Charter Township of Canton Board Proceedings-November 12, 2013
A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, November 12, 2013 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:02 p.m. and led the Pledge of Allegiance to the Flag.
Roll Call
Members Present: Anthony, Bennett, LaJoy, McLaughlin, Sneideman, Williams, Yack Staff Present: Director Bilbrey-
Honsowetz, Director Trumbull, Director Faas, Director Mutchler, Kristin Kolb, Carolyn Cox, Gwyn Belcher
Adoption of Agenda
Motion by Bennett, supported by McLaughlin to approve the agenda as presented. Motion carried unanimously.
Approval of Minutes
Motion by Bennett, supported by Sneideman to approve the Board Study Minutes of October 15, 2013 as presented. Motion carried unan-
imously. Motion by Bennett, supported by McLaughlin to approve the Board Minutes of October 22, 2013 as presented. Motion carried
unanimously. Motion by Bennett, supported by Williams to approve the Board Study Minutes for October 29, 2013. Motion carried unan-
imously.
Citizen’s Non-Agenda Item Comments:
There were several comments regarding ditches being cleaned on Palmer Road and
at Woodbridge Estates. A traffic light was requested at Bentley Elementary School on Sheldon Road. Wayne County Commissioner Price
shared some County improvements coming Canton’s way.
Payment of Bills
Motion by McLaughlin, supported by Williams to approve
payment of the bills as presented. Motion carried unanimously.
RECOGNITION: Item 1. RETIREMENT RECOGNITION. (PSD)
Motion by Bennett, supported by McLaughlin to adopt the resolution recognizing the retirement of Deputy Chief Robert Kerr. Motion
carried unanimously.
PUBLIC HEARING: Item 1. 2014 BUDGETAPPROVAL. (FBD)
Motion by Bennett, supported by McLaughlin
to open the public hearing at 7:46 p.m. to hear the proposed 2014 Budget. Motion carried unanimously. There were no public comments
either in favor or opposition of the 2014 Budget Approval. Motion by Bennett, supported by Williams to close the public hearing at 7:50
p.m.to hear the proposed 2014 Budget. Motion carried unanimously.
CONSENT CALENDAR: Item 1. CONSIDER SECOND READ-
ING OF ORDINANCE AMENDMENTS FOR TDM HOLDINGS WEST REZONING. (MSD)
Motion by Bennett, supported by
Williams to remove from the table, declare the second reading held and adopt the ordinance to amend the zoning map pursuant to Section
27.06 of Appendix A-Zoning of the Code of Ordinances of the Charter Township of Canton for the TDM West Rezoning as provided in
the attached ordinance and map. The ordinance amendment shall take effect seven days after publication. Motion carried unanimously.

MICHIGAN WHICH AMENDS THE ZONING DISTRICT BOUNDARIES ON THE ZONING MAP THE CHARTER TOWN-
SHIP OF CANTON ORDAINS: PART I. ARTICLE 8.00 – ESTABLISHMENT OF ZONING DISTRICTS AND MAP Pursuant
to Section 27.06 of Appendix A – Zoning, the zoning map is hereby amended by changing the zoning on parcel nos. 075-99-0013-
702 and 075-99-0004-003 from RA, Rural Agriculture and RR, Rural Residential, to R-3, Single-Family Residential District as
shown on the attached zoning map. PART II. Severability.
Should any section, subdivision, clause, or phrase of this Ordinance be
declared by the courts to be invalid, the validity of the Ordinance as a whole, or in part, shall not be affected other than the part invali-
dated.
PART III. Savings Clause.
The amendment of the Canton Code of Ordinances set forth in this Ordinance does not affect or impair
any act done, offense committed, or right accruing, accrued, or acquired, or liability, penalty, forfeiture or punishment, pending or incurred
prior to the amendment of the Canton Code of Ordinances set forth in this Ordinance.
PART IV. Repealer.
All other Ordinances or part
of Ordinances in conflict herewith are hereby repealed only to the extent to give this Ordinance full force and effect.
PART V.
Publication.
The Clerk for the Charter Township of Canton shall cause the ordinance to be published in the manner required by law.

VI. Effective Date.
A public hearing having been held hereon pursuant to the provisions of Section 103 of Act 110 of the Public Acts of
2006, as amended, the provisions of this Ordinance shall be published within fifteen (15) days of its adoption of publications of a notice
in a newspaper circulated in Canton Township stating the date of enactment and effective date, a brief statement as to its regulatory effect
and that a complete copy of the Ordinance is available for public purchase, use and inspection at the office of the Township Clerk during
the hours of 8:30 AM to 4:30 PM, Local Time. The provision of this Ordinance shall become effective seven (7) days after its publica-

Motion by Bennett, supported by Williams to remove from the table, declare the second reading held and adopt the ordinance to
amend the zoning map pursuant to Section 27.06 of Appendix A-Zoning of the Code of Ordinances of the Charter Township of Canton as
provided in the attached ordinance and map. The ordinance amendment shall take effect seven days after publication.. Motion carried
unanimously.

Motion by Bennett, supported by Williams remove from the table, declare the second reading held and adopt the
ordinance to amend the zoning map pursuant to Section 27.06 of Appendix A - Zoning of the Code of Ordinances of the Charter Township
of Canton for the Plymouth Canton Community Schools Rezoning as provided in the attached ordinance and map. The ordinance amend-
ment shall take effect seven days after publication. Motion carried unanimously.

Item 5. CONSIDER 2014 PLANNING COMMISSION MEETING DATES. (MSD)
Motion by Bennett, supported by Williams to set
the 2014 Planning Commission Meeting schedule at 7:00 p.m. in the First Floor Meeting Room of the Administration Building, 1150 S.
Canton Center Road as follows: January 6, February 3, March 3, March 17, April 7, May 5, May 19, June 2, June 16, July 7, July 21,
August 4, August 18, September 8, September 22, October 6, October 20, November 3, November 17, December 1. Motion carried unan-
imously.
Item 6. ESTABLISH BOARD OF TRUSTEES MEETING DATES FOR 2014. (CLERK)
Motion by Bennett, supported by
Williams to establish the Canton Township Board of Trustees meeting schedule for the year 2014 as follows: first, second, third, and forth
Tuesday of each month for the Charter Township of Canton. Meeting scheduled for Board of Trustees Regular Meetings of the Board will
be held, at 7:00 p.m. at the Charter Township of Canton Administration Building, Board of Trustees meeting room, First Floor, 1150
Canton Center South, Canton, Michigan. Meetings may be cancelled to coordinate with election dates as scheduled for 2014, May 6,
2014, August 5, 2014 and November 4, 2014. Motion carried unanimously.
Item 7. ESTABLISH HISTORIC DISTRICT COMMIS-
SION MEETING DATES FOR 2014. (CLERK)
Motion by Bennett, supported by Williams to establish the Canton Township Historic
District Commission meeting schedule for the year 2014 as follows: The first Wednesday of the month for January, April, July, and
October. The meetings will be held, at 7:00 p.m. at the Cherry Hill School, 50440 Cherry Hill Road, Canton, Michigan. Motion carried
unanimously.
Item 8. CONSIDER APPROVAL OF AN INTER-GOVERNMENTALAGREEMENT BETWEEN WAYNE COUN-
TY AND CANTON TOWNSHIP FOR EQUIPMENT AND IMPROVEMENTS FOR CANTON PARKS. (CLS)
Motion by Bennett, supported by Williams to authorize the Clerk to sign the Intergovernmental Agreement between Wayne County and
Canton Township for Equipment and Improvements to Canton Township Parks and to authorize the Finance Department to make neces-
sary budget adjustments to record the Wayne County contribution and the related expenditures. Motion carried unanimously.
GENERAL CALENDAR: Item 1. ADOPT FISCAL YEAR 2014 BUDGET. (FBD)
Motion by Bennett, supported by Williams to
adopt the resolution for the Fiscal Year 2014 Budget. Motion carried unanimously. WHEREAS, Act 359 of 1947, The Charter Township
Act, requires that the annual budget be adopted by resolution and; WHEREAS, pursuant to MCLA 141.412 and .413, notice of a public
hearing on the proposed 2014 budget was published in a newspaper of general circulation on October 31, 2013, and a public hearing on
the proposed budgets was held on November 12, 2013. NOW THEREFORE BE IT RESOLVED, that estimated total revenues and expen-
ditures for the 2014 fiscal year are hereby appropriated on a fund level basis. Totals by fund are as follows:

BE IT FURTHER RESOLVED that the Township Supervisor has the authority to approve budget adjustments within a department based
upon recommendation by the appropriate Department Director and the Finance and Budget Director in accordance with adopted policies.
BE IT FURTHER RESOLVED, that the Charter Township of Canton Board adopts the 2014 budget for the various funds on a fund level.
Township officials responsible for the expenditures authorized in the budget may expend township funds up to, but not to exceed, the total
appropriation authorized for each fund. BE IT FURTHER RESOLVED, that there shall not be any new, full-time positions created and/or
filled without prior Township Board approval, and that existing vacant and budgeted positions may be filled by the Township Supervisor
only after review and recommendation by the Department Director and the Finance and Budget Director. AND BE IT FURTHER
RESOLVED that claims against the Township shall be approved by the Charter Township of Canton Board prior to being paid. The
Township Clerk and the Township Treasurer may authorize payment of certain claims prior to approval by the Township Board to avoid
late penalties, service charges and interest, for example utilities and payroll, in accordance with approved salaries and hourly rates adopt-
ed by the Township Board. The Township Board shall receive a list of claims paid prior to approval for approval at the next Board meet-
ing.. Motion carried unanimously.
Item 2. CONSIDERAPPROVALOF RESOLUTIONAND PARTICIPATIONAGREEMENT TO
ADD THE MERS 457 SUPPLEMENTAL RETIREMENT PROGRAM AS AN OPTION FOR EMPLOYEES TO ELECT.
(SUPERVISOR)
Motion by Bennett, supported by Williams to approve the MERS Uniform 457 Supplemental Retirement Program
Resolution and the MERS 457 Supplemental Retirement Program Participation Agreement. Motion carried unanimously.
Item 3. CON-
SIDER APPROVAL OF RESOLUTION TO AMEND MUNICIPAL EMPLOYEES’ RETIREMENT SYSTEM (MERS) PEN-
SION PLAN, TPOAM DIVISION PER THE TPOAM COLLECTIVE BARGAININGAGREEMENT. (SUPERVISOR)
Motion
by Bennett, supported by McLaughlin to approve the MERS Defined Benefit Plan Adoption Agreement for the TPOAM group, effective
January 1, 2014. Motion carried unanimously.
Item 4. CONSIDER APPROVAL OFWAGE AND BENEFITS FOR MERIT (FULL-
TIME, NON-UNION) EMPLOYEES FOR THE 2014 FISCAL YEAR. (SUPERVISOR)
Motion by Bennett, supported by Yack to
approve the proposed wage and fringe benefit package for Merit Employees for the 2014 fiscal year, as recommended by the Merit
Commission at their meeting of November 4, 2013. Motion carried unanimously.
Item 5. CONSIDER AWARD OF CONTRACT FOR
TRAFFIC SIGNAL DESIGN AT THE INTERSECTION OF BECK AT SALTZ. (MSD)
Motion by Bennett, supported by
McLaughlin to award a contract to Wade Trim Associates, Inc. in the amount of $9,100 (Account #101-447-03.801_0020 (Right of Way
Maintenance – Professional and Contractual Services)) for the design of a traffic signal at the intersection of Beck & Saltz Roads and to
authorize the Township Clerk to sign the contract on behalf of Canton Township. Motion carried unanimously.
Item 6. CONSIDER
APPROVAL OF SITE PLAN FOR BAGGER DAVE’S RESTAURANT. (MSD)
Motion by Bennett, supported by McLaughlin to
adopt the resolution for the site plan for Bagger Dave’s. Motion carried unanimously.
Item 7. CONSIDER APPROVAL OF EXTEN-
SION OF CONTRACTS FOR SECURITYAND FIRE SYSTEMS. (CLS)
Motion by Bennett, supported by Sneideman to authorize
the Township Clerk to sign the contract between Canton and Interstate Security, 51233 Oro Rd., Shelby Twp, MI 48315 for alarm moni-
toring and security system maintenance, repairs and upgrades. Individual purchase orders will be issued for any necessary corrective
repairs or upgrades. Funds for Interstate Security, Inc. for alarm monitoring will be expensed as follows:.
