The City of Belleville will have a new
websitewithin the next sixweeks.
Members of the city council approved a
three-year contract with TOWN Web
Design, LLC of Wisconsin to provide the
newdesign and service.
The initial cost is listed at $5,058 with a
fee of $1,563 annual for each subsequent
year.
The new website will include minutes
of official city meetings, agendas, forms
and city permits with several links. There
will also be a calendar of city events, a
form for contacting various city depart-
ments along with a section of questions
frequently asked of city officials and
department heads. Included, too, will be
photos and graphics.
Mayor Kerreen Conley was among
those complaining about the current city
website and computer capabilities. She
explained that she did not receive several
email communications because of the
nonfunctioning city email system.
Residents, too, have complained about
emailing city officials without any
response, a situation the new installation
is aimed at rectifying, according to offi-
cials.
The new site was described as user
friendly and easy to access so that resi-
dents, regardless of computer skill levels,
can easily navigate the site.
Representatives from TOWN Web Design
also noted that the site is easy to expand
should the city choose to add other fea-
tures such as a shopping cart, podcasts or
otherweb-based functions.
City Clerk Sherri Scharf explained that
she had checked the references provide
by TOWNWebDesign and found themsat-
isfactory. She added that the city attorney
had reviewed the contract for with the
vendor and approved it with some
changes.
City Manager Diana Kollmeyer said
that the new site should be operational
within sixweeks.

City Treasurer, Stacy Paige, commented that a new company is being used for credit and debit card payments.
All credit cards will now be accepted and payments may also be made over the telephone. Tax bills are due on
October 2, 2017.

A resident commented that he and several other residents decided to refrain from turning in signatures for a ref-
erendum in regards to Project Mercury (Amazon). The mayor, community development director, and city attor-
ney provided facts that changed their minds about the referendum. Jazmine Danci, Community Outreach
Director, gave an overview of upcoming City events.

Councilman Wadsworth announced that Bingo will be held during the Pumpkin Festival with all proceeds going
to the Romulus Animal Shelter.

The City of Romulus has a
plan and a timeline for the con-
struction of a new 34th District
Court facility and now a funding
mechanismto get started.
City Council members voted
unanimously Monday night to
issue capital improvement bonds
in an amount not to exceed $17
million. The funds will be repaid
during the course of 25 years
through fees collected by the
court.
“We think it's a pretty good
plan,” said Romulus Mayor
LeRoyBurcroff.
The need to expand the court
has been evident, and plans got
under way last year. Initially, the
idea was to renovate and expand
the existing facility, but when
those bids came it at more than
$11 million, court and city offi-
cials said they thought building a
new structure would be better in
the long term. The new facility
will be about 45,000 square feet,
compared to the existing 30,000-
square-foot building. In addition
tomore space and another court-
room, the new court will have
enhanced security features.
“Renovating the court wasn't
practical. We looked at ways for
the court to take us into the
future,” saidBurcroff.
The $17 million covers the
cost of constructing, furnishing
and equipping the new court
building, alongwith all the neces-
sary site and parking improve-
ments.
“What we're doing here is sup-
porting a relationship that we've
had for a long time as the host
community for the court,” said
Romulus Councilwoman Sylvia
Makowski, “Not only is it lucra-
tive for us, but this project will be
fully funded by the court fees.
There's a commitment there. No
money from the city of Romulus
general fundwill go toward this.”
Court officials established a
fee to pay for improvements at
the court and debt service for
future bond payments several
years ago. City Attorney Steve
Hitchcock said by the time the
court project is under construc-
tion next year, therewill be about
$750,000 in that fund to cover any
contingencies or cost overruns,
which will further protect
Romulus taxpayers.
The city also signed a memo-
randum of understanding with
the court last Monday to ensure
that the bonds will be paid for by
the court, not the taxpayers. The
agreement allows court officials
to adjust the fee schedule
throughout the year in case the
court revenues were in jeopardy
of falling short of repaying the
debt.
Makowski said she didn't
think that would happen. “They
put out a budget plan every year,
and they achieve it every year.
The risk to this is virtually none,”
she said.
