New clerk’s hours planned
An apparent “failure to commu-
nicate” which prompted the demo-
tion of Belleville Police Chief Gene
Taylor has been overturned by the
Civil Service commission in the
city.
The three-member commission
met for 3 ½ hours last week in an
appeals hearing requested by
Taylor through his attorney. Taylor
had been demoted by city manager
Diana Kollmeyer from chief to
police corporal for a term of six-
months beginningOct. 30.
The civil service commissioners
determined that demotion to be
“excessive” are immediately rein-
statedTaylor, effectiveDec. 11.
The conflict between Taylor and
Kollmeyer apparently began when
a police car needed repairs costing
about $700. Taylor had the car
repaired at a Wayne business
owned by Dorn Frederick
Kerschweng, a reserve police offi-
cer in Belleville. Kershweng's busi-
ness, F&R Automotive, also works
on patrol cars for Wayne and
Westland, he told the commission-
ers.
He said Taylor set up a payment
plan of $49 permonth to pay for the
work. Repairs included lower and
upper ball joints and upper control
arm. The repair question was not
presented to the Belleville City
Councilmembers for approval.
Taylor was represented at the
appeals hearing by attorney Tom
DiPietro who told the commission-
ers that Taylor did not deny getting
the car repaired, making the deal
to pay for it and not following the
city charter. DiPietro advised
Taylor not to answer questions
from attorney John Hitchcock, rep-
resenting the city and the commis-
sion, as he said he had been
informed by Kollmeyer that Taylor
could face criminal charges for vio-
lating the city charter.
During Kerschweng's testimony,
he denied Kollmeyer's earlier
statement that he said Taylor told
him that he had a deal with the city
council and didn't have to submit
the expense to them for payment.
Kerschweng also testified that dur-
ing a recent city event Kollmeyer
told him that it was nice not having
Taylor in attendance.
Kollmeyer denied ever making
that statement when shewas called
to testify regarding the events that
led toher demotingTaylor..
The commissioners agreed that
Taylor should have been disci-
plined for not following proper pro-
cedures and going through proper
channels regarding the patrol car
repairs, but also said the six-month
demotionwas too severs.
Civil Service Commissioner Roy
Acho said, “I think Chief Taylor
was well award of the rules and he
was creative, but defiant.” Acho
asked during the hearing if the city
council members had ever rejected
a request for a police car repair
andTaylor saidhe didnot think so.
“It could have gone through the
proper channels and been
fixed,”Acho said.
Kollmeyer had stated previously
that Taylor did not keep her
advised of his departmental opera-
tions.
“Better communication would
have kept us from being here
today,”Acho said.
Civil Service Commission mem-
bers DonBluhmandMichael Loria
joined Acho in the unanimous vote
to reinstateTaylor.
Chassy Horton is a mother, sister, daugh-
ter, granddaughter, and great friend.
At 27, the Westland resident, has been
diagnosed with Hodgkin's Lymphoma, and
is now starting the fight for her life with
chemotherapy treatments.
Horton, friends and family agree, is a
strong person, with a great outlook on life
who rarely complains about what life throws
at her, despite having gone through very dif-
ficult times over the last 2 years. Horton is
the single mother of Kaelynn, 4. Her son,
Lucas, died last December at 6 weeks of age
of idiopathic infantile arterial calcification.
Horton fell victim to a restructuring at
her place of employment and her job of sev-
eral years was eliminated last year, not long
after her sonwas born.
She nowhas no health insurance and her
recent diagnosis has been devastating for
her, friends said.
Friends have rallied together to help
Horton with her mounting medical bills
withdonations throughGiveForward.com.
GiveForward is a crowd sourcing web-
site where friends, family and even
strangers can donate an amount of their
choosing to help the sick or injured pay
their medical expenses - the number one
cause of bankruptcy in the U.S. So far,
Horton's story has raised more than $5,000
toward the $10,000 goal.
Each GiveForward profile includes a
personal story about the individual in need,
shares medical updates and asks for dona-
tions. Since its launch in 2008, the site has
raisedmore than $28million.
