A regular meeting of the Board of Trustees of the
Charter Township of Canton was held Tuesday, September 26, 2017 at 1150 Canton Center S., Canton, Michigan. Supervisor
Williams called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the Flag. Motion by Anthony, supported by
Sneideman to appoint Treasurer Slavens as Temporary Clerk for this meeting only. Motion carried by all members present.

a Local Government Approval for the Michigan Department of Licensing and Regulatory Affairs Liquor Control Commission
(MLCC) Liquor License Application of Genova Pizzeria, LLC for a new Tavern License with the addition of an SDM License
for his business located at 42911 Ford Road, Canton, Michigan, 48187, Canton Township, Wayne County. Motion carried by all
members present. Supervisor Williams reported on a conversation he had with Genova owner, Mark Younes regarding his busi-
ness lease. Mr. Younes assured Supervisor Williams that he will be in Canton for another six years. Motion by Slavens, support-
ed by Foster to close the Public Hearing at 7:06 p.m. to consider the request for a Local Government Approval for the Michigan
Department of Licensing and Regulatory Affairs Liquor Control Commission (MLCC) Liquor License Application of Genova

RESOLUTION OF BOARD OF TRUSTEES CHARTER
TOWNSHIP OF CANTON RESOLUTION SUPPORTING MANUFACTURING DAY IN CANTON TOWNSHIP
Whereas,
Manufacturing Day is a celebration of modern manufacturing meant to inspire the next generation of manufacturers
and occurs on the first Friday in October; and
Whereas,
Manufacturers contributed $2.18 trillion to the U.S. economy in 2016
and total manufacturing output in Michigan in 2015 was $92.55 billion; and
Whereas,
Over the next decade, nearly 3½ million
manufacturing jobs will likely be needed, and 2 million are expected to go unfilled due to the skills gap; and
Whereas,
Manufacturing Day addresses common misperceptions about manufacturing by giving manufacturers an opportunity to open
their doors and show, in a coordinated effort, what manufacturing is — and what it isn’t; and
Whereas,
With an event like
Manufacturing Day, manufacturers will begin to address the skilled labor shortage they face, connect with future generations,
take charge of the public image of manufacturing, and ensure the ongoing prosperity of the whole industry.
NOW, THERE-
FORE, BE IT RESOLVED,
that the Canton Board of Trustees does hereby support Manufacturing Day in Canton Township,
and commends the Canton Chamber of Commerce for putting together an event that exposes middle school and high school stu-
dents to the true image of 21st century manufacturing.
GENERAL CALENDAR: Item G-1. Approve IT Services – Plante
Moran Phone RFP Design and Selection Assistance for the Replacement of the Township’s Phone System. (FBD)
Motion
by Slavens, supported by Foster to approve the purchase of services proposed by Plante Moran in an amount not to exceed
$17,500 to assist Canton Township in the System Design and Request for Proposal Development and Vendor Selection of the
Township’s Telecommunications Upgrade project and waive the purchase policy requirements for this purchase. Motion carried
by all members present.
Item G-2. Consider First Reading of an Amendment to Appendix A – Zoning of the Code of
Ordinances Regarding the Whelan/Greenleaf Trust Conditional Rezoning. (MSD)
Motion by Slavens, supported by
Sneideman to introduce and hold the first reading of the proposed amendment to Appendix A-Zoning of the Code of Ordinances
for the request to conditionally rezone the subject tax parcel #s 004-99-0002-003 and 003-99-0007-003 from LI, Light Industrial
District to R6, Single-Family Attached Residential District, subject to the Statement of Conditions and concept plan. Motion car-
ried by all members present. Motion by Slavens, supported by Sneideman to table for consideration and hold the second reading
on October 10, 2017 of the proposed amendment to Appendix A-Zoning of the Code of Ordinances for the request to condition-
ally rezone the subject tax parcel #s 004-99-0002-003 and 003-99-0007-003 from LI, Light Industrial District to R6, Single-
Family Attached Residential District, subject to the Statement of Conditions and concept plan. Motion carried by all members
present. Resident Gale Owens, 8416 Orhan expressed her concerns about the many industrial businesses near the site and the
access by Police and Fire in case of a hazardous spill. Train blocking the road numerous times a day is a concern. Trustee
Graham-Hudak expressed her concerns about the trains blocking the road. Director Meier addressed their concerns. Director Faas
addressed the traffic study done and that Wayne County is willing to work with Canton regarding signal modifications. Builder
Danny Veri remarked that the project will add beauty to the area and passed along contact information for the train master.

G-3. Consider Final Approval of the Westchester III Planned Development District Agreement and the Preliminary Site
Plan for Ridge Creek Site Condominiums. (MSD)
Motion by Slavens, supported by Sneideman to adopt the following reso-
lution. Motion carried by all members present.
RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF
CANTON Final Approval of the Planned Development for Westchester III and Approval of the Preliminary Site Plan for
Ridge Creek Site Condominium WHEREAS,
the Project Sponsor has requested final approval for the Westchester III Planned
Development and Preliminary Site Plan for Ridge Creek Site Condominium, located south of Warren Road and west of Ridge
Road on tax parcel # 025-99- 0004- 701.; and,
WHEREAS,
the Planning Commission voted to recommend final approval of the
PDD and preliminary approval of the site plan, based on the findings that the proposed planned development and preliminary site
plan are consistent with the goals and objectives of the Comprehensive Plan; and,
WHEREAS,
the Board has reviewed the pro-
posed final planned development and preliminary site plan and determines the proposal to be consistent with the Zoning
Ordinance regulations and development objectives subject to the conditions described in the analysis and recommendations
attached hereto and made a part hereof.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter
Township of Canton, Michigan does hereby grant final approval of the Westchester III Planned Development and Preliminary
Site Plan for Ridge Creek Site Condominium on tax parcel # 025-99-0004-701 as proposed.

Item G-6. Consider Approval to Waive the Finance Purchasing Policy & Approve the Purchase of Server
Hardware & Software from Dell for the Electronic Plan Submittal Project. (MSD)
Motion by Slavens, supported by Foster
to approve the purchase of the hardware and software necessary for the electronic plan submittal project for an amount of
$37,917.55 and waive the purchase policy requirements for this purchase. Motion carried by all members present. Director Faas
remarked that the Township will save costs of print and paper on maps that will be scanned.

The Charter Township of Canton will provide necessary, reasonable auxiliary aids and services to individuals with disabilities at
the meeting/hearing upon notice to the Charter Township of Canton.

Northville officer graduates from FBI academy
Noted motivational speaker
Anthony Ianni will bring “The
Relentless Tour,” to Canton
Townshipnext week.
Ianni, an anti-bullying expert,
will speak from 6:30 until 8:30
p.m. Friday, Oct. 13 at the Summit
on the Park, located at 46000
Summit Parkway.
Presented by The B.L.O.C.K.
Youth & Teen Center and the
Canton Youth Advisory Council,
the free event will feature Ianni,
a member of the Michigan State
University 2010 and 2012 Big Ten
Champion and Tournament
Championship teams and the
2010 Final Four team. Ianni is
currently traveling across the
state spreading a message of tol-
erance, as he continues to fight
bullying in schools statewide.
As a child, Ianni was diag-
nosed with Autism Spectrum
Disorder and was the victim of
bullying. He graduated from
Michigan State University and
became the first known individ-
ual with autism to play Division I
college basketball. Under leg-
endary MSU coach Tom Izzo,
Ianni played with the 2010 and
2012 Big Ten Champion and
Tournament Championship
teams, and the 2010 Final Four
team. He has won a number of
awards including the MSU Tim
Bograkos Walk-On Award, the
2012 MSUUnsung Player Award,
and was named a 2013 Detroit
Pistons Community Game
Changer finalist.
Through the Relentless Tour,
Ianni, the Michigan Department
of Civil Rights and the Autism
Alliance of Michigan seek to
raise awareness of autism and
the problem of bullying. Ianni's
message encourages students to
make their schools a placewhere
people from all walks of life are
respected.
The B.L.O.C.K. Youth and
Teen Center provides students
ages 11-17 with a teen-friendly
atmosphere that is home to all of
their favorite activities. Visitors
to The B.L.O.C.K. can enjoy: a
computer labwith internet, video
games, pool tables, Foosball, a
big screen TV, a quiet study room
and a café for snacks and small
meals, all in a safe and super-
vised environment. The
B.L.O.C.K. (Building Leaders Out
of Canton's Kids) Youth and Teen
Center is located on the third
floor
of
the
Canton
Administration Building at 1150
S. CantonCenterRoad.
Members of the Canton Youth
Advisory Council regularly
attend

B.L.O.C.K.'s
Afterschool Program and active-
ly provide teen input for the on-
going development of youth pro-
gramming in addition to taking

Northville Township Police
Lt. Michael Burrough graduat-
ed from the 269th session of the
FBI National Academy
Program at Quantico, VA., Sept.
15.
Burrough completed 17 cred-
it hours of college courses dur-
ing the 10-week program.
Internationally known for its
academic excellence, the
National Academy Program at
the FBI Academy provides 10
weeks of advanced communica-
tion, leadership, and fitness
training for selected officers
having proven records as pro-
fessionals within their agencies.
On average, these officers have
21 years of law enforcement
experience and usually return
to their agencies to serve in
executive-level positions,
according to a prepared release
fromthe township.
FBI Associate Deputy
Director David Bowdich was
the principal speaker at the
graduation ceremony.
The 224 law enforcement
officers of the 269th Session of
the National Academy repre-
sented agencies from 48 states
which included the District of
Columbia, 22 international
countries, five military organi-
zations, and six federal civilian
organizations.
Training for the program is
provided by the FBI Academy
instructional staff, special
agents, and other staff members
holding advanced degrees,
many of whom are recognized
internationally in their fields of
expertise.
National Academy students
are able to earn undergraduate
and graduate credits from the
University of Virginia. A total of
50,365 graduates now represent
the alumni of the FBI National
Academy since it began in 1935.
Less than 1 percent of law
enforcement nationwide will be
selected to attend this training,
according to the statement from
the township.
Additionally, Burrough holds
a bachelor’s degree and earned
his master's degree in organiza-
tional leadership and adminis-
tration from Concordia
University.
Burrough was hired by
Northville Township in 2005.
He was promoted to sergeant in
2014 and lieutenant in 2016.

The Corn Maze will be open through
Oct. 29. Admission to the Maybury Farm
corn maze is $7 per person and includes
farm admission and a wagon ride to and
from themaze. Free admission is offered
to children ages 2 and younger.
The 4th Annual Great Pumpkin
Festival will take place from 10 a.m. until
5 p.m. Oct. 14. The event features live
music, food, pumpkin-themed games and
activities for children, beeswax candle
making, story time and sing-a-long, and
more activities.
Children of all ages are encouraged to
wear their Halloween attire to enter the
costume contest. The Great Pumpkin
Festival was the most popular Maybury
Farm event of 2016 and will be even bet-
ter this year, Kern said.
Admission to the Great Pumpkin
Festival is $5 per person and includes
farm admission or, for $8 per person
guests can enjoy the festival, corn maze
with wagon ride, and farm admission.
Children 2 and younger are admitted to
theGreat PumpkinFestival at no cost.
Maybury Farm is operated by the
Northville Community Foundation; the
funds raised fromthe cornmaze are used
to help support the work of the farm, and
their mission of connecting the commu-
nity to animals and agriculture through
hands-on experiences that are both
engaging and educational.
