A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, May 8, 2018 at 1150 Canton
Center S., Canton, Michigan. Clerk Siegrist called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag.

Presenter: Treasurer Slavens Treasurer Slavens presented a copy of Quarterly Investment Report outlining

TON RESOLUTION TO HELP DEFRAY LEGAL COSTS IN MENARD INC. V CITY OF ESCANABA “DARK
STORE” LITIGATION BY MAKINGA DONATION TO THE MICHIGAN TOWNSHIPS ASSOCIATION R E C I T A
T I O N S: WHEREAS,
Article IX, section 3 of the Michigan Constitution requires uniformity of taxation, and
WHEREAS
,
there is a case before the Michigan Tax Tribunal, Menard Inc. v City of Escanaba, that may determine a method of equitable val-
uation of a wide variety of commercial and large industrial facilities, especially corporate headquarters and unique properties
found in many townships; and
WHEREAS,
this case is on remand before the Tax Tribunal following a favorable ruling from the
Court of Appeals regarding valuation methodology and now has the potential to correct numerous prior rulings that resulted in
erroneous, low values of property and reduced revenues in communities across Michigan; and
WHEREAS,
exceptionally high
costs have been incurred by the City of Escanaba in excess of funds available from its Property Tax Administration Fee to achieve
an outcome from which many more communities, including the Canton Township will also benefit; and
WHEREAS,
MCL
211.44(3) provides, in part, “The costs of any appeals, in excess of funds available from the property tax administration fee, may
be shared by any taxing unit only if approved by the governing body of the taxing unit,” and
WHEREAS,
the city is anticipat-
ed to incur costs far in excess of funds available from its property tax administration fee, and
WHEREAS,
the Canton Township
Board of Trustees desires to help defray the costs of litigation and legal representation incurred by the City of Escanaba to ensure
that the City has adequate resources to provide to the Tribunal a competent and compelling defense of its valuation determina-
tions in Menard Inc. v City of Escanaba,

that the Canton Township Board of
Trustees authorizes a payment of $5,000 to the Michigan Townships Association to provide financial assistance toward the con-

Treasurer Slavens wished everyone a Happy Mother’s Day. Trustee Graham-Hudak commented this is
National Bike Week. Clerk Siegrist commented on potholes in general, explaining that in August there will be a ballot proposal
regarding a roads millage. Currently we do not have funds to apply to local roads.

ACCESS TO PUBLIC MEETINGS
The Charter Township of Canton will provide necessary, reasonable auxiliary aids and services to individuals with disabilities at
the meeting/hearing upon notice to the Charter Township of Canton.
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the Charter Township
of Canton will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs,
or activities.
Employment:
The Charter Township of Canton does not discriminate on the basis of disability in its hiring or employment prac-

It may be May, but the Basketball
Legends of Inkster are already thinking
about summer camps for students.
The group, which annually provides food
and toys for 100 Inkster families during the
holiday season, and hosts basketball clinics
and camps for students during the summer
will host the first fundraiser of the year from
4-10 p.m. Wednesday, June 13 at Texas
Roadhouse.
That evening, 10 percent of all total food
purchased will be donated to the Inkster
group to help fund the upcoming basketball
camps.
Texas Roadhouse is located at 36750 Ford
Road. To donate to the Basketball Legends
of Inkster, access the website,
lends.com for a copy of the invitation from
Texas Roadhouse which must be presented
to send the donation to the group.
The invitation can also be accessed and
shown to the server on a smartphone.
He received medical treatment and
was sent for a court-mandated psycho-
logical examination following his
arraignment on the charges. Doctors
found him competent to stand trial and
aid in his own defense prior to the
scheduling of the preliminary hearing
last week.
Vern Paul, the father of the defendant
and husband of the victim, said in an
earlier interview that his son has atten-
tion-deficit disorder and had been diag-
nosed as bipolar.
If convicted of the charges, Paul faces
life inprison.

Wild also promised Marshall's family
that he would do everything he could to
ensure an incident like never reoccurs.
He saidhe has directed the fire andpolice
chiefs to conduct a review to strengthen
and clarify departmental policies should
this type of situation occur in the future.
He said he has further instructed the
chiefs to take the time for additional staff
training, as necessary.
The death remains under investigation
by the office of the Wayne County
Prosecutor. Officials were adamant that
all city offices and personnel would coop-
erate with the prosecutor and not impede
the investigation in any way in an effort to
bring thematter to a conclusion.
Police Chief Jeff Jedrusik also
expressed his sympathies to Marshall's
family at themeeting.
“It is not uncommon for defendants in
narcotic cases to swallow drugs. What was
uncommon in this case was the unknown
large quantity of drugs that were swal-
lowed. The toxicology report confirmed
that Mr. Marshall swallowed an extremely
large amount of cocaine which became
fatal.
“I do not know if medical staff would
have been able to save him, but I do know
that we should have gotten him to a hospi-
tal sooner,” Jedrusik said.
Jedrusik said he is investigating any
possibility of any infraction of departmen-
tal rules in the situation and also examin-
ing the possible strengthening of rules
regarding such situations.
Fire Chief Michael Stradner also
expressed his sympathies to Marshall's
family.
“The resolution of the civil liability
arising from the death ofWilliamMarshall
is an important step for the family and for
the fire department,” Stradner said, “City
paramedics grieve the loss of every
patient they attend to and transport.”
The settlement was approved by the
WayneCountyCircuit Court last week.
