A 36-year-old man is due back in court
today on charges he was operating a
methamphetamine manufacturing labora-
tory inWestland.
Chad DavidWicker, 36, was arrested by
Westland police July 30, during an investi-
gation of a suspicious activity at a garage
near Glenwood Road and South
WildwoodAvenue.
Police arrived at the location in the
34000 block of Decatur Court and discov-
ered the suspectedmeth lab in the garage.
Personnel in HAZMAT suits from the
Michigan State Police Methamphetamine
Response Team dismantled the laborato-
ry and assured local officials that the
scene was no longer a danger to the sur-
rounding community. Witnesses reported
seeing officers
remove what
p o l i c e
described as
“highly toxic”
and “flamma-
ble” evidence
fromthe garage.
W i c k e r ,
described at the
time by police
as a “person of
interest” in the
investigation was arrested on an outstand-
ing warrant he had with a nearby commu-
nity. Further investigation by Westland
police led to Wicker's arrest in connection
with the drug operation. While Wicker
was initially identified as a Garden City
resident, court documents refer to him as
homeless.
Wayne County Prosecutor Kym Worthy
charged Wicker with operating/maintain-
ing a methamphetamine lab, attempted
possession with intent to deliver metham-
phetamine and breaking and entering of a
buildingwith intent to commit a felony
“Methamphetamine is a very danger-
ous and highly addictive drug. The possi-
bilities for large explosions are a great
risk - especially in urban areas. The
alleged activities of this defendant that
were thwarted by witnesses and law
enforcement potentially saved many
lives,”Worthy said.
Wicker was arraigned by video Aug. 2
before 18hDistrict CourtMagistrateDavid
Wiacek. He was due back in court today
before Judge Sandra Cicirelli for a proba-
ble cause hearing. His preliminary court
examination is scheduled for Aug. 17,
before Judge Mark McConnell in 18th
District Court. Wiacek set his bond at
$250,000 cashor surety bond.

Rouge River is one of 14 “Areas of
Concern” in Michigan that were
identified in the 1980s by the
United States and Canadian gov-
ernments as having severe, long-
term environmental problems.
The design was completed under
a $57,500 Wayne County Rouge
Program Office grant and con-
struction and monitoring of the
project was completed under
GLRI funding through a NOAA
grant of $1,033,536. The project
also restored the river's natural
channel and river banks.
“The Alliance for Rouge
Communities and its 41 members
truly appreciate the Great Lakes
Restoration Initiative and
Senator Stabenow's continued
support. GLRI funding provided
through EPA and NOAA allowed
us to restore the habitat in six
areas within the Rouge River,”
said JohnO'Meara, principal engi-
neer, Alliance of Rouge
Communities.
“The Wayne Road Dam
Removal
and
Habitat
Improvement project is an excel-
lent example of river restoration
when federal, state, and local
communities work together. ARC
communities have worked togeth-
er for over 20 years to restore the
Rouge River. Senator Stabenow,
EPA, NOAA, and the GLRI allow
us to build upon our successes
and improve the quality of life
throughout Southeast Michigan,”
he added.
“Habitat restoration creates a
big return on investment,” said
Julie Sims, Great Lakes regional
coordinator, NOAA Restoration
Center. “It's more than just better
fishing-restoration projects can
improve local property values, aid
in flood control, improve access
for recreation and add jobs to the
economy.”
According to the University
Research Corridor, more than
700,000 Michigan jobs, one in five
in the state, are tied towater.
Michigan projects have
received more than $400 million
in funding fromtheGLRI since its
establishment. Michigan has an
estimated 2,850 miles of coastal
water trails as well as an estimat-
ed 1,280 miles of inland water
trails. The canoe and kayak indus-
try annually contributes $140 mil-
lion to the state economy.

the next Diamond in the Community

Jeremiah Webster receives congratulations from Mayor Susan Rowe after being
named to fill to fill the vacant term on the Wayne City Council. City officials said
about 15 letters of interest were received from residents interested in filling the
council vacancy created last month by the resignation of Richard T. Sutton IV.
Webster will serve as a member-at-large of the council until the term expires Nov.
12, 2018. All 15 interested residents were interviewed by the members of the city
council and Rowe. Webster was selected following the 12th round of voting on
the candidates. Officials said they were impressed with Webster's responses to
several questions asked of all the candidates.
