Northville students performed well
overall on the spring, 2016 Michigan
Student Test of Educational Progress (M-
STEP) and exceptionally well on the
PSAT/SAT in grades 8-11, according to
results recently released by the Michigan
Department of Education.
Third through eighth graders from
acrossMichiganparticipated in the second
year of the M-STEP in math and English
language arts. In addition, fourth and sev-
enth grade students were assessed in sci-
ence and fifth and eighth graders took the
M-STEP social studies test. Students in
the Class of 2017 also took the Michigan
Merit Exam during the Spring 2016 M-
STEP test period, including, for the first
time, the Scholastic Aptitude Test college
entrance exam, which assesses evidence-
based reading and writing, along with
mathematics. These students also took the
M-STEP in social studies and science, as
well as theACTWorkKeys.
Northville High School students in the
Class of 2017 demonstrated a strong per-
formance on the SAT, with 74 percent of
Northville students meeting or exceeding
the College Readiness benchmark in both
math and evidence-based reading and
writing. By comparison, state-wide, 35 per-
cent of studentsmet the CollegeReadiness
standard in both subject areas. Eighty
nine percent of students in the Class of
2017 met the benchmark. The state aver-
age was 60 percent. Additionally, in math,
76 percent of Northville students met the
standard while the state overall average
formathwas 37 percent.
The M-STEP assessment reflects more
rigorous standards with an emphasis on
the application of skills including problem-
solving, making connections to the content
and supporting a claim. This year, the M-
STEP scores are similar to last year's
results, both for Northville students and
across the state.
“As with school districts across the state,
the M-STEP results reflect a new baseline
for performance on the state assessment
and therefore should be viewed with some
caution,” said Northville Superintendent
of Schools Mary Kay Gallagher. “Teachers
and administrators across the school dis-
trict will use this data as one source of
information, together with other assess-
ments of student learning, to improve our
curriculum and instructional practices,
enhance student intervention and support
programs, and refine school improvement
goals.”

PH-2: Public Hearing and Adoption of Fiscal Year 2017 Budget (FBD)
Motion by
LaJoy, supported by Bennett to open the Public Hearing at 7:08 p.m. on the Adoption of the Fiscal Year 2017 Budget. Motion
carried by all members present. Supervisor LaJoy stated the budget approved for 2017 requires some adjustments. Once the new
board is sworn in after the November 2016 election, there may be additional adjustments they would like to make. As for the
2018 budget, that will be brought before the board in January of 2018. There were no public comments. Motion by Bennett, sup-
ported by Anthony close the Public Hearing at 7:20 p.m. on the Adoption of the Fiscal Year 2017 Budget. Motion carried by all
members present. Motion by Bennett, supported by McLaughlin to adopt the following resolution. Motion carried by all mem-
bers present.

2017 Budget WHEREAS,
Act 359 of 1947, The Charter Township Act, requires that the annual budget be adopted by resolu-
tion and;
WHEREAS,
pursuant to MCLA 141.412 and .413, notice of a public hearing on the proposed 2017 budget was pub-
lished in a newspaper of general circulation on September 15, 2016 and a public hearing on the proposed budget was held on
September 27, 2016.
NOWTHEREFORE BE IT RESOLVED,
that estimated total revenues and expenditures for the 2017 fis-

BE IT FURTHER RESOLVED
that the Township Supervisor has the authority to approve budget adjustments within a depart-
ment based upon recommendation by the appropriate Department Director and the Finance and Budget Director in accordance
with adopted policies.
BE IT FURTHER RESOLVED,
that the Charter Township of Canton Board adopts the 2017 budget for
the various funds on a fund level. Township officials responsible for the expenditures authorized in the budget may expend
Township funds up to, but not to exceed, the total appropriation authorized for each fund.
BE IT FURTHER RESOLVED
, that
there shall not be any new positions created that shall result in an increase in employee headcount within a department or divi-
sion without Township Board approval.
BE IT FURTHER RESOLVED
that the Township Supervisor has the authority to fill
existing vacant and budgeted positions and reclassified positions based upon the recommendation by the appropriate Department
Director and the Finance and Budget Director.
AND BE IT FURTHER RESOLVED
that claims against the Township shall be
approved by the Charter Township of Canton Board prior to being paid. The Township Clerk and the Township Treasurer may
authorize payment of certain claims prior to approval by the Township Board to avoid late penalties, service charges and inter-
est, for example utilities and payroll, in accordance with approved salaries and hourly rates adopted by the Township Board. The
Township Board shall receive a list of claims paid prior to approval for approval at the next Board meeting.

to approve the request to grant site plan approval, including modifications and conditions as summarized in the attached written
analysis and recommendation.

Canton, Michigan does hereby approve the request of the petitioner, Mr. Hyder Hassan, to approve the site plan for the proposed

Appendix A-Zoning of the Code of Ordinances of the Charter Township of Canton and hold a second reading on October 11,

This Section provides that Chapter 2, Article II of Ordinance No. 1016, Compensation Commission, and any and all amendments
to Chapter 2, Article II of Ordinance No. 1016, is and are hereby repealed.
SECTION II. REPEAL.
This Section provides that all Ordinance or parts of Ordinance in conflict with the provisions of this Ordinance are
repealed to the extent of such conflict.
SECTION III. SEVERABILITY.
This Section provides that any unenforceable section can be severed from the rest of the Ordinance.
SECTION IV. SAVINGS CLAUSE.
This Section provides that adoption of this Ordinance does not affect proceedings, prosecutions for violation of law,
penalties and matured rights and duties in effect before the effective date of this Ordinance.
SECTION V. PUBLICATION.
This section provides that the Clerk for the Charter Township of Plymouth shall cause this Ordinance to be published
in the manner required by law.
SECTION VI. EFFECTIVE DATE.

Northville students excel on new state tests
Secretary of StateRuth Johnson award-
ed Ronald Hawkins of Canton Township
with a Shining Star Award at the West
WayneCountyPLUSoffice.
“Mr. Hawkins has persevered through
difficult circumstances and has taken his
new life as an opportunity to spread the
word about organ, tissue, and eye dona-
tion,” Johnson said. “We salute his dedica-
tion to saving lives.”
Johnson presented Canton with the
award at the Secretary of State office,
where Hawkins often volunteers. She was
joined by representatives of Gift of Life
Michigan who nominated Hawkins for the
award.
Hawkins was just 39 years old when he
had a near-fatal heart attack. Four years
later, he received a life-saving heart trans-
plant from an 18-year-old donor. He
remains in touchwith the donor's family.
Hawkins has been volunteering with
Gift of Life Michigan since 2004, advocat-
ing for organ, tissue and eye donation. He
has turned inmore than 2,500 donor regis-
trations during his visits to theWestWayne
County PLUS Office and has volunteered
more than 330 hours of his time. “I visit
the SOS regularly because I have been
blessedwith the gift of life,” Hawkins said.
“I thank my donor every day for allowing
me to spend timewithmy family and to do
the things I love. I want to help others
make the decision to say yes to life.”
