The City of Romulus, Michigan is seeking bids from qualified licensed contractors, registered with
the City of Romulus Building Department, for all work as outlined herein for as part of the CDBG
funded facade improvements at 36542 Goddard Road, Romulus, Michigan 48174 (CDBG Contract
15-24-14E).
(1) Qualified individuals and firms wishing to submit a bid must use the forms provided by the City.
Bid forms, plans and specifications must be obtained through the Michigan Intergovernmental
Trade Network (MITN) at

(2) A public viewing copy of the plans and specifications under which the work is to be done may
be examined at the office of Community Development, City Hall, 11111 Wayne Road, Romulus,
MI 48174, on or after 1:00 p.m. on September 19, 2016. Office hours are Monday through
Friday, 8:00 am to 4:00 pm excluding holidays.
(3) A mandatory Pre-Bid Conference will be conducted at 10:00 a.m., local time, on Wednesday,
September 28, 2016 in the City of Romulus Council Chambers located on the main floor of the
Romulus City Hall, 11111 Wayne Road, Romulus, MI 48174. Following a brief introduction and
opportunity for questions, the meeting will continue with a viewing of the facility.
(4) Two copies of the bid must be submitted. Bids must be submitted in a sealed envelope and
returned to the

approximately 2:45 p.m., local time all timely received bids are to be publicly opened and read.
(5) All copies of the proposals should be submitted in a single sealed envelope and addressed using
the proposal label provided in the ITB documents.
(6) The City reserves the right to postpone the opening without notification and also reserves the
right to reject all bids and proposals and to waive irregularities.
(7) The project is a Community Development Block Grant (CDBG) funded project and subject to
Prevailing Wage Regulations as dictated by the Davis-Bacon Act and Section 3 requirement.
Construction work that is financed with Federal funds must adhere to certain Federal labor stan-
dards requirements. The project requires that workers receive no less than the prevailing wages
being paid for similar work in the same area. The contractor must ensure that employees and
applicants for employment are not discriminated against because of their race, color, religion, sex
or national origin, in accordance with Executive Order 11246 (Equal Employment Opportunity
and Notice of Requirement for Affirmative Action to ensure Equal Employment Opportunity),
and that the contractor will comply with Section 3 of the Housing and Urban Development Act
of 1968, as amended. Minority, female, and Section 3 contractors are specifically invited to bid
on this contract. The city also request general contractors to use minority, female, and Section 3
residents and subcontractors whenever possible. Contractor must comply with the Davis Bacon
Act, July 2, 1964, Title 40§ 276A, the Equal Employment Opportunity Act, September 28, 1965,
No 11246, all United States Department of Labor Regulations and Standards, Title 29, 1, 3, and
5, and Title 18 U.S.C., Section 874, known as the "Anti-Kickback Act", and the Federal
Occupational Safety and Health Act of 1970.
(8) Each Proposal shall be accompanied by a proposal guaranty in the form of a certified check, bid
bond or cashier's check payable to the City of Romulus in an amount at least equal to five per-
cent (5%) of the amount of the Bid. Checks shall be made payable to the City of Romulus. The
guarantee of the successful Bidder shall be forfeited for failure to execute a contract and bonds
within ten (10) days after award.
(9) Bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after the
date for submitting bids.
(10) The successful Bidder will be required to submit proof of all insurance required by the ITB doc-
uments and all required endorsements.
(11) The successful Bidder will be required to furnish satisfactory Performance Bond, Payment
Bond and Maintenance Bonds each in the full amount of the Contract.
(12) The right is reserved by the City of Romulus to accept any bid, to reject any or all bids or to
waive irregularities in any bid in the best interest of the City.

ORTHVILLE
Northville Township police
are continuing to investigate two
home invasions that took place
recently.
Police received a 911 call at
about 11 a.m. Sept. 13 froma resi-
dent reporting that a home inva-
sion was under way in his home.
He said that two subjects were
attempting to break into the resi-
dence and the caller hid in a
closet when he observed one of
the suspects armed with a hand-
gun.
When Northville officers
arrived at the residence, the two
suspects had fled and nothing
was taken from the home. While
investigating the incident, police
received a second 911 call report-
ing a home invasionwithhad just
occurred in the same area of
Beck Road, south of Eight Mile
Road.
In this instance, according to
police reports, entry had been
forced into the residence and
electronics and jewelry were
reported stolen. Police surmise
that the two incidents are relat-
ed.
The subjects were observed
by a witness in a vehicle
described as a newer, light-col-
ored, four-door sedan. One sub-
ject was described as a light com-
plexioned black male approxi-
mately 5-feet, 10-inches tall with
amediumbuild. The second sub-
ject was described as a black
male with a medium build and
braided hair, according to police
reports.
Police have requested that
anyone with information regard-
ing this incident contact the

al Oakwood Cemetery Walk
planned from 3-6 p.m. Sunday,

Visitors will hear from the cos-
tumed characters about moving
the state Capitol, Underground
railroad connections, the war
where no one got killed (except
the mule), an honest builder, a
real '49er, and many others from
the past of the area.
Advance timed tickets for the

Each tour will last about 90 min-
utes and will take place rain or

dent noted that there are 400 cars daily in
the nearby technical center which causes
serious traffic congestion and this plan
would add to that problem.
“This is not a strip center. There will be
a community area for community events
with sidewalks all along Beck and Five
Mile. TheMeijer will be 50,000 square feet
smaller than the one on Eight Mile,”
Neumann continued.
Nix told the crowd that the develop-
ment would leveragemore than $4million
in improvements from Wayne County and
that while there is a traffic problem on
Beck Road, the county currently has no
obligation to fix it.
“This development is crucial to the
MITC” (Michigan International
Technology Center). He said that the loca-
tion was clearly a “commercial corner”
and that the township could not “flip” the
land. He added that there is some contam-
ination at the land and with this proposal,
the developer would pay for part of the
remediation and a brownfield plan would
pay a portion. “It could be anywhere from
$500 to $5million,” he said.
After the meeting, Township Manager
Chip Snider saidRedico's final cost for the
land was still under negotiation as PUD
details are not finalized and dependent on
the final site plan.
“We hope to have about $5 million in
seed money left when we're all done and
be able to demolish the old psychiatric
hospital. However, under our agreement,
the state will take 40 percent,” he said,
referring to an agreement with the state
that stipulates when title passed to the
township they could not exercise claims
on the land if it were not developed for a
public purpose. That has since changed
and a 60/40 percent arrangement is in
place.
Snider attributed the unusually large
assembly of residents at the meeting to a
“well funded Canton attorney” who repre-
sents a Plymouth Township business
affected by the Redico development,
including the nearby Shell Gas Station on
the south side of FiveMileRoad.
