Five private Northville homes will open
for public tours from 10 a.m. until 4 p.m. for
one day only, Saturday, Sept. 23.
The annual home tour is the major
fundraiser for the Northville-Novi branch
of the American Association of University
Women (AAUWNN). The $20 donation
helps support activities to advance equity
and empower women and girls through
community outreach projects and provides
access to the five homes, along with special
offers at several local businesses who help
support the tour.
Docents will guide visitors through a
Victorian-era Queen Anne style home; a
home with a story to tell in family heir-
looms; a professionally-decorated lake
condo; a former model home with builder
details and special items collected from
Asian travels and a large designer home
that has a game room, workout room, home
theater and wine cellar. Two homes have
new Epiphany kitchens. For a delicious
reminder of the event, $5 recipe books will
be available for purchase at one of the
homes.
Two downtown Northville businesses
will add to the fun. The Lace Museum of
Detroit is extending hours for ticket holders
on Saturday. Visitors can stroll through a
rare collection of European and American
19th century handmade lace in a salon-style
settingwhere special pieces will be for sale.
Conveniently located across the street, visi-
tors can enjoy complimentary refreshments
and a 10-percent discount on all purchases
at Starring “TheGallery” from2 to 5 p.m.

DESIGNATING BOUNDARIES OF THE AUTHORITY
DISTRICT AND PROVIDING FOR OTHER MATTERS

Minutes of a regular meeting of the Executive Committee (the “Executive
Committee”) of the Detroit Region Aerotropolis Development Corporation, County of
Wayne, State of Michigan (the “Corporation”), held on September 12, 2017, at 3:30 p.m.
prevailing Eastern Time.
PRESENT:
Members Dill, Dobson, Haidous, Kandrevas, Keyes, Sutton
ABSENT:
Members Sollars, Stumbo
The following preamble and resolution were offered by Member Kandrevas and
supported by Member Dobson:
WHEREAS, the Corporation is authorized by the provisions of Act 281, Public
Acts of Michigan, 1986, as amended (“Act 281”), to create a local development finance
authority; and
WHEREAS, pursuant to Act 281 the Corporation is required to hold a public hear-
ing on the establishment of a local development finance authority and the creation of an
authority district in which the local development finance authority will exercise its pow-
ers; and
WHEREAS, on July 13, 2017, 2017, the Executive Committee conducted a pub-
lic hearing on the establishment of a local development finance authority and on the des-
ignation of the proposed boundaries of the authority district.
NOW, THEREFORE, BE IT RESOLVED THAT:
1.
Determination of Necessity; Purpose. The Executive Committee hereby
determines that it is necessary and in the best interests of the Corporation to create a local
development finance authority pursuant to Act 281 in order to eliminate causes of unem-
ployment, underemployment and joblessness and to promote economic growth in the
region.
2.
Definitions. The terms used in this resolution shall have the same mean-
ing as given to them in Act 281 or as hereinafter in this section provided unless the con-
text clearly indicates to the contrary. In addition to terms defined in the preamble, as used
in this resolution:
“Authority” means the Local Development Finance Authority of the Detroit
Region Aerotropolis Development Corporation created by this resolution.
“Authority District” means the authority district designated by this resolution as
now existing or hereafter amended, and within which the Authority shall exercise its pow-
ers.
“Board” or “Board of Directors” means the Board of Directors of the Authority,
the governing body of the Authority.
“Corporation Governing Body” means the Executive Committee, or any body
serving as the governing body of the Corporation pursuant to the Interlocal Agreement cre-
ating the Corporation, as the same may be hereafter amended or restated.
3.
Creation of Authority. There is hereby created pursuant to Act 281 a
local development finance authority for the Corporation. The Authority shall be a public
body corporate and shall be known and exercise its powers under title of the “LOCAL
DEVELOPMENT FINANCE AUTHORITY OF THE DETROIT REGION AEROTROP-
OLIS DEVELOPMENT CORPORATION.” The Authority may adopt a seal, may sue and
be sued in any court of this State and shall possess all of the powers necessary to carry out
the purpose of its incorporation as provided by this resolution and Act 281. The enumer-
ation of a power in this resolution or in Act 281 shall not be construed as a limitation upon
the general powers of the Authority.
4.
Termination. Upon completion of its purposes, the Authority may be dis-
solved by the Corporation Governing Body. The property and assets of the Authority, after
dissolution and satisfaction of its obligations, shall revert to the Corporation or shall be
distributed as otherwise provided by the Corporation Governing Body.
5.
Description of Authority District. The Authority District shall consist of
the territory in the Corporation described in Exhibit A, attached hereto and made a part
hereof, subject to such changes as may hereafter be made pursuant to the provisions of
Act 281.
6.
Board of Directors. The Authority shall be under the supervision and
control of the Board. The members of the Corporation Governing Body shall serve as the
Board. The chairperson and any other officers of the Board shall be elected by the Board.
The Board shall adopt bylaws governing its procedures.
7.
Powers of Authority. Except as specifically otherwise provided in this
resolution, the Authority shall have all powers provided by law subject to the limitations
imposed by law and herein.
8.
Fiscal Year; Adoption of Budget.
(a)
The fiscal year of the Authority shall begin on January 1st and end on
December 31st of each year, or such other fiscal year as may hereafter be adopted by the
Board and approved by the Corporation Governing Body.
(b)
The Board shall prepare annually a budget and shall submit it to the
Corporation Governing Body for approval in the manner and at the time and which budg-
et shall contain the information required of municipal departments. The Board shall not
finally adopt a budget for any fiscal year until the budget has been approved by the
Corporation Governing Body. The Board may, however, temporarily adopt a budget in
connection with the operation of any improvements which have been financed by revenue
bonds where required to do so by the resolution authorizing the revenue bonds.
(c)
The Authority shall submit financial reports to the Corporation
Governing Body at the same time and on the same basis as staff of the Corporation are
required to submit reports. The Authority shall be audited annually by the same inde-
pendent auditors auditing the Corporation and copies of the audit report shall be filed with
the Corporation Governing Body. Such audit may be prepared as a standalone audit or as
a section of the Corporation audit.
9.
Publication, Recording and Filing. This resolution shall be published
once after its adoption in full in the
Associated Newspapers of Michigan
, a newspaper of
general circulation in the Detroit Region Aerotropolis Development Corporation and the
Secretary shall file a certified copy of this resolution with the Michigan Secretary of State
promptly after its adoption.
10.
Repealer. All resolutions and parts of resolutions in conflict herewith are
hereby repealed.
11.
Effective Date. This resolution shall take effect immediately upon its
publication.

Movie Night at the Police
Department in Inkster is planned for 8
p.m. Friday, Sept. 29.
Thismonth, themoviewill be Sing.
There will be free popcorn, snow
cones and hot chocolate. The police
department recently acquired heaters
to place around the parking lot to help
keep movie goers warm, but it is still
recommended that audiences bring a
chair or blanket to sit on and dress
warmly.
Citizens of all ages are welcome. In
the event of rain, the movie will be
rescheduled to Friday, Oct. 13.

Michigan State Police are continuing
the investigation into a shooting that took
place at about 11:30 p.m. Sunday, Sept. 17
in Inkster.
According to police reports of the inci-
dent Michigan State Police (MSP)
Second District, Special Investigation
Section and troopers assigned to the
Secure Cities Partnership-Inkster
responded to the 28000 block of
Fernwood Street after a report of a non-
fatal shooting.
Troopers' preliminary investigation
revealed that a 24-year-old male victim
was transported by a friend to Garden
City Hospital with two gunshot wounds
to his left leg. The victim stated he was
outside his house when he heard gun-
shots and felt pain. Theman told the offi-
cers that he had no idea who shot him or
why. Troopers called the K-9 unit to the
scene in an unsuccessful attempt to
locate the firearm or suspects, although
several shell casingswere collected.
Police said the victim was already
released from the hospital Monday
morning. Anyone with information has
been asked by officers to call the Metro
South Post at (734) 287-5000 or Crime
Stoppers at 800-SPEAK-UP.
This Victorian-style home is one of those on display during the tour this Saturday.
