School district audit accepted
Westland has been awarded a
Byrne Justice Assistance Grant
to fund an After-School Tutoring
and Learning Lab to be housed
inside the Jefferson Barns
CommunityVitalityCenter.
The city was awarded $65,820
to create and staff a 16-student
learning lab for K-12 tutoring for
at-risk students. Grant funding
will be used to buy technology
and equipment needed for the
learning lab, as well as pay certi-
fied educators to act as tutors.
The
Jefferson
Barns
Community Vitality Center is
located in the historic
Norwayne district. Constructed
in 1942, the Norwayne neighbor-
hood is the oldest subdivision in
the city. It was added to the
National Registry of Historic
places in July of 2013.
Constructed duringWorldWar II
for the workers at the Willow
Run Bomber Plant and during
its peak was home to more than
20,000 residents.
The
Jefferson
Barns
Community Vitality Center,
which was officially opened last
week, is also the new location of
the Westland administrative
offices previously housed at the
Dorsey Center and is a $650,000
renovation of the former
Jefferson Barns Elementary
School which has been vacant
since 2010. The new facility
includes The Norwayne Boxing
Club and a library. Basketball
courts and baseball fields will be
installed next spring. The center
is also home to Nankin Transit
which is a local bus system that
services senior citizens and
handicapped residents in the
City of Westland, Wayne, Inkster
andGardenCity.
The Learning Lab will be
staffed with certified educators
via a partnership with the
Eastern Michigan University
Bright Futures program which
currently provides such tutoring
in Westland. The Lab will be
used by the Westland Youth
Assistance Program-a judicial
alternative program for young
offenders-during their weekly
tutoring sessions. The Youth
Assistance Program will also
supplement the Bright Futures
components with additional
material on making positive life
choices, saying no to drugs, and
related topics. These supple-
ments are intended to be an
intermittent and recurring addi-
tion to the tutoring program.
“As mayor of Westland, one of
my visions has been to oversee
the revitalization of the
Norwayne community as a
strong neighborhood, providing
affordable housing and creative
programs for its residents,” com-
mented Wild. “This new
Learning Labwill address sever-
al needs. First, it will provide
opportunities for additional,
after-school and summer tutor-
ing for children in an at-risk
neighborhood. Studies have
shown time and again that edu-
cation is key to keeping kids
fromgoing down thewrong path.
“Second, it will provide
opportunities for positive inter-
actions between at-risk kids and
theWestlandPoliceDepartment.
Officers will walk through the
tutoring site and interact with
the youths in a non-adversarial
environment. This will help to
build trust between all parties.
“Third, it will enhance the
capabilities of the Youth
Assistance Program by giving
their tutoring sessions access to
a Learning Lab equipped with
computers and tablets,” Wild
said.
Once the Learning Lab is
equipped, tutoring will take
place four days a week. During
the school year, this tutoring will
be divided into two segments,
one for elementary and middle
school students and one for
those in high school. The ele-
mentary and middle school por-
tion of tutoring will be supple-
mented by tutoring assistants
from the Champions of Wayne
program, and will be high school
students.

Community Vitality Center is
located at 32150 Dorsey Ave. in
Westland.
Auditors have confirmed that
the Van Buren Public School
District has a fund balance of
more than $8 million, although
the amount is less than the state
average.
The audit was performed by
the firm of Taylor and Morgan,
P.C. and included the entire $57
million budget for the 2014-15
school year. The audit is
required by the state beforeNov.
1 annually to ensure the district
receives the per-pupil state
allotment. Van Buren schools
received $7,422 per each of the
5,030 students for the last fiscal
year, according to the auditors.
The “unmodified report” was
submitted to the state as
required, auditors said.
The fund balance of
$8,089,543 is 17.9 percent of the
budget in Van Buren while the
state average for state school
districts was 9.45 percent, a rep-
resentative of the auditing firm
told members of the board of
education earlier this month.
The district was still owed $8
million in state aid as of June 30,
he said, so the district was in
acceptable operating condition
andwould have necessary funds
until the state funding was
received.
The fund balance in the food
service department was about
$500,000, and expenditures in
the athletic department were
reported at $500,000. Those
funds were paid from the dis-
trict general fund, which con-
tributed $350,000 to the depart-
ment costs while the athletic
department
contributed
$150,000 to the costs.
The auditor told the board
members that the current
unfunded liability for pensions
was $62,185,620.
Safe Zone is established
Craig's List users in Van
Buren Township and
Belleville can be assured of
their safety in completing
their transactions, thanks to a
new policy from the Van
Buren Township Police
Department.
Public SafetyDirector Greg
Laurain announced recently
that township police head-
quarters will not provide a
Safe Zone for transactions
negotiated on the popular
website. Laurain said the new
policy is in the interest of pub-
lic safety an he encouraged
local resident to complete
their sale or purchases in the
police headquarters lobby or
even the parking lot at the sta-
tion.
Laurain said this would be
safer place to meet to com-
plete transactions on Craig's
List or other online sales web-
sites as there is a video
recording of the area and
there is an officer on duty in
the lobby during business
hours, Monday through
Friday.
Studies have shown time and again
that education is key to keeping kids
from going down the wrong path.
