PROPOSED AMENDMENT TO THE ZONING ORDINANCE OF THE CHARTER TOWNSHIP OF CANTON, WAYNE COUNTY,
MICHIGAN.
NOTICE IS HEREBY GIVEN pursuant to Michigan Public Act 110 of 2006, of the State of Michigan, as amended, and pursuant to the
Zoning Ordinance of the Charter Township of Canton that the Planning Commission of the Charter Township of Canton will hold a
Public Hearing on Monday August 5, 2013 in the
First Floor Meeting Room of the Canton Township Administration Building, 1150
S. Canton Center Road at 7:00 p.m.
on the following proposed amendment to the Zoning Ordinance:

Lawsuit regarding Dehoco property moves forward
The lawsuit filed in Wayne
County Circuit Court by the City of
Detroit seeking the return of 190
acres of property from Plymouth
Township ismoving forward.
A status conference took place
July 5 before Circuit Court Judge
Maria Oxholm regarding the suit
brought by attorneys for the plain-
tiff, theCity of Detroit. Attorneys for
the co-defendants, Plymouth
Township and Wayne County
Treasurer Raymond Wojtowicz,
attended the court procedure.
The property in question is part
of a 323-acre plot bordered by
Napier, Five Mile, Beck and Ridge
roads that the township purchased
for about $606,150 from Wayne
County in September of 2011 as
part of a tax sale. The lawsuit
claims the property, formerly the
site of Detroit House of Corrections
or Dehoco, was erroneously seized
for back taxes by the county and
that the sale of the land is invalid
under provisions of state law.
A recording discrepancy by
Plymouth Township failed to iden-
tify the property as two separate
parcels, one of 190 acres and the
other of 133 acres. The 190-acre
parcel was owned by the City of
Detroit and the 133-acre plot was
owned by Demco 54. Property tax
assessments and notifications went
toDemco 54 on the entire 323 acres
but were never paid. Notices of
taxes due or delinquency on the
190 acres never went to the City of
Detroit, the true owner, due to the
incorrect recording in the township
assessor's office. Supervisor
Richard Reaume, by township
charter, is the chief assessing offi-
cer for the township, although the
actual assessing is done by an out-
side provider, Wayne County
Appraisals, based inWestland.
Wojtowicz has maintained that
his office acted solely on informa-
tion provided by the township and
is not, therefore, liable for any
wrongdoing in the sale.
State statutes provide the true
owner of the land the right to
reclaim the property and or seek
twice the true cash value of the
land if it is, in fact, adjudged to
have been sold in error. The two
parcels of land in question were on
the tax rolls at $8 million, with a
true cash value estimated at $16
million. The site, at one time, was
valued in excess of $30 million,
according to tax records from
PlymouthTownship.
A case evaluation conference is
scheduled for January, 2014.
Northville road work continues
State school funding plans
questioned by Northville board
Motorists will be seeing orange barrels
and some detour signs at the Eight Mile and
Center Street area inNorthville soon.
Northville officials said the joint project
with Wayne County will be under way this
month and the members of the city council
approved a budget amendment recently to
fund the Northville portion of the cost. The
roadwork will be funded by $1,465,330 from
the county and the local Northville share of
$39,428, or about 13 percent of the cost. The
city had originally budgeted only about
$20,000 for the project and the budget
amendment was necessary to fully pay the
Northville portion of the expense.
Members of the city council also unani-
mously approved the standard intergovern-
mental agreement with Wayne County
regarding the road improvements to Eight
Mile Road between Center Street and
Meadowbrook.
Most of the work will take place at the
intersection of North Center Street and
Eight Mile Road. Work will also be complet-
ed around the CSXRailroad Bridge, some of
which will extend into Northville Township,
according to city officials. Plans include
repairs to the bridge, near the intersection.
Northville Public Schools may be getting
a $5 per pupil increase in state funding, but
officials aren't spending the increase just yet.
School Board President Ken Roth
explained that the steady increases in retire-
ment costs will require most of the $35,000
increase expected from the state. The costs,
part of the Michigan Public School
EmployeesRetirement System, have risen in
Northville steadily during the past few years,
he noted at a meeting last month. Some
board members commented on what they
said was the disparity of new Proposal A leg-
islation which redirected a portion of school
tax revenues to community colleges.
Last year, the Northville district received
about $8,019 per student in state funding. In
addition to the estimated $5 per pupil
increase, the district also qualifies for $40
per student in "performance incentive" fund-
ing.
Superintendent of Schools Mary Kay
Gallagher said that this was good news, but
she, too, had concerns about the redirection
of state funding.
"This is positive news for the 2-13-14
school year. At the same time, we remain
concerned about funds being redirected
from the School Aid Fund contrary to the
intent of Proposal A, and are mindful of the
ongoing increases in retiree health and pen-
sion legacy costs that are projected," she said.
Fancy ride
It's not like any other scooter in the world. It is valued at about $50,000 and is the only
Decopod Tripod Art Deco Scooter known on Earth. The Flash Gordon like vehicle will
make a rare appearance this month at the Concours d'Elegance at the Inn at St. John's
June 28. The scooter, owned by Kevin Adell, the CEO of WADL TV, was conceived and
designed by hot rod expert Randy Grubb. The only scooter even similar is one Grubb
also designed that is now owned by Jay Leno. That one, which utilizes a Plaggio MP3
in the construction, has won international acclaim and awards for Grubb. The scooter
has appeared in episodes of Storage Wars and has been driven by millionaire Barry
Weiss also known as The Collector.
It's not unusual for low-income students
to come to class without a pencil or pen to
write, according to a local school teacher.
Plymouth Community United Way is try-
ing to make sure less fortunate children are
ready to learn by holding a Back-to-School
Supplies Drive through Friday, Aug. 23.
New socks and underwear are needed as
well.
"There are over 1600 students in the area
who could benefit from this drive," said
Marie Morrow, Plymouth Community
United Way president. "It is a good way to
help youth get ahead start inSeptember."
Morrow suggests parents purchase a few
extra school supplies while shopping for
their children.
