A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, September 8, 2015 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance
to the Flag.
Roll Call
Members Present: Anthony, LaJoy, McLaughlin, Williams, Sneideman, Yack Members Absent: Bennett
Staff Present: Director Bilbrey-Honsowetz, Director Faas, Director Mutchler. Staff Absent: Director Trumbull, Kristin Kolb
Adoption of Agenda
Motion by Yack, supported by Anthony to approve the agenda as presented. Motion carried by all mem-
bers present.
Approval of Minutes:
Motion by McLaughlin, supported by Williams to approve the Board Minutes of August
25, 2015 as presented. Motion carried by all members present.
Citizen’s Non-Agenda Item Comments:
None. State
Representative, Kristy Pagan gave an update on various items in State Government: Ridge Road between Ford and Warren Roads
now has signs posting a 25 mile per hour speed limit. Fireworks – She is supporting HB 4725 and 4726 to repeal the fireworks
law Road Funding – This is on the fall agenda for the house. Education – She is working on a bill to increasing funding to our
public schools and increase accountability of the charter schools. She is working on a bill to preregister 16 and 17 year olds so
they will automatically be registered to vote when they turn 18. Throughout this summer she will be going door to door in the
community to get resident’s input on issues in the state.

approve payment of the bills as presented. Motion carried by all members present.
CONSENT CALENDAR: Item C-1.
Resolution in Recognition of Marsha Bianconi
Motion by McLaughlin, supported by Williams to pass a Resolution in
Recognition of Marsha Bianconi. Motion carried by all members present.
WHEREAS,
Marsha Bianconi served as Executive
Director for the Conference of Western Wayne for 27 years; and
WHEREAS,
the Conference of Western Wayne is a consor-
tium of 18 western Wayne County communities which meet monthly to discuss issues such as legislation, transportation, public
safety, substance abuse prevention, community and economic development, employment and the environmental health of the
region; and
WHEREAS,
The Conference is the access point for funneling information to local units from county, state and fed-
eral agencies, and serves as a collective program planner and developmental entity and provides a forum for the discussion and
review of issues; and
WHEREAS,
as Executive Director, Marsha led with her actions, and was decisive, intelligent, thought-
ful and kind; and
WHEREAS,
Marsha’s strong ethical code and strong leadership skills have left the Conference of Western
Wayne in a great position for a successful future
NOW THEREFORE BE IT RESOLVED,
that the Charter Township of
Canton Board of Trustees extends its congratulations to Marsha Bianconi on her retirement and thanks her for her outstanding

Item C-2.
Consider Second Reading of an Amendment to Appendix A-Zoning of the Code of Ordinances Regarding the Niemiec
Rezoning.
Motion by McLaughlin, supported by Williams to remove from the table the first reading of an ordinance which
amends the Township Code of Ordinance, Appendix A-Zoning of the Code of Ordinances Regarding the Niemiec Rezoning.
Motion carried by all members present. Motion by McLaughlin, supported by Williams to hold the second reading and amend
the Township Code Township Code of Ordinance, Appendix A-Zoning of the Code of Ordinances Regarding the Niemiec
Rezoning. Motion carried by all members present.

NANCE AMENDING ARTICLE 8.00 OF APPENDIX A - ZONING, OF THE CODE OF ORDINANCES OF THE
CHARTER TOWNSHIP OF CANTON, MICHIGAN WHICHAMENDS THE ZONING DISTRICT BOUNDARIES ON
THE ZONING MAP THE CHARTER TOWNSHIP OF CANTON ORDAINS: PART I. ARTICLE 8.00 – ESTAB-
LISHMENT OF ZONING DISTRICTS AND MAP * * * Pursuant to Section 27.06 of Appendix A – Zoning, the zoning
map is hereby amended by changing the zoning of parcel no. 019-99-0006-000 from RR, Rural Residential to R-1, Single-
Family Residential District as shown on the attached zoning map. PART II. Severability.
Should any section, subdivision,
clause, or phrase of this Ordinance be declared by the courts to be invalid, the validity of the Ordinance as a whole, or in part,
shall not be affected other than the part invalidated.
PART III. Savings Clause.
The amendment of the Canton Code of
Ordinances set forth in this Ordinance does not affect or impair any act done, offense committed, or right accruing, accrued, or
acquired, or liability, penalty, forfeiture or punishment, pending or incurred prior to the amendment of the Canton Code of
Ordinances set forth in this Ordinance.
PART IV. Repealer.
All other Ordinances or part of Ordinances in conflict herewith
are hereby repealed only to the extent to give this Ordinance full force and effect.
PART V. Publication.
The Clerk for the
Charter Township of Canton shall cause the ordinance to be published in the manner required by law.
Part VI. Effective Date.
A public hearing having been held hereon pursuant to the provisions of Section 103 of Act 110 of the Public Acts of 2006, as
amended, the provisions of this Ordinance shall be published within fifteen (15) days of its adoption of publications of a notice
in a newspaper circulated in Canton Township stating the date of enactment and effective date, a brief statement as to its regula-
tory effect and that a complete copy of the Ordinance is available for public purchase, use and inspection at the office of the
Township Clerk during the hours of 8:30 AM to 4:30 PM, Local Time. The provision of this Ordinance shall become effective
seven (7) days after its publication.
CERTIFICATION
The foregoing Ordinance was duly adopted by the Township Board of
Trustees of the Charter Township of Canton at its regular meeting called and held on the 8 th day of September, 2015, and was

Item C-3. Approve CDBG Housing Rehab Change Order.
Motion by McLaughlin, supported by Williams to
approve the change order for Stratton Home Improvement in the amount of $3,375 for a housing rehabilitation at Briarfield.
Motion carried by all members present.
GENERAL CALENDAR: Item G-1. Consider a Change Order to the Contract
with Nagle Paving to include the paving of Oxford Park. (MSD)
Motion by McLaughlin, supported by Williams to approve
a change order for Nagle Paving under their existing contract for the Summit East Parking Lot in the amount of $ 92,330.95 with
a contingency of 5%, $4,616.55 for a total award of $96,947.50 and create a purchase order in this amount from the following
accounts: $40,000 from Account #592.283_0010 (Developer Deposit Account) and $56,947.50 from Account #403_506-
02.801_0050 (Professional Fees) Motion carried by all members present. Motion by McLaughlin, supported by Williams to
approve the following budget amendment: Increase Revenues: Fund Balance Appropriation (403-000.695) $56,948 Increase
Expenditures: Professional Fees (403-506-02.801_0050) $56,948 Motion carried by all members present.
Item G-2. Consider
the Purchase of Two Ford Escapes for the Building & Inspection Services Division. (MSD)
Motion by McLaughlin, sup-
ported by Sneideman to approve the purchase of two (2) - 2015 Ford Escape’s from Signature Ford, 3942 W. Lansing Rd, Perry,
MI 48872 via the State of Michigan Contract in the amount of $38,944. Funding for these vehicles to come from the General
Fund Account # 101-372.970_0040 (Capital Outlay Vehicles). Motion carried by all members present. Motion by McLaughlin,
supported by Sneideman to approve the following budget amendment: Increase Revenues: Fund Balance Appropriation (101-
000.695) $38,944 Increase Expenditures: Capital Outlay Vehicles (101-372.970_0040) $38,944. Motion carried by all members
present.
Item G-3. Consider the Purchase of Additional OnBase Licenses and Professional Services for On-Going
Document Management System Implementation. (MSD)
Motion by McLaughlin, supported by Sneideman to approve the
purchase of six (6) additional OnBase licenses and additional professional service hours from KiriWorks for an amount not-to-
exceed $10,135.50. Motion carried by all members present.
Item G-4. Consider Bid Award for Griffin Park Tennis Court
Improvements. (CLS)
Motion by McLaughlin, supported by Sneideman to award the bid for improvements to Griffin Park
Tennis Courts to S&J Asphalt Paving Company, 39571 Michigan Avenue, Canton, MI 48188 in the amount of $113,850 with
funds to be paid from account #246-750.970_0080 Community Improvement Fund. Motion carried by all members present.
Motion by McLaughlin, supported by Sneideman to approve a budget amendment to increase Revenue Account #246-750.580
Contributions from Local Units by $113,850 and to increase Expense Account #246- 750.970_0080 Capital Outlay Land
Improvements. Motion carried by all members present.

Director
Bilbrey-Honsowetz stated the Summit on the Park is closed this week and will reopen on Saturday, September 12 at 6:00 a.m. –
with the exception of the Aquatics Center which will remain closed until October 11 for additional renovations. The Teen cen-
ter will have a Block Party on Friday, September 11 from 7:00 – 9:00 p.m. in the Administration Building’s rear parking lot.
Brews, Brats, and Bands at The Barn is on Saturday, September 12. Tuesday, September 22 from 10:45 a.m. to 12:00 p.m. in the
Chestnut Room of the Summit will be a program with resources for people as they age. Director Faas stated Household
Hazardous Waste Day is September 12 from 9:00 a.m. to 2:00 p.m. at the Public Works building on Sheldon Road. Director
Mutchler stated the “Not in My Town” Community Unity & Peace Rally will take place on Saturday, September 26 6:30 – 9:30
p.m. in the Heritage Park Amphitheater. Trustee Yack complimented the Parks department on the great condition of the Play-
scape in Heritage Park.

State of the City address set for next Tuesday
City to replace old water meters
Top Teens to meet in Inkster
Mayor William R. Wild will
deliver his annual State of the
City address at 7 p.m. Tuesday,
Sept. 22 at Westland City Hall.
Wild is expected to reflect on the
accomplishments of the city and
outline his vision for the future.
“I can say with conviction that
the state of our city is as strong as
ever and continues to grow
stronger with no signs of slowing.
Our accomplishments over the
past year alone have been
remarkable,” said Wild. “We are
building a city that is vibrant,
safe and welcoming to all resi-
dents, friendly to families and
businesses, and a leader both on
the national and international
stage for investment and home-
ownership,” he added.
During his speech, Wild will
talk about city finances, accord-
ing to a statement from his office
including:
• Investments that have been
made with the new City Hall
and fire station
• Provide an update on the first
major renovation and expan-
sion since 1975 of the
WestlandPoliceDepartment
• Highlight the opening of the
Jefferson Barns Vitality
Center inhistoricNorwayne.
•Outline details about the acqui-
sition of two key federal
grants the city received to hire
17 new public safety person-
nel.
• Discuss the influx of private
investment in the central
business district.
“If you look around, so much
is happening in our All-
American City. I look forward to
sharing the highlights,” said
Wild.

served at the conclusion of the
mayor's address and seating will

serve basis with overflow rooms
available. Doors to city hall will
open at 5:30 p.m.
The cash-strapped City of Wayne will
spend $2.5 million during the next 18
months to replace the aging water
meters throughout the city.
The contract with Etna Supply Co. of
Grand Rapids was approved by mem-
bers of the City Council during a regular
meeting last week and will include the
replacement of 6,000 water meters in
the city.
According to Wayne-Westland
Director of Public Works Ramzi el-
Gharib, the meters inWayne are among
the oldest in southeast Michigan and
date fromthe 1980s.
The $2.5 million price was about
$300,000 less than the city expected to
pay for the replacements.
A bond sale will fund $1.2 million of
the cost of the changeover.
Some of the Top Teens of America are
living in the area and plan to meet in
Inkster later thismonth.
The teenswillmeet at noonSept. 19 at
the Woodson Community and Resource
Center in Inkster, hoping to join others
who share their interests.
Karen Newman, an advisor with Top
Teens of America, Michigan Metro
Chapter, said the group, sponsored by
the Top Ladies of Distinction, Inc., is
recruiting members for the community
service youth organization. The program
this year, she said, will begin with the
Sept. 19meeting.
Newman said the group has more
than 100 chapters across America from
California toNewYork.
“This is a co-ed group of both young
men and women ages 13-19,” she said,
“who are committed to community serv-
ice projects in their local areas, the
nation and theworld.”
The Woodson Community and
Resource Center is located at 29115

Newman said the purpose of the
organization is to encourage high aca-
demic performance and provide scholar-
ships on the local, area and national lev-
els and to help develop social graces,
leadership skills and enjoy fellowship
activities.
Members of the group develop pride
in self, home and community and are
encouraged to participate in workshops
which involve present day concerns of
youth,” Newman added. The Top Teens
also try to work cooperatively with other
organizations to reach common goals of
service tomankind.
