A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, June 27, 2017 at 1150 Canton
Center S., Canton, Michigan. Supervisor Williams called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to
the Flag.

CONSENT CALENDAR: Item C-1. Consider Approval of the Purchase of a Software Upgrade to ArcGIS for
Server Enterprise Required to Upgrade the ESRI Geographic Information System Server. (MSD)
Motion by Siegrist, sup-
ported by Foster approve the purchase of the software upgrade from Basic to Standard for ArcGIS Server Enterprise for a cost
not-to-exceed $9,000. Motion carried unanimously. Motion by Siegrist, supported by Foster to approve the following general
fund budget amendment: Increase Revenue: #101-639 (Planning Plan Reviews) by $9,000; and Increase Expenditure: #101-
853.930_0015 (Maintenance & Repair Software) by $9,000. Motion carried unanimously.
Item C-2. Consider Second Reading
of an Amendment to Repeal Canton Township Code of Ordinances Chapter 34, Article IV, Entitled “Vacant Property
Registration and Maintenance”, Sections #34-81 through #34-96. (MSD)
Motion by Siegrist, supported by Foster to remove
from the table and hold the second reading of an amendment to repeal Canton Township Code of Ordinances Chapter 34, Article
IV, entitled “Vacant Property Registration and Maintenance”, Sections #34-81 through #34-96. Motion carried unanimously.
Motion by Siegrist, supported by Foster to adopt and publish an amendment to repeal Canton Township Code of Ordinances
Chapter 34, Article IV, entitled “Vacant Property Registration and Maintenance”, Sections #34-81 through #34-96 with an effec-
tive date July7, 2017. Motion carried unanimously. (As this is a complete removal of Sections 34-81 through 34-96 there is noth-
ing to publish.)
DISCUSSION: Discussion of Tax Tribunal Counsel Interviews.
As a result of the interviews done on at the
June 20, 2017 the board discussed their individual opinions as to which firm to select. Each board member gave their impres-
sions of the candidates and offered their individual preference. All board members felt that both candidates were highly qualified
and either would do an excellent job for Canton. The preference of each board member is a follows: Trustee Anthony: Hallahan
& Associates Trustee Foster: Secrest Wardle Trustee Graham-Hudak: Secrest Wardle Clerk Siegrist: Secrest Wardle Treasurer
Slavens: Hallahan & Associates Trustee Sneideman: Secrest Wardle Supervisor Williams: Hallahan & Associates Motion by
Siegrist, supported by Sneideman that the board designate its choice of Secrest Wardle of Troy Michigan to represent the town-
ship and authorize corporate counsel to negotiate the contractual agreement for services with the firm. Motion carried unani-
mously.
GENERAL CALENDAR: Item G-1. Consider Approval of an Inter-Governmental Agreement Between Wayne
County and Canton Township for the Construction of Historic Ford Plant Pathway Trail and Authorize Budget
Amendment. (CLS)
Motion by Siegrist, supported by Sneideman approve the Intergovernmental Agreement (IGA) and further
authorize the Supervisor to sign the IGA between Wayne County and Canton Township for the Construction of Historic Ford
Plant Pathway Trail, Cherry Hill/West of Ridge – Pathway and to adopt the following resolution. Motion carried unanimously.
RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON Intergovernmental Agreement
Between Wayne County and Canton Township for the Construction of Historic Ford Plant Pathway Trail Now, therefore
be it resolved,
that Canton Township Board of Trustees does hereby approve the proposed Agreement between the Township and
County of Wayne for the construction of Historic Ford Plant Pathway Trail, Cherry Hill / west of Ridge - Pathway, and
Whereas,
the Michigan Department of Transportation will provide Transportation Alternative Program funding to the Construction Work
costs at 59.74% up to the maximum of $202,700 (as found in
Exhibit A
to this Agreement); and
Whereas,
Canton Township will
provide funding to the Construction Work costs in the estimated amount of $136,617 (which will be adjusted to reflect actual
costs), as Canton Townships’ participation to the Construction Work costs (as found in
Exhibit A
to this Agreement); and
Whereas,
upon execution of this Agreement by the Township
,
Canton Township will provide a Working Capital Advance pay-
ment to the County of Wayne in the amount of $136,617 (as found in

award a professional services contract to ARC Document Solutions for Phase 1 of the Building & Inspection Services Document
Scanning Project in an amount not-to-exceed $27,500; and further authorize the Township Supervisor sign the contract on behalf
of Canton Township. Motion carried unanimously.
Item G-7. Consider First Reading of Amendments to Appendix A- Zoning
of the Code Ordinances. (MSD)
Motion by Siegrist, supported by Slavens introduce and hold the first reading of the proposed
amendments to Sections 16.02, 17.02, 22.02, 6.02, and 6A.15 of Appendix A – Zoning of the Code of Ordinances. Motion car-
ried unanimously. Motion by Siegrist, supported by Anthony to table for consideration the proposed amendments to Sections
16.02, 17.02, 22.02, 6.02, and 6A.15 of Appendix A – Zoning of the Code of Ordinances and hold a second reading on July 11,
2017. Motion carried unanimously.
Item G-8. Consider Approval to Extend Agreement with Huron Valley Ambulance and
Approval of the Municipal Credit Agreement with Suburban Mobility Authority for Regional Transportation (SMART).
(CLS)
Motion by Siegrist, supported by Slavens to authorize a letter of acceptance to extend the Huron Valley Ambulance agree-
ment in 2018. The amount of the contract with HVA is not to exceed the annual amount of $457,736 plus the Detroit Consumer
Price Index (CPI) or 5%, whichever is less. Motion carried unanimously. Motion by Siegrist, supported by Anthony to approve
the 2017-2018 Municipal Credit Contract between SMART and the Charter Township of Canton for $88,692 and to authorize the
Township Supervisor to sign the contract on behalf of the Township. Motion carried unanimously.
Item G-9. Consider Approval
of Emergency Purchase Order for Replacement of Roof Top Unit Compressor System. (CLS)
Motion by Siegrist, support-
ed by Slavens to approve the purchase order to Bumler Mechanical, 6260 18-1/2 Mile Road, Sterling Heights, MI 48314 for
emergency replacement of compressor system for rooftop unit #7 at the Administration Building in the amount of $14,621 with
funds to be paid from Account # 246-750.970_0020 Capital Outlay Buildings & Improvements. Motion carried unanimously.
Item G-10. Consider Approval of Special Event Request for Color Fest Michigan 2017. (CLS)
Motion by Siegrist, support-
ed by Slavens to approve the special event request for Color Fest Michigan 2017 to be held at the Amphitheater in Heritage Park
on August 5, 2017. Motion carried unanimously. Trustee Sneideman questioned how the “color” is cleaned up. Director
Hohenberger explained the “color” is biodegradable.

Continuing a tradition than spans
more than two decades, Canton Township
residents can enjoy Thursday Night
Concerts.
The concert series began last week in
the Heritage Park amphitheater, spon-
sored by Canton Community Financial.
The performances, featuring a wide vari-
ety of music genres, take place from7:30-9
p.m. in the park, located adjacent to the
CantonAdministrationBuilding at 1150 S.
CantonCenterRoad.
Audience members are encouraged to
bring blankets or folding chairs for opti-
mal enjoyment on the amphitheater lawn.
Themusic is family friendly, ranging from
rock to rhythm and blues. Participants
are also encouraged to take part in week-
ly theme nights, raffles, and children's
activities. In addition, summertime food
items will be available for purchase on
site from Crusin' Custom Coneys and
Good Humor Ice Cream. Canton Leisure
Services will be collecting donation items
for Operation Care Package, a Michigan
nonprofit group that distributes items to
U.S. Troops, during concerts in July.
All concerts are free.

All criminal charges have been
dropped against James Lee Saltmarshall
in the death of his 8-month-old daughter
last April.
Saltmarshall was originally charged
with felony murder, child abuse first
degree and criminal sexual conduct first
degree in connection the April 23 death of
the baby, JaniyahSaltmarshall.
Following an extensive investigation
and based upon the June 16 report from
the Wayne County Medical Examiner, it
has been determined that the cause of
death of the child was asphyxia and the
manner of death was determined to be an
accident. Investigators have now deter-
mined that Saltmarshall and his daughter
were sleeping adjacent to each other on
an adult-sized bed at the Alpine Motel in
Inkster April 20. Upon waking
Saltmarshall found the child unrespon-
sive and called Inkster police. The child
was transported to a nearby hospital
where she died three days later, April 23.
Saltmarshall was charged prior to the
findings of the Wayne County Coroner as
to the cause of the baby's death.
Saltmarshall alleged from the beginning
of the investigation that there was no
physical damage done tohis child.
“My daughter suffocated in my arms
while I was sleeping, and while she was
sleeping. I woke up and realized that my
daughter was not breathing and the first
thing I did was call the police,” he said,
following his release on bond in April. He
told investigators that he was involved
with Child Protective Services since the
birth of the baby and had been taking her
to those offices “almost weekly.”
The mother of the child, 29-year-old
Zuleika Moreno, left the child in
Saltmarshall's carewhen she left for work,
according to previous police reports. She
is the mother of six children, two
deceased, none of whom are in her cus-
tody, according to reports. Attorneys from
the office of the Wayne County Prosecutor
moved to have the case against the 22-
year-old father dismissed on June 29, “in
the best interests of justice.'
The motion to dismiss all charges was
granted by Judge Sabrina Johnson of the
22ndDistrict Court in Inkster.
The Inkster Legends Basketball Camp
is seeking information about former stu-
dents andplayers.
President/Director of Inkster Legends
Fred Smiley said the group is hoping to
list former campers and the universities
they attended on an alumni page on the
Legends website. Including information
about whether the basketball camp alum-
ni played basketball at their respective
colleges. Smiley said the page would also
contain photos of the alumni in their col-
lege team uniforms, if the players would
submit them.
He suggested former "campers" add the
