A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, January 26, 2016 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 6:15 p.m. Motion by Yack, supported by
Williams to move from open session to closed session at 6:17 p.m., for the purpose of discussion of union negotiations. Motion
carried unanimously.

Citizen’s Non-Agenda Item Comments:
George Miller,
1946 Briarfield, inquired about the residual sand spread on Briarfield as a result of a watermain break. Miller inquired about a
pothole on Sheldon Road north of Cherry Hill, Lilley road north of Palmer, and Morton-Taylor north of Warren. Supervisor LaJoy
agreed and explained this is handled by Wayne County. Miller commented about a barking dog complaint from July 2015.

Motion by Bennett, supported by Williams to approve payment of the bills as presented. Motion carried by all
members present.
CONSENT CALENDAR: Item C-1. Consider Approving a 2016 Police Budget Amendment to include
the Byrne Justice Assistance Grant #2015-MU-BX-0964 awarded in 2015. (PSD)

Motion by Bennett, supported by Sneideman to approve the reappointments of Ron Podolak and Stan Turek

to approve the appointment Wendy Trumbull, Director of Finance and Budget, as Plan Administrator for all of Canton’s Pension

approve the following resolutions amending the Charter Township of Canton Retirement Plan and Deferred Compensation Plan.
RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON ACTION BY THE BOARD OF
TRUSTEES OF THE CHARTER TOWNSHIP OF CANTON The undersigned, constituting all of the members of the
Board of Trustees of the Charter Township of Canton, hereby consent to and authorize the following actions and adopt
the following resolutions: WHEREAS,
in accordance with the authority provided in Article 8, of the Charter Township of
Canton Retirement Plan as amended and restated (hereinafter referred to as the “Plan”), the Employer has the right to amend the
Plan subject to the limitations of Article 8;
NOW THEREFORE, IT IS HEREBY RESOLVED
, by the Board of Trustees of
the Charter Township of Canton, that Wendy Trumbull is appointed to serve as the Administrator of the Plan within the meaning
of Section 3(16) of the Employee Retirement Income Security Act of 1974, as amended. She shall have all the responsibilities
and powers accorded to the plan administrator under the Plan and ERISA; Further it is resolved that Gwyn Belcher, currently
serving as the Administrator of the Plan be removed as administrator effective January 8, 2016.

Item G-5. Consider the Purchase of a 2015 Caterpillar 430 F Backhoe. (MSD)

Bennett, supported by Williams to authorize the purchase of the CAT 430 F Backhoe from Michigan Caterpillar, 24800 Novi
Road, Novi MI 48375 in an amount not-to-exceed $94,797.11. Motion carried by all members present.
Item G-6. Consider
Waiving the Purchasing Policy and Award a Contract to Kennedy Industries for the Purchase & Installation of Two Flygt
Non-clog Submersible Pumps for the Commerce Park Sanitary Sewer Lift Station. (MSD)
Motion by Bennett, supported
by Sneideman to waive the purchasing policy requiring formal bids as the vendor is the sole-source distributor of Flygt pumps
in Lower Michigan, and award a contract for the purchase and installation of two Flygt submersible pumps from Kennedy
Industries, 52900 Grand River, New Hudson MI 48165-0180 and approve a purchase order for a not-to-exceed amount of
$11,120. Motion carried by all members present. Clerk Bennett asked how many of these pumps does the township have. Director
Faas replied we have four pump stations with two pumps in each and these are the last two pumps to be replaced

Consider Approval of an Intergovernmental Agreement Regarding the Fiber Wide Area Network Project (MSD)
Motion
by Bennett, supported by Sneideman to approve the intergovernmental agreement between the Plymouth Canton Community
School District, MISEN and Canton Township for the Fiber Wide Area Network Project; and, further authorize the Township
Supervisor to sign the agreement on behalf of Canton Township. Motion carried by all members present.
Item G-8. Consider
Approval of GolfNow Software License/Marketing/Technology Agreement. (CLS)
Motion by Bennett, supported by
Sneideman authorize the agreement with GolfNow Reservations pending the Township Attorney’s approval of final contract lan-
guage. Motion carried by all members present.
Item G-9. Consider Purchasing Six In-Car Camera DVR Upgrade Kits.

Motion by Bennett, supported by Sneideman to approve the purchase of six Flashback3 DVR/camera upgrade kits and
accessories in the amount of $18,781.50, from L3 Mobile-Vision, Inc., utilizing funds budgeted in the 2016 Police Capital Outlay
Computers & Equipment Account. Motion carried by all members present.

(14) Patrol Laptops. (PSD)
Motion by Bennett, supported by Yack to approve the purchase of (14) Dell Latitude laptops in the
amount of $35,663.74, from Dell, Inc. Motion carried by all members present.
Item G-11. Consideration of an Animal
Sheltering Agreement with the Michigan Humane Society, Westland Shelter for 2016. (PSD)
Motion by Bennett, supported
by Yack to approve the proposed 2016 Animal Sheltering Agreement between the Michigan Humane Society and Canton
Township, and authorize the Township Supervisor to sign on behalf of Canton Township. Motion carried by all members pres-

Item G-12. Consider Sale of Canton Property and Authorize Supervisor LaJoy to Sign All Documents Necessary to
Close on the Sale. (Supv.)
Motion by Bennett, supported by Sneideman to accept the Creighton, McLean and Shea PLC, Letter
of Intent and authorize Supervisor LaJoy to sign the formal Purchase Agreement and any other documents necessary to complete
the sale of the 1.84 acres of land in the Dye Bros. Wayne Park Subdivision (Parcel numbers: 133-01-0079-302 and 133-01-0032-
301, 133-01-0033-301, 133-01-0034-301, and 133-01-0035-301).n for $70,000. Motion carried by all members present.

the Police Officers Association of Michigan (POAM) with a term ending December 31, 2018, and authorize the Township

Councilwoman Makowski spoke about the various programs at the Romulus Library which includes all ages.

Councilwoman Roscoe announced the Romulus Citizens Academy will start on Tuesday, February 2 nd and run
through May 17 th from 6:30 until 9:30 p.m.; Mayor Burcroff spoke about the Citizens Academy graduates who
have volunteered to help plan the next Hometown Hero event. Councilwoman Makowski announced the Friends
of the Library Quarterly Book Sale to be held on Thursday, Jan. 14 th , Friday, Jan. 15 th and Sat. Jan. 16th during
regular business hours with all proceeds from the sale to fund library programs. City Clerk Ellen Craig-Bragg
announced that AV applications were mailed out and before returning the application, the voter must choose one
of the three ballot choices, any questions contact the Clerk’s Office at 734-942-7540.

Area residents can sample internation-
al delicacies, get a henna- design, write in
Arabic-style calligraphy, and have the
opportunity to speak face-to-face with one
of the area's many Muslim residents at an
event at the Canton Public Library from 9
a.m. until 1 p.m. Feb. 27.
The event is being organized by the
library, the Muslim American Society-
Detroit, the Muslim Community of
Western Suburbs and the Canton
Response to Hate Crime Coalition to cre-
ate a culture of peace and build a safe,
inclusive community.
“Amid growing tensions and cultural
misunderstandings, the key to overcoming
stereotypes is face-to-face interaction. We
want everyone to see a friendly Muslim
face amid all of the hate rhetoric that's
going on nationally,” Saamih Bashir of the
MuslimAmerican Society, Detroit chapter
said.
Among other topics, speakers will
address misconceptions about the role of
women in Islam and the wearing of the
Hijab, basic tenets of Islam and how
Muslims viewother religions.
“The library is a great venue for this
event. Not only are we fulfilling our mis-
sion of connecting our community, we are
providing a neutral common ground for
all of our residents to meet and learn
about our Muslim neighbors,” said library
Director Eva Davis, who serves with
Canton Public Safety Sgt. Dale Waltz as
co-chair of the Canton Response to Hate
Crimes Coalition.
“Those of us who serve on the Hate
Crimes Coalition have learned that it is
personal interactions, such as what we've
planned with MAS-Detroit and MCWS for
this event, that are the most effective at
breaking down preconceived biases and
fears.”
“We really believe that the solution is
not to isolate ourselves but to reach out
and for people to see that we're normal
human beings, neighbors, teachers, par-
ents,”Bashir said.
The library is located at 1200 S. Canton

nate free health fairs for Canton resi-
dents, and been involved with youth cul-

Seeking to succeed LaJoy, is Dr. Syed
Taj who formerly served as a township
trustee. He will face Republican Pat
Williams, a current trustee, who has also
entered the race for the top township job
whichpays $122,416.
Former State Rep. Dian Slavens, who
served three terms in the House of
Representatives, will seek the treasurer's
job in Canton Township. Melissa
McLaughlin, a Republican, currently fills
the full-time position which pays $104,827
annually.
Vying for the clerk's office, filled for
more than two decades by Bennett, will
beMichael Siegrist, a former trustee with
the Canton Public Library and a member
of the Plymouth Canton Community
Schools Board of Education. Siegrist, who
is a professional accountant, worked on
the township absentee counting board
and said his service on the school board
helps manage the $150 million district
budget.
He will face Republican Linda Obrec
for the full-time job which also pays
$104,827 annually.
The Democratic slate said they will
share a campaign theme: Moving Canton
ForwardTogether.
