The following State proposals will appear on the ballot:
PROPOSAL 18-1
A proposed initiated law to authorize and legalize possession, use and cultivation of marijua-
na products by individuals who are at least 21 years of age and older, and commercial sales of
marijuana through state-licensed retailers.
The proposal would: Allow individuals 21 and older to purchase, possess and use marijuana and
marijuana-infused edibles, and grow up to 12 marijuana plants for personal consumption.
Impose a 10-ounce limit for marijuana kept at residences and require amounts over 2.5 ounces be
secured in locked containers.
Create a state licensing system for marijuana businesses and allow municipalities to ban or restrict
them.
Permit retail sales of marijuana and edibles subject to a 10% tax, dedicated to implementation costs,
clinical trials, schools, roads, and municipalities where marijuana businesses are located.
Change several current violations from crimes to civil infractions.

PROPOSAL 18-2
This proposed constitutional amendment to establish a commission of citizens with exclusive
authority to adopt district boundaries for the Michigan Senate, Michigan House of
Representatives and U.S. Congress every 10 years.
The proposal would: Create a commission of 13 registered voters randomly selected by the Secretary
of State – 4 each who self-identify as affiliated with the 2 major political parties; and 5 who self-
identify as unaffiliated with major political parties. Prohibit partisan officeholders and candidates,
their employees, certain relatives, and lobbyists from serving as commissioners. Establish new
redistricting criteria including geographically compact and contiguous districts of equal population,
reflecting Michigan’s diverse population and communities of interest. Districts shall not provide
disproportionate advantage to political parties or candidates. Require an appropriation of funds for
commission operations and commissioner compensation.

PROPOSAL 18-3
A proposal to authorize automatic and Election Day voter registration, no-reason absentee vot-
ing, and straight ticket voting; and add current legal requirements for military and overseas
voting and post-election audits to the Michigan Constitution.
The proposed constitutional amendment would allow a United States citizen who is qualified to vote
in Michigan to: Become automatically registered to vote when applying for, updating or renewing a
driver’s license or state-issued personal identification card, unless the person declines.
Simultaneously register to vote with proof of residency and obtain a ballot during the 2 week peri-
od prior to an election, up to and including Election Day. Obtain an absent voter ballot without pro-
viding a reason. Cast a straight-ticket vote for all candidates of a particular political party when vot-
ing in a partisan general election.

The following County proposal will appear on the ballot:
WAYNE COUNTY COMMUNITY COLLEGE PROPOSAL
REPLACEMENT OPERATING MILLAGE
This proposal will allow Wayne County Community College District to perpetually levy 2.25 mills
for operating purposes, permanently replacing and combining two separate existing authorizations
which would otherwise expire in 2020 and 2022.
To continue to provide operating funds to the Wayne County Community College District and as a
replacement of existing authority which would otherwise expire in 2020 and 2022, shall the limita-
tion on the amount of taxes which may be imposed on taxable property in the Wayne County
Community College District be permanently increased by 2.25 mills ($2.25 per $1,000 of taxable
value), beginning in 2019? It is estimated that 2.25 mills would raise approximately $46,533,830
when first levied in 2019.

Shall Section 11.1 of the charter of the City of Romulus, Wayne County, Michigan, be amended so
as to permit the levy by the City of an additional ad valorem property tax in an amount not to
exceed four (4) mills for five (5) years, from 2019 through 2023, for fire and police services?

PERSONS ENTITLED
to be registered voters in the City of Romulus must possess the following
qualifications on or before the day of the election: (1) a citizen of the United States; (2) not less than
18 years of age; (3) a resident of the State of Michigan and the City of Romulus for not less than 30
days prior to the election (MCL 168.492). In addition, qualified electors must be registered to vote
not less than 30 days prior to the election (MCL 168.497).

PRE-APPLICATION MEETING NOTICE
US Ecology Romulus, Inc. operates a Hazardous Waste Management Facility located at
36345 Van Born Road in Romulus Michigan 48174 and was granted an Operating
License on September 30, 2015 from the Michigan Department of Environmental
Quality. US Ecology Romulus, Inc. has submitted a license Major Modification request
to the Department. The proposed modifications include a decrease in the overall storage
and processing capacity of the facility and the transfer of some bulk storage capacity to
container storage. Additional documents have been updated to reflect the completed con-
struction, equipment, and facility features currently used in support of ongoing recycling
activities.
In the interest of keeping the community informed of our activities and in accordance
with the administrative rules of Part 111, US Ecology Romulus, Inc. has scheduled
a Pre-Application Meeting for the submitted Major Modification of

six months, is excited about pos-
sible residential development
onFordRoadnearNewburgh.
“We saw there's an opportuni-
ty for the missing middle,”
House said of the area during a
presentation to members of the
Westland Rotary Club Sept. 20.
He said empty nesters and mil-
lennials have housing needs, but
so do those inbetween.
House touched on residen-
tial, commercial and other pos-
sible development, calling the
former City Hall site on Ford
Road “not a new downtown but
a new community neighbor-
hood.”
House emphasized that both
nearby Tattan Park and Central
City Park will remain, with
Brownfield dollars still avail-
able. “It's been addressed, reme-
diated,” he noted of past con-
tamination of that site.
He was asked about Macy's at
Westland Shopping Center and
noted that company still owns
the now-vacant department
store. “Activity, but nothing to be
announced,” House said of the
vacancy.
He also touted the Garden
City Hospital acquisition of the
former David's Bridal store on
Warren Road near the current
Westland City Hall. House noted
during and after the Great
Recession of 2008-09, most con-
sumers modified their shopping
toward values such as those
offeredbyKohl's.
He said he sees minimal
impact of the recent U.S.
Supreme Court decision to tax
online sales. House noted Best
Buy, unlike Circuit City, kept up
with electronics trends and
online competitor pricing.
He said he is pleased the City
of Westland is hosting stakehold-
er meetings to gather view-
points, noting possible “slip
streets” with lower speed limits
on outside Ford Road lanes to
allow access to businesses. He
noted the Michigan Department
of Transportation controls Ford
Road.
A banquet facility is under
way close to the Alexander the
Great on Warren Road in
Westland, andHouse also touts a
climate-controlled storage facili-
ty on the former Kmart site on
WayneRoad.
“We don't have a national
brand hotel,” noted House, who
came to Westland from the
Taubman Companys. “It may be
more of an extended stay.”
He explained, “These devel-
opment companies do their
research. From that, they formu-
late a plan of how it's going to
look.
“The Recession may be over,
but the retail recession is not
over. There's a huge transition in
howpeople buy.”

you can see, Charles has his
work cut out for him.”
“I thinkwe're reallywell-posi-
tioned for a great development,”
House said. Housing could be
either owned or rented, he said,
and he added that he doesn't see
school districts as a big concern
for all home buyers, based on
age and circumstances.

Seniors in Inkster can attend a free
legal presentation from the Elder Law &
AdvocacyCenter at noonOct. 3.
The presentation will include general
guidance and individual assistance to
those 60 and older. Topics will include
guardianship and conservatorship, wills
and trusts, powers of attorney, nursing
home and assisted living, senior housing,
Medicaid and Medicare and elder securi-
ty including abuse and scams.
