A Proposal Authorizing the Regional Transit Authority of Southeast Michigan (RTA) to Levy An Assessment
The proposal would authorize the Regional Transit Authority of Southeast Michigan (RTA) to levy within Macomb, Oakland,
Washtenaw, and Wayne counties a property tax assessment: * at a rate of 1.2 mills (S1.20 per $1,000 of taxable value); * for 20
years beginning in 2016 and ending in 2035; * that may not be increased, renewed, or used for other purposes without direct voter
approval; and * to be used upon the affirmative vote an RTA board member from each RTA member jurisdiction for the purpose
of construction and operation of a public transportation system connecting Macomb, Oakland, Washtenaw, and Wayne counties,
including rapid transit bus routes across county lines, specialized service for senior citizens and people with disabilities, com-
muter rail, airport express service, and other public transportation purposes permitted by law, consistent with RTA bylaws and
subject to the limitations of the Regional Transit Authority Act. If this new additional assessment is approved and levied, rev-
enue will be disbursed to the RTA. It is estimated that $160,907,285 will be collected in the first year. Should this assessment

Regional Enhancement Millage Proposal
Pursuant to state law, the revenue raised by the proposed enhancement millage will be collected by the Wayne County Regional
Educational Service Agency and distributed to local public school districts within the boundaries of the Wayne county Regional
Educational Service Agency based on pupil membership count.
Shall the limitation on the amount of ad valorem taxes which may be imposed on taxable property in the Wayne County Regional
Educational Service Agency, Michigan, be increased by 2.00 mills ($2.00 per thousand dollars value) for a period of six (6) years,
2016 to 2021, inclusive, as new additional millage to provide operation funds to enhance other state and local funding for local
school district operating purposes? It is estimated that 2 mills would raise approximately $80,000,000 when first levied in 2016.
The revenue from millage will be disbursed to the following school districts: Allen Park Public Schools, Crestwood School
District, Dearborn City School District, Dearborn Heights School District #7 Detroit Public Schools Community District, Ecorse
Public School District, Flat Rock Community Schools, School District of the City of Garden City, Gibraltar School District,
Grosse Ile Township Schools, The Grosse Pointe Public School System, Hamtramck Public Schools, City of Harper Woods
Schools, School District of the City of Highland Park, Huron School District, School District of the City of Lincoln Park, Livonia
Public Schools, Melvindale – Northern Allen park Schools, Northville Public Schools, Plymouth-Canton Community Schools,
Redford Union School District, River Rouge School District, Riverview Community School District, Romulus Community
Schools, Southgate Community School District, South Redford School District, Taylor School District, Trenton Public Schools,
Van Buren Public Schools, Wayne-Westland Community School District, Westwood Community Schools, Woodhaven-
Brownstown School District, Wyandotte City School District.

Operating Millage Proposition Exempting Principal Residence and Other Homestead Property
This millage will (1) allow the school district to levy not more than the statutory rate of 18.0000 mills on all property except
homestead property as required for the school district to continue to receive its full per pupil foundation allowance and (2) pro-
vide an additional 2.0000 mills in the event of future Headlee rollbacks to continue to allow the school district to receive the full
foundation allowance permitted by the state.
Shall the limitation on the amount of taxes which may be assessed against all taxable property, except principal residence and
other homestead property as defined by law, in Van Buren Public Schools, Counties of Wayne and Washtenaw, State of Michigan,
be increased to 20.0000 mills ($20.00 on each $1,000 of taxable value) for eight (8) years, calendar years 2017 to 2024, inclu-
sive? It is estimated that the revenue the school district will collect if the millage is approved and 18.0000 mills are levied in the
2017 calendar year will be approximately $9,091,374 from the local taxes authorized in this proposal. Revenues will be disbursed
to Van Buren Public Schools for the purpose of providing funds for the operating expenses of the District.

A proposal to amend Chapter 2, Article III, Division 2, of the Canton Code of Ordinances entitled “Merit System”
as follows:
Update name title from “Merit System Commission” to “Merit Commission.”

Add definitions.

Persons entitled to be registered voters in Canton Township must possess the following qualifications on or before the day of;

Sworn to serve
The Canton Public Safety Department welcomed new members, Firefighter Ryan
Curtis, Firefighter Kyle Gazdag, and Police Officer Jared Peterson, to the depart-
ment. Curtis, Gazdag and Peterson took their oaths of office administered by
Canton Township Clerk Terry Bennett, with friends and family in attendance.
Curtis and Gazdag will be required to successfully complete three months of
mentored orientation and training prior to becoming manpower on an assigned
shift. As new firefighters, they will be on probation for one-year while they com-
plete an extensive training program, maximizing their potential and providing
them with the tools necessary to succeed in their new position as a Canton
Firefighter/Paramedic. Peterson will be required to successfully complete a 16-
week instructor-led field training program prior to working on his own. As a new
police officer he will remain on probation for a one-year period. This program is
designed to orientate and develop recruit officers, maximizing their potential and
providing them with the tools necessary to successfully make the transition into
their new position as a Canton Police Officer.
Lead #LikeAGirl and Youth Advisory Council (Y.A.C.) participants pose for photos.
This fall, Canton Leisure Services will
bring back two programs that assist in
empowering youth. These programs pro-
mote leadership and civic responsibility
while building a strong foundation for
teens to make a difference, explained
Program Coordinator Laura Mortier. The
B.L.O.C.K Youth and Teen Center are
actively committed to this initiative
through the “Lead Like a Girl” and “The
Youth Advisory Council” programs. Both
programs are currently accepting applica-
tions for the 2016-17 academic year, she
said.
In the fall of 2015, a new program for
young, at-risk women entitled, “Lead Like
A Girl” broke down stereotypes about how
to Lead. #LikeAGirl has become an epic
social battle to redefine those words for
generations of women who struggle with
challenges related to sexism, bias, and
self-confidence each day. This new initia-
tive, serving a diverse group of young
women between the ages of 11-15, is
designed to change the way that these par-
ticipants, and the community-at-large,
thinks about what it means to Lead
#LikeAGirl…and ultimately live
#LikeAGirl, Mortier said.
“It has been an amazing experience get-
ting to work with such a bright and talent-
ed group of girls,” said Mortier. “In just
four shortmonthswe have seen themgrow
into confident, well-spoken, and under-
standing young women. This program has
allowed them to challenge themselves, dis-
cuss relevant issues that young girls face
with their peers, and foster relationships
with female role models in the communi-
ty.”
The 14 member pilot group graduated
in June, 2016. Qualified graduates will be
given the opportunity to return this fall to
serve as peer mentors and leaders for the
incoming group of young women.
Applications are now being accepted for
the program's sophomore year. Interested
future candidates are encouraged to apply
through the B.L.O.C.K. Youth and Teen

Local volunteer and financial support
has helped Lead #LikeAGirl expand its
positive programming opportunities. More
than $11,500 has been granted, donated,
and awarded to this initiative from sup-
porters like the Community Foundation
for Southeast Michigan, Community
Financial Credit Union, and the Kroger
Co. Sponsorship opportunities for Lead
#LikeAGirl are still available for individu-
als, businesses and foundations to assist in
the development of future sessions. To

In addition, the Youth Advisory Council
(Y.A.C.), through interaction with the com-
munity, philanthropy, and the Community
Foundation will provide input and guid-
ance as Canton Leisure Services strives to
enhance a sense of community among
youth through empowerment and the edu-
cation of responsibility youth have to their
community, Mortier added.
The Y.A.C. continues to assert itself as
an influential group of high school stu-
dents who truly make a difference in their
community. Members participate in com-
munity service projects, lead special
events, participate in local decision mak-
ing, and award annual grants to organiza-
tions that benefit Canton Youth, she said.
Members are selected through an applica-
tion process. Applications are accepted
annually each school year. If you are a stu-
dent in grades 9-12 who lives in Canton,
and are interested in getting involved with
this dynamic group, call the B.L.O.C.K. at

The B.L.O.C.K. Youth and Teen Center,
located on the third floor of the Canton
Administration Building at 1150 S. Canton
Center Road, provides a fun, teen-friendly
environment where students from ages 11-
17 can participant in supervised after-
school programs, social events, and activi-
ties.
