Ivory, Allison, Elaine, Diane,
Clifford, Ricky, Keith and
Milton; grand-nieces and
grand-nephews;
aunts;
uncles and cousins, and
many friends. She will also
be mourned by her extend-
ed families at Card Board

Baptist Church, Middlebelt

Baptist Sunday School,
Tabernacle

Pastor Roscoe Belton offi-
ciating.

Memorial Gardens in
Plymouth.

entrusted to the Penn
Funeral Home on Inkster
Road in Inkster.
Walter Earl McVey
Walter Earl McVey, 74, of
Roscommon, formerly of
Wayne, died Aug. 9, 2015
at Hilltop Manor Health
Care
Center
in
Roscommon.
Mr. McVey was born Feb.
14, 1941 in Dixon, ILL to
Walter Irvin and Irene
(Phillips) McVey. He
served in the U.S. Army
from Aug. 26, 1959 to Aug.
24, 1962 and achieved the
rank of SP4. He married
Regina Marie Rushlow in
Wayne on Sept. 9, 1961.
Mr. McVey worked at the
Ford Truck plant in Wayne
for 33 years, retiring in
1998. He enjoyed all out-
door activities and shared
his knowledge and skills
for many years by being
active with the Boy Scouts.
He was very pro-labor and
stayed involved in the activ-
ities of UAW Local 900. He
was a loving husband,
father and grandfather.
In 1998 he and his wife
moved to Roscommon.
Among his survivors are his
three sons, Walter McVey,
Jr. of Taylorsville, KY,
Michael
McVey
of
Mosheim, TN and Joseph
(Deborah)
McVey
of
Newport; eight grandchil-
dren, Michelle, Brittney,
Jessica, Travis, Tristen,
Tiffany, Corey and Cessli;
six great-grandchildren,
Landyn, Levi, Aiden, Noah,
Parker and Melody, and his
sister, Lois (Jim) Bale of
Delavan, IL.
Mr. McVey was preceded in
death by his wife, Regina
who died Feb. 23, 2005; a
grandson, Joshua and his
parents.
Funeral services with full
military honors for Mr.
McVey took place Aug. 12,
at Walsh Funeral Home,
Roscommon, officiated by
the Rev. Randy Brokaw.
Burial services followed at
Pioneer Cemetery also in
Roscommon. Memorials in
Walter's memory may be

Northville voters reject proposed road millage
Man charged with 12 counts of child pornography
Voters in the City of Northville
soundly rejected a millage pro-
posal to fund road repairs in the
community last week.
Voters cast 753 no votes to 367
yes votes on the proposal to add
2.25 mills to the tax rolls for the
next 15 years to fund road repairs
and maintenance in the city. The
proposal, had it been approved
by voters, would have generated
an additional $750,000 annually to
be used for road repairs, the
amount recommended by an
engineering study which deter-
mined the city needed to spend
about $1.1 million each year on
road repairs. The current mill-
age of 1.75 mills generates about
$350,000 each year toward road-
work.
The millage was defeated by
more than twice the negative
votes to those in favor of the new
tax, 67.23 percent said no while
only 32.77 percent voted yes. Only
1,122 of the 4.873 registered voters
in the City of Northville turned
out for the election. Of those, 517
chose to vote by absentee ballot.
A Plymouth Township busi-
ness owner has written to mem-
bers of the township board of
trustees demanding immediate
action regarding an overdue tax
refund.
Francisco Viola started his
Plymouth business, VersaTrans,
in 2008 with the help of the
Wayne County Land Bank-
TURBOProgram. The land bank
was established by former
County Executive Bob Ficano as
a real estate pass-through entity
to offer tax breaks and encour-
age economic development dur-
ing some lean economic times.
TURBO provides cash reim-
bursements to property owners
making significant real estate
investments in the county. The
program gives qualified owners
in the county who meet certain
requirements a 50-percent
rebate on real property taxes for
five years.
Viola, through his business
consultant JaredRodriquez, said
he's upset aftermeeting all of the
TURBO requirements, investing
$150,000 to qualify and bringing
his building up to code only to
have his final rebate arbitrarily
withheld by Plymouth Township
TreasurerRonEdwards.
Rodriquez, spokesperson for
Viola Holdings, said Friday,
“Now it's not a matter of money.
If the tables were turned and
Viola didn't pay his taxes he'd be
treated like a criminal.”
VersaTrans is a manufacturer
of custom-printed heat transfers;
a product that is often used in
the clothing industry for tag-less
labels.
Rodriquez said first check
was cut in 2010.
“Plymouth Township cuts a
check to Wayne County Land
Bank and the county reimburses
Viola. The amount is tied to the
property
assessments,”
Rodriquez said.
In a strong email dated Aug. 6
sent to township officials and
obtained by The Eagle,
Rodriquez says, “Our goal in this
communication is to gain clarity,
answers and ultimately receive
the funds owed toViolaHoldings
whichwere due in 2014.”
“Simply put, this whole
process is completely unaccept-
able and points to significant
financial mismanagement,
deceit and lack of performance
byPlymouthTownship officials.”
The letter states, “We
received a call from Treasurer
Edwards' office with information
that was proven intentionally
false. At the direction of
Treasurer Edwards, we were
told by his assistant that “a check
had been sent/released to the
Wayne County Land Bank”.
Upon further follow up with the
Land Bank, no funds had ever
been received. Attempts to seek
an explanation and truthful
answers have gone unan-
swered.”
Rodriquez says the company
is now in the process of conduct-
ing an internal audit regarding
property values.
“We're not sure we've
received everything we should
have, considering property val-
ues are now on the upswing. We
want to make sure the funds we
received were correct.”
Rodriquez said he's been
involved since 2014 and had but
one “face-to-face” meeting with
Edwards.
“Several voicemails to the
Supervisor (Shannon Price)
have gone unanswered with an
exception being a returned call
from his assistant, (Nancy
Williams),” the letter reads.
“We've taken the word of the
Treasurer….we thought he was
treating us honestly. “It's a dere-
liction of duty when it comes to
Mr. Edwards.
“When they say they've done
everything they can do-it's in the
hands of Wayne Country…It's a
lie,” Rodriquez said. “It's all
about upholding a government
commitment.”
Rodriquez said the last pay-
ment Viola received in 2013 was
less than $10,000.
James Anthony Ciccarelli, 53, a
30-year resident of Northville
Township, was arraigned
Tuesday in 35th District Court on
12 felony counts of child pornog-
raphy.
Ciccarelli, married for more
than 30 years, has two grown chil-
dren, according to police investi-
gators and led two different lives
until 3 months ago when the
Michigan State Police (ICAC)
Internet Crimes Against Children
Task Force armed with a search
warrant confiscated his computer
and cell phone.
Ciccarelli was arrested at his
Northville home at 5:30 a.m.
Tuesday and was arraigned
before Judge James Plakas. He
entered a not-guilty plea to all 12
charges including three counts
each of distributing or promoting
child sexually abusive activity,
possession of child sexually abu-
sive material, using the internet
to communicate with another to
commit a crime and using a com-
puter to commit a crime.
Northville Township Police
Detective John Huerta told the
court the crime force investiga-
tion during a 3-month period
revealed Ciccarelli had volumes
of images and videos of child sex-
ually abusive material and lewd
photographs of women taken in
stores and malls that he had cap-
tured onhis cell phone.
Southfield attorney Neil
Rockind, representing Ciccarelli,
requested bond of $10,000 or 10
percent noting that Ciccarelli had
no criminal history or police
record, no history of drug or alco-
hol abuse andwas in therapy.
“Ciccarelli could have fled
during the period of the investiga-
tion, he could have destroyed evi-
dence. Everything about his life
exudes stability,”Rockind argued.
Plakas set bond at $100,000 or
10 percent and Ciccarelli was
ordered not to have any contact
withminors, no internet usage, no
cameras, no video recorder and
limited telephone use between
himandhis attorney.
Rockind said, “There's a temp-
tation to rush to judgment. Jim's
been an upstanding member of
the community for 30 years.”
