches of pavement on the
eastern half of Goddard. Four days later,
three-quarters of the concrete had been
removed, Scappaticci said.
He said the new road cross section will
include an all-new aggregate base and 8
inches of asphalt pavement.
“This cross section was chosen due to the
time savings of construction, but also
because the pavement surface can be milled
10 to 15 years after construction to revitalize
the corridor with the least expense,”
Scappaticci said.
During construction of the western half of
Goddard, southbound traffic will be shifted
onto the opposite side of the road into what
wouldbe the traditional northbound lanes.
The project is scheduled to be complete
by Aug. 31, although, “It is anticipated with
the contractor's efficiency that the project
will be completed earlier than expected,”
according to Marcus McNamara, project
managerwithOHM.
“The city is cognizant of the impact on the
downtown area,” said Economic
Development Director Timothy Keyes.
“Everything we're doing is focused on mak-
ing sure no business is financially impacted.”
The cost of the project is estimated at $1
million - although the city will only pay 20
percent through the Romulus Downtown
Development Authority.
Scappaticci said that this is the first of
three phases that would result in a complete-
ly revitalized Goddard Road from Five
Points toWayneRoad - assuming funding can
be obtained. In the future, the second phase
would reconstruct Goddard from Hunt to
Wayne Road. The third phase would replace
Goddard in the downtown area from
Romaine toHunt.
“We'reworkingwithWayne County to seek
federal funding for these sections,”
Scappaticci said. “It is the city's hope that in
the future thesemonieswouldbe awarded.”

higher rate of contributions to their retire-
ment fund, reducing the township burden to a
13.5 percent cap and new hires will have a
defined contribution retirement plan, rather
than a guaranteed pension. The arbitrator
also capped longevity pay at $1,000 per year,
rather than the $2,150 annual maximum pre-
viously in place. Longevity pay for new hires
was abolished.
One of the most impactful rulings, along
with the wage decision, was the requirement
that firefighters pay 20 percent of their health
insurance premiums. The township will pay
the other 80 percent.
Firefighters will also lose one-half a paid
holiday and reduces the vacation day accrual
for union members with 10 years or more of
services. With Stevenson's ruling, they will
now receive nine days of vacation after 10
years rather than 10 and 11 vacation days
after 15 years rather than 13.
Stevenson's rulings are only effective until
Marchof 2013.
