ELECTION NOTICE TO THE QUALIFIED
ELECTORS OF THE CITY OF WAYNE,
COUNTY OF WAYNE, MICHIGAN
NOTICE IS HEREBY GIVEN that a Michigan Presidential Primary Election will be held
in the City of Wayne, County of Wayne, Michigan, on Tuesday, February 28, 2012, from
7:00 a.m. until 8:00 p.m., for the purpose of selecting presidential candidates of the
Republican and Democratic parties for the General Election, November 6, 2012 and a
Wayne-Westland Community School District Millage Renewal. The Clerk's Office will
be open on Saturday, February 25, 2012, from 8:00 a.m. until 2:00 p.m., for the purpose of
receiving applications for absentee ballots.
All polling locations are accessible to persons with disabilities. Voting instructions are
also available in alternative formats, audio and Braille, at each polling location.
The following proposal shall be submitted to the qualified electors of the City of Wayne,
at the election to be held on Tuesday, February 28, 2012:

Wayne-Westland Community Schools Millage Renewal Proposal Building and
Site Sinking Fund Tax Levy
Shall the limitation on the amount of taxes which may be assessed against all property in
Wayne-Westland Community Schools, Wayne County, Michigan, be renewed and the
board of education be authorized to levy not to exceed .9922 mill ($0.9922 on each
$1,000 of taxable valuation) for a period of 10 years, 2013 to 2022, inclusive, to continue
to provide for a sinking fund for the purchase of real estate for sites for, and the construc-
tion or repair of school buildings and all other purposes authorized by law; the estimate of
the revenue the school district will collect if the millage is approved and levied in 2013 is
approximately $1,930,000?

SION OPERATING LICENSE
TO WAYNE DISPOSAL, INC.

The Michigan Department of Environmental Quality (DEQ), Resource
Management Division (RMD), hereby gives notice of their intent to issue a haz-
ardous waste management facility operating license (License) for expansion pur-
suant to Part 111, Hazardous Waste Management, of the Michigan Natural
Resources and Environmental Protection Act, 1994 PA 451, as amended, to
Wayne Disposal, Inc. (WDI). The License issuance will allow WDI to expand
their hazardous waste landfill facility located at 49350 North I-94 Service Drive
in Belleville, Michigan.
The DEQ invites public comment on the draft expansion License. A public hear-
ing is scheduled on March 12, 2012, at 7:00 p.m., at the Van Buren Charter
Township Hall located at 46425 Tyler Road, Belleville, Michigan. The purpose
of the hearing is to allow interested persons to submit oral or written comments
regarding the draft expansion License. All persons attending the public hearing
who intend to speak are requested to register by 7:30 p.m. The public comment
period begins February 9, 2012, and ends March 26, 2012.
The draft License, Fact Sheet, and expansion application are available for inspec-
tion at (1) the Van Buren Charter Township Hall, 46425 Tyler Road, Belleville,
Michigan (contact Mr. Terry Carroll at 734 699 8913); and (2) the DEQ,

THE CITY OF WAYNE, COUNTY OF WAYNE, MICHIGAN
Absent voter ballots for the City of Wayne Michigan Presidential Primary Election of
February 28, 2012, are available through the Wayne City Clerk's Office, City Hall, 3355
South Wayne Road, Wayne, Michigan for those persons who are physically unable to
attend the polls or are 60 years of age or older. The voter, before the issuance of a ballot,
must complete an application for a ballot.
The last day to apply for a ballot by mail is Saturday, February 25, 2012 at 2:00 p.m.
Persons qualified to vote absentee may vote in person in the Wayne City Clerk's Office
until 4:00 p.m. on Monday, February 27, 2012.

There will be an official Public Accuracy Test of the Election Management and Tabulation
computer system to be used by the City of Wayne for the Michigan Presidential Primary
Election, February 28, 2012. The Public Accuracy Test is conducted to demonstrate that
the computer program used to record and count the votes cast at the election meets the
requirements of law. The test will be held at the Building and Engineering Department,
4001 South Wayne Road on Tuesday, February 21, 2012 at 9:00 a.m.

Judge says her defense
impeded by missing files
Sylvia James, the chief judge at
the 22nd District Court in Inkster,
told the special master appointed
to hear misconduct charges against
her last week that the conduct of
the Michigan Judicial Tenure
Commission severely hampered
her defense.
Under questioning by her attor-
ney, James told Ann Mattson, a
retired Washtenaw County judge
appointed by the Michigan
Supreme Court to adjudicate the
fact-finding hearing, that she was
prevented from returning to her
office by an order from the
SupremeCourt.
James said that she was ordered
to immediately leave her office and
was not allowed to gather the docu-
ments and evidence that would
have proven of value in her defense
against the allegations she faces.
After a complaint was filed
against James with the Judicial
Tenure Commission, investigators
went to the court and examined the
accounting, banking and bookkeep-
ing records. Following that exami-
nation, the tenure commission filed
a complaint against her alleging
that she had misued or misspent
about $130,000 of court funding,
charges that James has vehemently
denied.
She was placed on administra-
tive leave by the supreme court on
April 13 and was not allowed back
into her office for three months,
despite repeated requests to be
allowed to return.
She told the judge that she was
only allowed one hour to attempt to
find the records and documenta-
tion she needed when she was
finally allowed to return to her
office. She also said that her office
had been cleared of papers, folders
and trays of files. “Nothing was as I
left it,” she said.
She also said that a safe inside a
file cabinet that contained personal
records, receipts, calendars and
travel documents had been broken
into and the contents removed. She
said she had never given anyone
permission to pry the lock off the
cabinet safe and that she had the
only key.
James told the court in response
to questions from her attorney that
she believed that the contents of
her office were in the boiler room
at the court, stuffed into bags.
James has not been charged
with any crime but the outcome of
the hearing could determine
whether she will be allowed to
remain on the bench.
During testimony last week,
James said that she did not exam-
ine every check or expense vouch-
er placed in front of her by her
court administrator, but rather
expected that the expense had
been verified and needed only her
signature.
She also told the court that the
civic organizations and groups to
which checks were written for
advertisements or charitable con-
tributions were the same ones the
city supported and that the court
had been supporting for more than
20 years.
James also refuted allegations
that she missed 59 days of work in
2010, and that she took extended
lunchhours.
She explained that with the
caseload at the 22nd District Court,
that wouldhave been impossible.
“With the heavy docket that I
had, there's no way I could have
done that and I didn't do it,” she
stated.
New chief judge appointed
JudgeRichardHammer, Jr., chief judge at
the 21st District Court in Garden City, has
been named to same position at the 22nd
District Court in Inkster by the Michigan
SupremeCourt.
Hammer has been at the 21st court for
more than 20 years. He took the bench in
that community in 1990.
He has been serving as the trial judge at
the Inkster court while former Chief Judge
Sylvia James has been on an administrative
leave and then suspension ordered by the
Michigan Supreme Court. A hearing to
determine if there has been any wrongdoing
on her part is currently under way in 20th
District Court in Dearborn Heights under
the supervision of retired Washtenaw
County JudgeAnneMattson.
Hammer, 60, will now have both adminis-
trative and executive authority in both the
21st and 22ndDistrict Court.
The appointment is for two years.
