NOTICE IS HEREBY GIVEN THAT AN ELECTION WILL BE HELD IN THE CITY OF ROMULUS ON
TUESDAY, NOVEMBER 5, 2013. THE POLLS WILL BE OPEN FROM 7:00 a.m. to 8:00 p.m.
PLEASE TAKE NOTICE
that the following offices will appear on the ballot:
City Mayor, City Clerk, City Treasurer, Seven (7) City Council Members – all offices are full terms of
four (4) years ending 2017.
THE FURTHER PURPOSE of the election is to vote on the following City Charter Amendment propos-
als as presented and listed below:

PROPOSAL 1
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.1 LIMITATIONS
Section 13.1 currently permits both City contracts for public works and the use of City employees for such
projects, provided that sealed proposals are sought for a public improvement over $5,000 undertaken by City
employees.
The proposed amendment deletes the $5,000 ceiling for projects of public works and public improvements
undertaken internally without sealed proposals being sought, and in its place, specifies that the ceiling shall be
set by a purchasing ordinance adopted by a 2/3 majority of the City Council elect.

PROPOSAL 2:
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.2 MATERIAL PURCHASES.
Section 13.2 currently provides that City purchases over $750 for materials, tools, apparatus or other things
shall not occur until there has been an opportunity for competitive bidding for which sealed proposals have
been sought.
In place of the current requirement for competitive bidding for these City purchases over $750 of materials or
other things, the proposed amendment authorizes the City Council to specify, in a purchasing ordinance adopted
by a 2/3 majority of the Council elect, the maximum dollar amount of such purchases which may be undertaken
without competitive bidding.

PROPOSAL 3:
ROMULUS CITY CHARTER AMENDMENT
SECTION 13.4(a) APPROVAL OF CONTRACT: REVIEW: APPROPRIATION
Section 13.4(a) currently provides that contracts for public improvements, purchases of materials, tools, appara-
tus, or other things over $1,000 require Council approval.
In place of the current requirement for Council approval of contracts over $1,000 for public improvements and
purchases of materials, or other things, it is proposed that the City Council be authorized to specify, in a pur-
chasing ordinance adopted by a 2/3 majority of the Council elect, the dollar amount of such contracts, including
contracts for public works, in excess of which Council approval is required.

Are in jail, awaiting arraignment or trial.
Have been assigned to work as a precinct inspector in a precinct other than where you are registered; or
Are unable to attend the polls because of religious beliefs.

Charter Township of Canton Board Proceedings-October 15, 2013
A regular study meeting of the Board of Trustees of the Charter Township of Canton held Tuesday, October 15, 2013 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:02 p.m. and led the pledge of allegiance.

Adoption of Agenda
Motion by Bennett, seconded by McLaughlin to approve the
agenda as presented. Motion carried by all members present.
STUDY SESSION TOPIC Item 1. OHM REDEVELOPMENT AND
MARKETING STUDY PRESENTATION. (SUPERVISOR)
Kristen Thomas stated a couple of years ago it was discovered that
Canton needed marketing skills to accommodate businesses. At that time is was decided that Canton needed to hire a company to give
Canton the tools to reach their goals. Last Fall Canton hired OHM to do a redevelopment and marketing study. The Ford Road and
Michigan Avenue component was done first. Aaron Domini stated OHM is an Engineering and Planning Firm. OHM Headquarters is
in Livonia, Michigan. OHM has several offices throughout the Midwest. OHM has 250 staff members. OHM does a lot of private sec-
tor planning as well as municipalities. Ken Danter stated Danter Company is a real estate research company. Danter does market fea-
sibility studies for a variety of real estate development, residential, retail, offices, golf courses, and marinas. Danter is a National com-
pany. Danter employs 14 employees. Those employees are on the streets investigating the property in the market place. Danter
Company has been in business for 43 years. Mr. Domini stated the study examined two commercial corridors within the Township: the
Ford Road Corridor and the Michigan Avenue Corridor. Each corridor is distinct in its character and mix of businesses but share one
common identity; there is real economic opportunity to continue to develop these areas into high-quality prosperous areas of commerce.
The study identified how and where new public sector projects will help advance larger economic development goals. It identified mar-
ket opportunities for the public and private sector. It illustrated the desired type and mix of future land uses. It demonstrated the scale
and intensity of future development and conveys areas where the public and private sector can work together to achieve a common
vision.

Athletic fields at Griffin Park receive upgrade
Van Buren police continue to investigate Oct. 14 crash
Maybury Farm Corn Maze is open
Several of the athletic fields at Griffin
Park in Canton Township have undergone
a notable transformation this fall thanks to
a special project overseen by the Great
CantonYouth Baseball Softball Association
(GCYBSA).
Located on Sheldon Road between
Cherry Hill and Saltz roads, two of the
three ball diamonds in the park were
resurfaced by Homefield Turf of Clarkston
with Dura Edge materials. These new field
materials replace the prior slag substances
andwill provide better conditions for pitch-
ing, hitting, fielding and running for play-
ers, according to a spokesman. In addition,
these new materials mimic the look and
feel of many college and Major League
Baseball fields, according to Abe Vinitski,
CantonParks andSports supervisor.
Working in partnership with Canton
Township, Plymouth Township and the
Plymouth-Canton school district, the soft-
ball association has been able to fund sev-
eral renovation and maintenance projects
at the facilities and fields it utilizes in the
Canton community, Vinitski added. During
the past eight years, Great Canton Youth
Baseball Softball Association has offered
programs to over 2,200 youth players pro-
viding lowcost, high value programs. These
field improvements are just one example
of the many projects undertaken in the
community to help provide durable playing
surfaces for area athletes. An additional
joint field renovation project is also cur-
rently under way at Pioneer Middle School
for baseball field improvements., he added.
“All of the Griffin Park renovations are a
welcome improvement to our recreational
fields in our community,” said Vinitski. “It's
great to be able to work cooperatively with
area user groups on targeted projects. This
27-acre park remains a popular destination
for baseball and softball players who will
definitely notice improvement of play.”

Officers from the Van Buren Township
Police Department are continuing their
investigation of a traffic collision that left a
Canton Township man in critical condition
last week.
According to police reports, officers
were dispatched to the area of EcorseRoad
and Beck Road at about 7:50 p.m. Oct. 14
following a call to the dispatch desk about a
vehicle accident. The caller noted that a
person may have been ejected from their
vehicle fromthe impact of the collision.
When officers arrived on the scene they
observed a Ford truck with severe front-
end and driver-side damage. Their prelimi-
nary investigation indicated that Charles
Sweeney, 47, of Canton Township, was driv-
ing the Ford truck northbound on Beck
Roadwhen it collidedwith a semi-truck.
It appeared, according to police reports,
that Sweeney may have been unrestrained
by a seat belt and was ejected out of the
driver side window of the truck as a result
of the collision.
The responding Van Buren Township
officers initiated and provided first aid to
Sweeney and continued to administer first
aid while preparing the patient for trans-
port to a hospital.
Huron Valley Ambulance arrived on the
scene and personnel from the Van Buren
Township Fire Department helped Huron
Valley Ambulance paramedics in transport-
ing Sweeney to St. Joseph Mercy Hospital
inAnnArbor.
Sweeneywas listed in critical condition.
The driver of the semi-truck, a 28-year-
old man from Howell, was not injured in
the accident. The Van Buren Township
Accident Investigation Team was dis-
patched to the scene to secure evidence,
record measurements and complete a fol-
low-up investigation. This accident
remains under investigation and anyone
having information about this incident is
asked to contact Det. Mark Buxton at the
Van Buren Township Police Department at

The 12-acre corn maze at Maybury Farm
is open and accessed only by a wagon ride.
Those who successfully complete the maze
by finding the eight hidden animals will be
eligible for aMeijer gift certificate.
After completing themaze, visitors will be
taken by wagon back to the Welcome Center
where cider, donuts, snacks, and a toasty fire
await.
Visit the Northville Meijer (Service
Center), Community Financial Credit Union,
or Tom Holzer Ford in Farmington and
receive a coupon for 10 percent off each
admission.
All the proceeds from the maze are used
to pay winter feedbills for the farm animals.
Hours are Fridays 6 to 10 p.m. Fridays; 1-
10 p.m. Saturdays and 1-8 p.m. Sundays.
Wagons to the maze leave one hour prior
to closing time through Nov. 3. Group tours
for 15 or more are available during the week

Maybury Farm is located at 50165 Eight
Mile between Beck and Napier (continue ½
mile past the State Park entrance on the
south side of 8Mile). Parking is free.
