A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, March 1, 2016 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 6:00 p.m. and led the Pledge of Allegiance to the
Flag.

Update. (FBD)
The Board was presented a PowerPoint update by Director Wendy Trumbull. Legacy Cost Update Review the
results of the 12/31/2014 Actuarial Valuation for our Other Post-Employment Benefits (“OPEB”) Update on MERS (Pension)
Assumptions OPEB Actuarial Results 12/31/2014 • Benefits Offered: • Employees who retired prior to 1/1/2013 are covered at
100% for their medical insurance. • NOW: Lowest Cost Medical Plan is covered 100% by Canton Township • Implementation
varied depending on union group, earliest was 1/1/2013. • Dental coverage • Retiree cost equals the cost paid on their last day of
employment. Changes to this years Actuarial Valuation: Implemented self-funded medical plans Migration of some of the retirees
to the self-funded plans Cost sharing of future retirees in the public safety groups Additional assumption change:

Township Initiated changes resulted in a $16.6 million reduction in our Actuarial Accrued Liability
UPDATE ON
MERS (PENSION) ASSUMPTIONS
MERS reviewed its actuarial assumptions and updated them with following goals in
mind: To ensure that municipalities have enough assets in their plans to fund the benefits promised to its employees To have each
generation incur the cost of the benefits for the employees providing the service at the time it is being incurred, rather than pass-
ing along the cost to future generations Mortality Rates Table - People are living longer Investment Rate of Return – Decreasing
from 8% to 7.75%Amortization Policy – Gradually reducing amortization period of the unfunded liability What does this mean?
– Our liability is increasing How are we funding this? – MERS has factored these changes into our Annual Required Contribution
and we are funding accordingly.
UPDATE ON MERS (PENSION)
What have we done? Defined Benefit Plan closed to new
hires Bridged down the Pension multiplier Increased employee cost-sharing Employee purchase of Service Credit MERS allows
Employees to purchase service credit, however it is a Township Board decision. Intention is for employees to cover 100% of the
cost for the purchase of years of service. Cost is based on assumptions used by MERS If assumptions are not accurate, then the
cost is not accurate Many communities are no longer allowing employees to purchase service credit. Currently there are several
requests from employees to purchase service credit. Recommendation: Continue to allow purchase of service credit for 90 days.
After 90 days, no longer allow to protect the Township from future liability swings. A complete copy of the PowerPoint presen-

TOPIC #2: 2016 Goals. (Supv)
Supervisor LaJoy, along with Clerk Bennett and the Department Directors, presented the
Township goals for 2016 to the Board. Strengthen Operational Efficiency Have all departments accredited (ALL) Complete a
five-year strategic plan for MSD (MSD) Conduct a joint session with the Township Board and Planning Commission on future
development objectives (MSD) Develop a plan to create iCanton – an integrated permit/utility/property record system

The Charter Township of Canton will provide necessary, reasonable auxiliary aids and services to individuals with disabilities at
the meeting/hearing upon notice to the Charter Township of Canton.
In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 ("ADA"), the Charter Township

He's been through the good
times and some bad ones during
his 27 years in government, and
he is leaving his home town of
Canton Township in some of the
best of times.
Retiring Canton Township
Supervisor Phil LaJoy presented
his final State of the Township
address to a packed crowd at the
Village Theater last week, prais-
ing the officials he has worked
with for their cooperation in
bringing Canton out of the
national recession into prosperi-
ty.
LaJoy said it took a team
effort in every department to
maintain township services in
the wake of the recession which
brought home foreclosures and
the subsequent losses in tax rev-
enue to the community when he
first became supervisor in 2009.
He credited employee conces-
sions, spending cuts and voter
approval of two tax increases to
fund public safety for helping
Canton “not just survive, but
thrive.”
For his final message, LaJoy
opted for a pre-recorded
address, shown on a large
screen, as he said he felt the
emotions that surround his deci-
sion to retirewould have impact-
ed his message. The speech was
delivered as part of the Canton
Chamber of Commerce lunch-
eon with more than 170 in atten-
dance. LaJoy served for 13 years
as a Canton Township trustee,
for six years in Lansing as a state
representative and eight years as
supervisor of the township.
He told the crowd that he was
happy to report that the state of
the township was “excellent”
and that Canton “remains the
safe, vibrant community we all
knowand love.”
LaJoy said Canton has
decreased the unfunded legacy
costs in the township by $17 mil-
lion by increasing employee cost
sharing in health care and mov-
ing to a self-insurance program.
He noted that refinanced debt
will save the township about
$200,000 during the next five
years. He mentioned the road
projects in the township and said
that Lotz Road will be paved
between Ford and Cherry Hill
this year.
He told the audience that
more than 1,300 new homes will
be started in Canton during the
next two years and that commer-
cial and retail growth continues
with several new businesses
including a Fresh Thyme
Market, Chipotle, T.J. Maxx,
Tom+Chee and Panda Express,
along with the Busch's Market
expected to open this fall.
LaJoy said that homes are
now safer in Canton with the
new rental ordinance which has
already been used on 900 single-
family homes and 800 apart-
ments.
He added that the crime rate
in the township fell 17 percent
from 2014-2015 for felonies and
said the public safety depart-
ment is now focused on a new
closer relationship with the com-
munity the officers serve.
The Summit on the Park
makeover and the development
of Patriot Park will benefit the
community, he said, while the
arts continue to flourish in the
township. He said the plans for
the new artist studios and an art
program for veterans is under
way at the former Ford factory
site in Cherry Hill Village under
the auspices of the partnership
for theArts andHumanities.
His remarks were met with
loud applause and appreciation
from the crowd including town-
ship officials andhis family.
LaJoy, obviously moved, said
previously that his retirement
plans include more family time
with his wife and four grandchil-
dren.
Camp time
Registration for 2016 Canton Leisure Services summer camp programs will begin in
person and online from 10 a.m. until noon this Saturday, March 12, during the
annual Camp Fair, which will take place in the Grand Ballroom at the Summit on the
Park Grand Ballroom,46000 Summit Parkway. In addition to registration and infor-
mation, refreshments and children's activities will be free for all who attend. The
Camp Fair represents the opening of Canton summer camp registration and also
kicks off the in-person registration for Canton Leisure Services Spring and Summer
