A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, October 14, 2014 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the
Flag.

RESOLUTION APPROVING APPLICATION OF ADVANCE ENGINEERING COMPANY INDUSTRIAL FACIL-
ITIES EXEMPTION CERTIFICATE FOR REAL PROPERTY
WHEREAS, pursuant to P.A. 198 of 1974, M.C.L. 207.551
et seq., after a duly noticed public hearing held on May 3, 1983, this Canton Board of Trustees by resolution established Northeast
Canton Industrial Development District; and WHEREAS, the Charter Township of Canton approved an application fromAdvance
Engineering Company requesting an Industrial Facilities Exemption Certificate for real property investments located at 7505
Baron Drive; and WHEREAS, Advance Engineering Company has filed an application for an Industrial Facilities Exemption
Certificate with respect to real property in the amount of $2,275,000 located within the Northeast Canton Industrial Development
District; and WHEREAS, before acting on said application, the Charter Township of Canton held a hearing on October 14, 2014
at the Canton Administration Building, in Canton, at 7 p.m., at which hearing the applicant, the Assessor and a representative of
the affected taxing units were given written notice and were afforded an opportunity to be heard on said application; and WHERE-
AS, Advance Engineering Company has substantially met all the requirements under Public Act 198 of 1974 for the Industrial
Facilities Exemption Certificate; and WHEREAS, the aggregate SEV of real and personal property exempt from ad valorem taxes
within the Charter Township of Canton, after granting this certificate, will not exceed 5% of an amount equal to the sum of the
SEV of the unit, plus the SEV of personal and real property thus exempted; and NOW, THEREFORE, BE IT RESOLVED BY
the Board of Trustees of the Charter Township of Canton that: 1. The Canton Board of Trustees finds and determines that the grant-
ing of an Industrial Facilities Exemption Certificate considered together with the aggregate amount of certificates previously
granted and currently in force under Act No. 198 of the Public Acts of 1974 and Act No. 255 of the Public Acts of 1978,
shall not
have the effect of substantially impeding the operation of

RESOLUTION TO APPROVE A NEW PERSONAL PROPERTY EXEMPTION APPLI-
CATION P.A. 328 OF 1998, AS AMENDED
Resolution Approving a New Personal Property Exemption Application for
Advance Engineering Company, located at 7505 Baron Drive, Canton, MI 48187. WHEREAS, pursuant to P.A. 328 of 1998, as
amended, after a duly noticed public hearing held on October 14, 2014, the Board of Trustees of the Charter Township of Canton,
Wayne County, Michigan, meets the definition of an Eligible Local Assessing District under P.A. 328 of 1998, Section 7(g), by
virtue of being located in a county bordering another state or Canada and by providing the following four services: water, sewer,
police and fire, by Resolution, established an Industrial Development District named Northeast Canton Industrial Development
District on May 3, 1983. WHEREAS, the applicant, Advance Engineering Company, a manufacturing eligible business, has filed
an application for Exemption of New Personal Property; and WHEREAS, before acting on said application, the Board of Trustees
of the Charter Township of Canton held a public hearing on October 14, 2014, at the Canton Administration Building, 1150 Canton
Center Rd., at 7:00 p.m., at which the Applicant, the Township Assessor, and a representative of the effected taxing units were
given written notice and were afforded an opportunity to be heard on said Application; and NOW, THEREFORE, BE IT

for consideration the Code of Ordinance amendments to Part I, Chapter 78 Entitled “Buildings and Building Regulations”, Article

LATIONS AN ORDINANCE TOAMEND ARTICLE 78 0F THE CANTON TOWNSHIP CODE OF ORDINANCES AND
TO ADD A NEW ARTICLE VII, WHICH ADOPTS THE INTERNATIONAL PROPERTY MAINTENANCE CODE,
2012 EDITION (INCLUDING APPENDIX A) PUBLISHED BY THE INTERNATIONAL CODE COUNCIL AS THE
PROPERTY MAINTENANCE CODE FOR THE CHARTER TOWNSHIP OF CANTON. AND TO ADD, REVISE AND
AMEND PROVISIONS THEREOF WITH REGARD TO RELATED CODE REFERENCES, AND TO ESTABLISH AN
EFFECTIVE DATE THEREOF. THE CHARTER TOWNSHIP OF CANTON ORDAINS: SECTION 1. AMENDMENT
TO CODE
Chapter 78 is hereby amended by adding a newArticle VII, Sections 78-231 through 78-233 to adopt the International
Property Maintenance Code (2012 Edition) and make various amendments to specific sections in said code.
SECTION 2. SEV-
ERABILITY
If any clause, sentence, section, paragraph or part of this Ordinance, or application thereof to any person, firm, cor-
poration, legal entity or circumstances, shall be for any reason adjudged by a Court of competent jurisdiction to be unconstitu-
tional or invalid, said judgment shall not affect, impair or invalidate the remainder of this Ordinance.
SECTION 3. REPEAL
All
Ordinances, or part of the Ordinances, in conflict herewith are hereby repealed only to the extent necessary to give this Ordinance
full force and effect.
SECTION 4. SAVINGS CLAUSE
All rights and duties which have been mattered, penalties which have
been incurred, proceedings which have begun and prosecution for violations of law occurring before the effective date of this
Ordinance are not affected or abated by this Ordinance.
SECTION 5. PUBLICATION
The Clerk for the Charter Township of
Canton shall cause this Ordinance to be published in the manner required by law.
SECTION 6. EFFECTIVE DATE
This
Ordinance shall take full force and effect upon publication as required by law.

Item C-3. Consider Acceptance of Two FEMAAssistance to Firefighter Grants Awarded to
Canton (PSD)
Motion by Bennett, supported by McLaughlin to accept the two FEMAAssistance to Firefighter Grants awarded
to Canton for firefighter escape systems, cardiac monitors and defibrillators, and extrication equipment, with 10% match require-
ments. Motion carried by all members present.
GENERAL CALENDAR: Item G-1. Consider Approval of a Minor PDD
and Site Plan for the Hidden Cove Assisted Living Facility. (MSD)
Motion by Bennett, supported by McLaughlin to adopt
the following resolution. Motion carried by all members present. RESOLUTION OF BOARD OF TRUSTEES CHARTER
TOWNSHIP OF CANTON
Approval of a Minor Planned Development and Site Plan for Hidden Cove Assisted Living
Facility WHEREAS,
the Project Sponsor has requested approval for a PDD amendment and a site plan for a 41 unit assisted liv-
ing facility located on 3.29 acres on the west side of Lotz Road north of Cherry Hill Road on parcel nos. 052-99-0016-713, 052-
99-0016- 715 and 052-99-0016-717; and,
WHEREAS,
the Planning Commission voted in favor to recommend approval of the
PDD amendment and site plan subject to upon moving the trash enclosure, changing the design of the light fixture to match the
style of the building, and provision of a fence detail for the courtyards; and
NOWTHEREFORE BE IT RESOLVED,
the Board
of Trustees of the Charter Township of Canton, Michigan does hereby approve the proposed Minor Planned Development
Agreement and site plan for the Hidden Cove Assisted living Facility, subject to the terms set out in the proposed agreement and
site plan.
Item G-2. Consider Approval of the Site Plan for Canton Marriott Hotels. (MSD)
Motion by Bennett, supported
by McLaughlin to adopt the following resolution. Motion carried by all members present. RESOLUTION OF BOARD OF
TRUSTEES CHARTER TOWNSHIP OF CANTON
Site Plan for Canton Marriott Hotels WHEREAS,
the Project Sponsor,
Mr. Malik Abdelnoor, has requested site plan approval for the Canton Marriott Hotels to be located on Haggerty Road between
Ford and Hanford Roads, identified as tax EDP # 047-99-0007-002; and,
WHEREAS,
the Planning Commission reviewed the
site plan and made a recommendation to approve the request to grant site plan approval including requested modifications and
conditioned upon revision of the exterior elevations to more closely conform to Ordinance requirements for exterior materials as
summarized in the attached written analysis and recommendation.
NOW THEREFORE BE IT RESOLVED,
the Board of
Trustees of the Charter Township of Canton, Michigan does hereby approve the request of the petitioner, Mr. Malik Abdelnoor, to
approve the site plan for the proposed Canton Marriott Hotels subject to any and all state and local development regulations and
further subject to any conditions recommended by the Planning Commission and staff, as described in the analysis and recom-
mendation attached hereto and made a part hereof.
Item G-3. Consider Approval of an Agreement with the American Public
Works Association for Accreditation of the Municipal Services Department (MSD)
Motion by Bennett, supported by
Williams to approve the accreditation agreement with the American Public Works Association Accreditation Council for an
amount not-to-exceed $12,600 and authorize the Township Supervisor and Clerk to sign the agreement on behalf of Canton.

Item G-4. Request for Blanket Purchase Order for Legal Services and Budget
Amendment. (Supv)
Motion by Bennett, supported by McLaughlin to approve the following budget amendment: Increase
Expense 101-266.801_0020 Prof. & Contractual Services Legal $31,163 Increase Revenue 101-000.695 Fund Balance
Appropriation $31,163. Motion carried by all members present. Motion by Bennett, supported by Williams to approve a blanket
purchase order in an amount not to exceed $20,000 for the legal firm of Kerr, Russell & Weber PLC, 500 Woodward Ave, Suite
2500, Detroit, Michigan in accordance with Canton Purchasing Policy F:10.Motion carried by all members present.

ported by McLaughlin to approve the purchase order for postage to the United States Postal Service from account 101-200.729 in
the amount of $45,000. Motion carried by all members present.
Item G-6. Consider Increasing Fire Department Blanket
Purchase Orders. (PSD)
Motion by Bennett, supported by Williams approve increasing the blanket purchase orders issued to
Apollo Fire Apparatus, J & B Medical, and Linde Gas for the specified amounts listed to accommodate purchases through the
remainder of 2014. Motion carried by all members present.
Item G-7. Consider Approving the Purchase of Access Data FTK-
Triage Forensic Equipment. (PSD)
Motion by Bennett, supported by Williams to approve the purchase of Access Data FTK-
Triage forensic equipment and associated training in the amount of $9,311.64, utilizing drug forfeiture funds. Motion carried by
all members present. Motion by Bennett, supported by Anthony to approve a 2014 budget amendment to increase the Police Fund
Balance Appropriation account #207-000-695 by $9,311.64, and to increase the Police Program Expense – Drug Forfeiture

Printing, Sorting and Distribution of the Discover Brochure. (CLS)
Motion by Bennett, supported by Williams to award the
printing, sorting, and distribution of four editions of the 2015& 2016 Discover brochures to Woodward Printing Services, 11
Means Drive, Platteville, WI 53818 in the amount of $43,900 to be paid from the following accounts in 2015 & 2016, at a cost of

TOWNSHIP OF CANTON RESOLUTION IN SUPPORT OF SENATE BILLS 1023 AND 1024 TO REPEAL PUBLIC
ACT 256 OF 2011 R E C I T A T I O N S: WHEREAS,
The State of Michigan adopted into law Public Act 256 of 2011
(Michigan Fireworks Safety Act) that took effect January 1, 2012; and
WHEREAS,
Public Act 256 of 2011 now provides for the
sale of consumer fireworks, including aerial and explosive, in various retail location and severely restricts the authority of a local
unit of government to regulate sales, possession and use; and
WHEREAS,
Public Act 256 of 2011, which liberalized the law on
selling fireworks to unlicensed citizen and prohibited local governments from totally banning their use, has resulted in far more
fireworks-related noise, litter and potential safety issues; and
WHEREAS
, the additional business and revenue generate by Public
Act 256 of 2011 has not been sufficient to compensate residents for the threat to their health, safety and quality of life; and
WHEREAS
, the aforementioned consequences of the widespread availability of use of aerial and explosive fireworks have
prompted citizens to express their discontent with Michigan Fireworks Safety Act, demonstrating that current state law poses a
threat to the welfare of our citizens; and
WHEREAS
, previous efforts to amend Public Act 256 of 2011 have failed to resolve
these problems; and
WHEREAS
, aerial and explosive fireworks continue to be offered for sale in Michigan, local law enforce-
ment does not have the resources to enforce regulatory local ordinances;
NOW, THEREFORE BE IT RESOLVED
, that the
Charter Township of Canton urges the Michigan Legislature to promptly pass Senate Bills 1023 and 1024 to repeal Public Act 256
of 2011 and reinstate the ban on aerial and explosive fireworks to restore the quality of life and safety that our citizens expect; and
BE IT FINALLY RESOLVED
, that the Clerk for the Charter Township of Canton shall forward a copy of this resolution to
Governor Rick Snyder, Senate Majority Leader Randy Richardville, Speaker of the House Jase Bolger, Bill Sponsor Glenn
Anderson, State Senator Patrick Colbeck and State Representatives Kurt Heise and Dian Slavens .

duction of Peter Rabbit for a

Missing teen sought
VanBurenTownshipPolice are
continuing to investigate the dis-
appearance of a 15-year-old girl
who vanishedOct. 13.
According to police reports,
officers responded at about 4:25
a.m. Oct. 14 to a call from the
Kirkridge Park Subdivision in
response to a missing person
report. When they arrived, the
mother of 15-year-old Turiahna
Lunday told them that her daugh-
ter hadbeenmissing since 6:30 p.m. the day before.
Investigating officers were informed by family members that
no one had seen Lundy since that time and that she had not ever
gone missing before. The Van Buren Township Police
Investigative Division is actively pursuing the case as a missing
person and is requesting assistance fromthe public, according to
Lt. KennethFloro.
“If anyone has information about the disappearance of
Turiahna Lundy or information regarding her current where-
abouts, they are asked to contact the VanBurenTownshipPolice
Department at (734) 699-8930,” Floro said in a prepared release
regarding the investigation.
