ELLEVILLE
- W
ESTLAND
It took eight years, but the City of
Westland finally exhausted the
waiting list for federally funded
housing vouchers.
The program, formerly referred
to as Section 8, provides federal
subsidies for housing expenses.
Qualified recipients pay 30 percent
of their total income for housing
and the federal government issues
a voucher for the remainder of
their housing costs.
Westland last opened registra-
tion for the program in 2005 when
6,000 applications were accepted.
The last of those was processed
early this year prompting the city to
open registration last week for the
program in the city. It took just
under an hour for the 1,000 appli-
cations the city said would be
accepted to be filed. When the pre-
announced number was reached,
the city closed the application
process although thousands more
attempted to register, according to
Community Development Director
Joanne Campbell. Many applicants
assumed that there had been a
computer breakdown or other tech-
nical problems, but Campbell said
that it took only 54 minutes for the
full quota of 1,000 applications to
be received.
She said that complaints came
through the Westland Facebook
page andby phone.
In Westland, more than $8 mil-
lion of federal Housing and Urban
Development funding is handled
annually. Those now on the waiting
list will be eligible to fill any vacan-
cies that open in the program.
Campbell said there is no new
assistance being offered, but that
about 10 people a month leave the
programcreating vacancies.
After a year in the program
through Westland, approved candi-
dates can take the housing vouch-
ers anywhere there is a local hous-
ing authority to administer the pro-
gram.
Some applicants used comput-
ers at the William P. Faust Library
to register for the program which
the city put online for the first time
this year. Campbell said that all
housing commissions use an on-
line process now particularly after
crowds created problems last
month in Taylor when the 1,000
applicant limit was far exceeded by
those who arrived in person to reg-
ister.
Campbell said that it
took only 54 minutes
for the full quota of 1,000
applications to be received.

Belleville allocates grants
The City of Belleville will use the 2013
Community Development Block Grant funds
for barrier free improvements in the city,
along with services for seniors and disabled
residents.
City council members agreed at a recent
meeting to use $40,470 of the anticipated
$57,000 in federal funding for installing bar-
rier free improvements in the community.
Any remaining funds will be used for servic-
es for senior citizens and administration of
the program.
City Manager Diana Kollmeyer explained
to the council members that the use of the
funding was controlled by specific federal
criteria. She told themthat the current use of
$10,830 was the maximum allowed by the
provisions of the grant funding for senior
transportation services, despite requests
from seniors seeking increases in the trans-
portationprogram.
“What you (the council) have before you
tonight…are as much as we can use for sen-
ior anddisabled services,”Kollmeyer said.
Bunnies on Main entries sought
Visitors to downtown Belleville will be
treated to the sight of decorated bunnies
along Main Street next month, all awaiting
the decision of judges as to which is the best
dressed for spring.
The annual Bunnies On Main contest is
sponsored by the Belleville Area Council for
the Arts and the city Parks and Recreation
Department.
Applications are currently available at
Belleville City Hall, 6 Main St., and the
Chamber of Commerce office at 248MainSt.
“Bunny Cages” are currently available at
the Chamber offices during regular business
hours uponpayment of the $10 entry fee.
Applications and cages will be available
throughMarch 17.
Completed bunnies must be returned to
City Hall at 6 Main in Belleville between
Tuesday, March 19 and Friday, March 22 dur-
ing regular business hours and will be dis-
played on Main Street from April 1 until
April 8. Prizes will be awarded for first, sec-
ond and thirdplace bunnies.
