Demolition makes way for new Wayne McDonald’s
Westland mayor attends conference in Washington, D.C.
The City of Inkster will appeal
the judgment requiring them to
reduce water rates and refund or
credit amounts charged to resi-
dents during the past two years.
City council members voted 5-2
to appeal theWayne County Circuit
Court judgment, filed Jan. 23. Judge
Robert L. Ziolkowski ruled in favor
of the class of residents represent-
edby local attorneyByronNolen.
In his ruling, Ziolowski ordered
the city to reduce the $14.64 rate
charged residents for units of water
between July 1, 2012 and June 30,
2013 to a rate of $11.96 and credit
residential water bills for the
amount of the overcharge for that
time at a rate of $2.68 per unit for
water and sewer.
Ziolowski also said the water
rate of $15.30 effective July 1, 2013
through the current time is unrea-
sonable and “the city of Inkster was
being unjustly enriched” by the
rate. The court determined that a
rate of $12.89 was reasonable for
July 1, 2013 through the current
date and that residents should be
credited $2.41 per unit for water
over a 16-month period going for-
ward from the date of the judg-
ment.
Nolen said that to his knowledge
the appeal had not yet been filed,
but if the city were appeal the
judge's decision and lose that
action, which he estimated would
take 12-18 months, an even larger
credit would be due to residents for
water rates paidduring that time.
“Usually, when an appeal is
filed, the party will ask for a stay of
the action, but for that the court
usually asks them to post a bond to
protect the financial interests of
the folks who won. I suspect the
city, in the current financial condi-
tion, cannot post such a bond,” he
said.
“The court may allow them a
stay without one, but it would be
unusual. How do you protect the
folks who won without a bond?”
Nolen said.
Making the adjustments and
crediting the water bills for the
8,000 water customers in the city
could prove problematic, he said,
with different credits being due for
different periods of time. “I don't
understand how they can figure
this out,” he said.
Nolen also mentioned that peo-
ple who received water bills might
be hesitant to pay them before
knowing what kind of credit they
were due fromthe city.
“If their credit is large enough,
they might not owe anything,” he
said.
Drivers along Michigan Avenue in Wayne
may be able to buy a Big Mac by Memorial
Day.
That's the opinion of local officials who
expect the newMcDonald's restaurant at the
corner of South Wayne Road and Michigan
Avenue West to be open and operating by
that date
Rex's House of Pancakes, the latest in a
long line of restaurants at the sitewas demol-
ished last week. The restaurant had been
closed for about a year.
The original site of a ChuckMuer venture,
Mama's and Pasta's, the location housedmul-
tiple other restaurants prior to the sale to
McDonald's last year.
That sale and plans for the McDonald's
met with strong protests from some residents
who did not want a fast-food chain located at
the site, which they characterized at the time
as the downtown area ofWayne.
Planning commission and city council
members approved the plans for the new
business in the citymore than a year ago.
The planned restaurant will be open 24
hours and offer both drive through and dine-
in service. Plans for the 4,200 square foot
building also include an outdoor seating
area.
During the permit approval process,
McDonald's representatives described the
new building as a "café-style restaurant."
They told members of the city council that
the restaurant would differ from the older
style McDonald's and would not have chairs
attached to the floor, but be a more upscale
design.
According to city officials, the restaurant
has obtained all necessary permits to begin
construction which is expected as soon as
the remaining debris is removed from the
site and theweather allows.
Westland Mayor WilliamR. Wild
was among more than 200 local
chief executive officers who attend-
ed the 82nd Winter Meeting of the
U.S. Conference of Mayors (USCM)
inWashington, D.C. last week.
Wild met with Capitol Hill lead-
ers and administration officials to
urge Congress to continue to work
in a bipartisan fashion to spur job
creation and economic growth in
America's cities and metropolitan
areas, many of which are still
plagued with high unemployment.
Wildwas among the groupwho lob-
bied U.S. House and Senate mem-
bers to extend fire safety grants to
keep the Wayne-Westland Fire
Department fully staffed.
While in Washington, the may-
ors released economic data show-
ing employment and economic
growth projections for 2014 in all of
the nation's 363metropolitan areas.
Following the meeting theme
this year, Innovations That Lead,
themayors released a clean energy
survey highlighting local action in
more than 250 cities to advance
innovative technologies that
reduce energy use and consump-
tion. Other issues topping the agen-
da included transportation and
innovation, as well as the contin-
ued threat to tax exempt municipal
bonds.
"I'm looking forward to sharing
ideas and learning about best prac-
tices and strategies to improve the
lives of everyday residents in
Westland and throughout Wayne
County," Wild said, just prior to
departing for the Jan. 22-24 meet-
ings.
This was Wild's fourth meeting
with President Barack Obama in
the East Room of the White House.
He also participated in the USCM's
Technology and Innovation Task
Forcewhile at themeeting.
The court may allow them
a stay without one,
but it would be unusual.
