Canton Leisure Services Health &
Wellness Program has been selected as one
of three finalists for the 2013 Extraordinary
Organization Award by the Governor's
Council on Physical Fitness, Health and
Sports. This special award honors organiza-
tions that provide opportunities for physical
activity within their communities, a
spokesperson said.
This honor is presented during the
Governor's Fitness Awards, an annual event
hosted by the Michigan Fitness Foundation,
which encourages communities and indi-
viduals to further develop their education
with the knowledge and skills to enjoy a
healthy, vigorous, and safe lifestyle with
increasedphysical activity.
Governor's Fitness Award finalists will be
recognized on April 25, during the Michigan
Legislative Session at the State Capitol in
Lansing, as well as during a special recep-
tion at the Capitol. In addition, a special
celebration will also take place on the same
day at Ford Field in Detroit, where Canton
Leisure Services and other finalists will be
honored for inspiring Michigan residents to
live ahealthy lifestyle.
Overall winners will be announced the
evening of the gala event.

STUDY SESSION TOPIC Item 1. 2013 Water & Sewer Rates
The
Board was provided with the proposed 2013 Water and Sewer Rates. The discussion included the assumptions and inputs that factor into
setting the rates each year. Several scenarios that utilize varying amounts of cash reserve and their impacts on the rates were discussed.
A summary of the input received at the public forum on the rates were provided to the Board members. Director Faas stated the annu-
al rate making process is a joint effort between the Finance and Budget Department and Municipal Services Department to determine
both the fixed and variable components of the rate each year. There are many steps to the process of setting the rate. The presentation
overviewed how the 2013 rates were calculated. Bob Belair stated there are 31 steps to develop water rates. The process begins in
January. Mr. Belair stated the consumption trends in the region have decreased with the DWSD System. However in Canton there is
a slight trend upwards. That trend will increase as Canton builds more homes and brings in more businesses to the community. Mr. Belair
stated there are 427 miles of water main that Canton maintains. Along with 6,000 hydrants, 3,900 valves and 5 meter pits that feed the
Township. The meter pits are located around the perimeter of Canton. The sanitary sewer collection system is 338 miles. There are
5,200 manholes, 6 pumping stations and the WTUA System. Canton does maintain all these systems with the Water and Sewer
Department staff of 25 employees. Mr. Belair stated to determine the fixed rate cost; staff examines the minimal operation, management
and administration. There is a similar situation for sewer. The largest expense is sewage treatment, sewer debt service, operation, man-
agement, water billing, and sewage transportation. The budget for the water and sewer department is 60% sewer and 40% water. Once
the fixed costs are determined they are given to Finance. Once Finance puts those numbers into the budget they begin to create the con-
sumption rates. Director Trumbull stated if the Storm Water remains in the General Fund a cash balance of $1,610,432 will be used to
maintain a 0% increase in water rates. If there is a transfer of the StormWater into the Water & Sewer Fund a cash balance of $2,150,085
will be used to maintain a 0% increase in water rates.

PY2013 CDBGACTION PLAN
On April 17 2013, at 2 p.m. in Meeting Room D, lower level, Administration Building, 1150 S. Canton Center Road, Canton,
Michigan, there will be a public hearing on the PY 2013 Community Development Block Grant (CDBG) project proposals. The pur-
pose of the Action Plan is to identify projects and project funding levels for the PY 2013 CDBG program. The initial funding requests
are: First Step, $20,000; Growth Works, $6,000; Neighborhood Legal Services Michigan, $8,000; Wayne-Metropolitan Community
Action Agency, $5,500; Canton Township Leisure Services Volunteer Coordination, $4,000; Summit Scholarships, $2,500; Affordable
Housing Activities (housing rehabilitation), $200,000; Program administration, $57,000. Not all project proposals are necessarily listed,
and not all projects will be approved or funded at the requested amounts. The PY 2013 CDBG allocation is approximately $303,000.

Car dealership ‘pitches in’ to help league
Board freezes water rates for 1 year

the league with equipment bags,
baseball buckets, practice hitting
nets, umpire ball bags and even
batting tees.
This will be the eighth year
Mark Chevrolet has participated
in the youth baseball program,
donating the equipment along
with funding for the league. The
dealership will also offer invita-
tions to instructional clinics for the
players and even a chance for
community members to enter the
free Chevrolet vehicle sweep-
stakes.
“Youth baseball provides posi-
tive and productive life lessons for
young people across America, and
the Chevrolet Youth Baseball pro-
gram is an extension of Chevrolet's
commitment to baseball, commu-
nity and families. Mark Chevrolet

tion to youth baseball,” said Trish

Since the national Chevrolet
baseball program began, more
than three million young people
have been affected through their

dealers participated across the
country, Hampton said.
The sponsorship also includes
youth clinics featuring current and
former MLB/MiLB players and
coaches and instructors from
RipkenBaseball, Hampton said.
In addition, Mark Chevrolet Inc
will present a check representing
a one-time monetary contribution
to Wayne Baseball Association.
Sponsored leagues across the
country will each receive 2,000
free sweepstakes entry forms to
distribute within the community.
At the end of the entry period, five
winners - one from each region -
will win their choice between a
2013 Chevrolet Malibu or
Chevrolet Traverse.
Members of the Canton
Township Board of Trustees fol-
lowed the recommendations of
department administrators and
will not increase water rates for
one year, despite a 9-percent
increase imposed on the communi-
ty by the Detroit Water and
SewerageDepartment.
The one-year rate freeze will be
effectiveMay 1.
Last year, water rates in Canton
Township were reduced by 2.3 per-
cent while neighboring communi-
ties saw double-digit increases,
prompted primarily by increases
fromDetroit wheremost area com-
munities purchasewater.
Canton Public Works Manager
Bob Belair told the board that the
overall consumption of water in
Canton has increased minimally
during the past few years. He said
he expects that to continue with
new home construction and new
businesses in the township.
The board also agreed to move
$500,000 in stormwater costs to the
water and sewer budget, out of the
general fund where the expense
was previously paid. Officials said
this would keep the money in the
general fund and would allow it to
be used for other expenses or help-
ing to build a general fund surplus.
The board members also dis-
cussed the possibility of construct-
ing a water storage facility which
would allow the township to avoid
high consumption rates from the
Detroit Water and Sewerage
Department during peak usage
hours. Under that preliminary
overview, construction of such a
facility could take up to three
years. A facility of the type needed
would cost about $10 million. The
township would use $3 million
form the water-sewer fund and
finance the remaining costs to be
paid over several years, according
to the preliminary discussion of
the possibility.
Trustees made no decision on
thematter.
