A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, June 23, 2015 at 1150 Canton
Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance to the
Flag.

Adoption of Agenda
Motion by McLaughlin, supported by Anthony to amend the agenda to add item G-11 Consider
approval of a Special Event Permit for a Carnival to be Held at the Connection Church on Sheldon Road. Motion carried by all
members present.
Approval of Minutes
Motion by McLaughlin, supported by Williams to approve the Board Minutes of June
9, 2015 as presented. Motion carried by all members present.
Citizen’s Non-Agenda Item Comments:
George Miller, 1946
Briarfield, asked if lease on the property behind our DPW is up, has it been renewed, and if it has, how much it was renewed for
and for how long. Director Faas explained the lease is in effect for as long as the landfill needs it. The clay on the site is used
by the landfill as cover material. Director Faas did not have the exact information as to how long the lease is for. He agreed to
get back to Mr. Miller. Mr. Miller asked when Wayne County would be starting the subdivision road repair/replacement.
Supervisor LaJoy explained the township is waiting on the approval of the Intergovernmental Agreements. There is not a spe-
cific start date yet.
Payment of Bills
Motion by Williams, supported by Yack to approve payment of the bills as presented.

CONSENT CALENDAR: Item C-1. Approval of Application for One Day Special
Liquor License. (CLS)
Motion by McLaughlin, supported by Williams to authorize the sale and consumption of alcohol at
The Canton Historical Society’s “Brew, Brats & Bands at the Barn” fundraiser on Saturday, September 12, 2015; and further-
more move that the following resolution be adopted: That the Charter Township of Canton, through its duly elected officers,
make application to the MLCC for a Special License for the sale of alcohol for consumption on the premises to be in effect on
Saturday, September 12, 2015 at the Cady-Boyer Barn in Preservation Park located at 500 N. Ridge Road in Canton, Michigan,
County of Wayne and that the Township Supervisor and Clerk be authorized to sign and submit this application. Motion carried
by all members present.
Item C-2. Resolution Proclaiming July as Parks & Recreation Month. (CLS)
Motion by
McLaughlin, supported by Williams to adopt the following resolution. Motion carried by all members present.

Proclaiming July as Parks & Recreation Month WHEREAS,
the U.S. House of Representatives has designated July as Parks
and Recreation Month and recognizes that these programs are an integral part of communities throughout this country; and
WHEREAS,
parks, recreation programs, and leisure activities are vitally important to enhancing the quality of life in our com-
munity, ensuring the health of all citizens, and contributing to the economic and environmental well-being of the Township; and
WHEREAS,
Parks, Recreation and Leisure Services provide opportunities for people of all ages and abilities to live, grow, and
develop into contributing members of society and create a welcoming environment for people to come together and experience
a sense of community while increasing cultural unity; and
WHEREAS,
parks and recreation programs improve the communi-
ty’s economic prosperity through increased property values, expansion of the local tax base, the attraction and retention of busi-
nesses, and crime reduction; and
WHEREAS,
parks and natural recreation areas ensure the ecological beauty of our communi-
ty and provide a safe place for children and adults to connect with nature and engage in outdoor recreation. Natural areas improve
water quality, protect groundwater, provide vegetative buffers to develop and produce habitat for wildlife; and
WHEREAS,
Canton Township recognizes the benefits derived from parks and recreation resources that strengthen our community.
NOW,
THEREFORE, BE IT RESOLVED,
that the Canton Board of Trustees does hereby declare July as Parks and Recreation Month

Approval a new FOIA Policy and Public Summary as required by Public Act 564 of 2014. (Supv)
Motion by McLaughlin,
supported by Sneideman to approve the proposed Freedom of Information Act Policy, Procedures and Guidelines, and Written
Public Summary of FOIA Procedures and Guidelines. Motion carried by all members present. Motion by McLaughlin, sup-
ported by Sneideman to direct the new policy and summary be published and distributed as required by law. Motion carried by
all members present.
Item G-2. Consider Award of a Contract to Nagle Paving Company for 2015 Summit on the Park -
East Parking Lot Improvements. (MSD)
Motion by McLaughlin, supported by Sneideman to award a contract to the Nagle
Paving Company of Novi, Michigan and authorize the Township Supervisor to sign the contract documents for the 2015 Summit
on The Park East Parking Lot Improvements for an amount not-to-exceed $237,556.10. Motion carried by all members present.
Item G-3. Consider Award of a Contract to Bidigare Contractors, Inc. for Construction of the Fair Oaks – Suffolk Court
Water Main Replacements Project. (MSD)
Motion by McLaughlin, supported by Sneideman to award a contract to Bidigare
Contractors Incorporated of Northville, Michigan and authorize the Township Supervisor to sign the contract documents for the
2014 Fair Oaks-Suffolk Court Water Main Replacements Project in the amount of $675,060 plus a 15% contingency of $100,000
for a total amount not-to-exceed $775,060. Motion carried by all members present.
Item G-4. Consider Approval of a Budget
Amendment to the Water and Sewer Fund for Installation of a Fiber Optic Wide Area Network. (MSD & FBD)
Motion
by McLaughlin, supported by Yack to approve a budget amendment to the Water and Sewer Fund as follows: a. Increase Expense
Account #592-536.970_0050 (Water Capital Outlay Infrastructure) by $64,000 and Account #592-537.970_0050 (Sewer Capital
outlay Infrastructure) by $96,000; and b. Decrease Account #592-536.990 (Transfer to Fund Balance) by $160,000. Motion
carried by all members present.
Item G-5. Consider Request to Create and Fill a Continuing Part-time Clerical Position in
the Municipal Services Department. (MSD)
Motion by McLaughlin, supported by Williams to create and fill the position of
Continuing Part-time Clerk in the Building & Inspection Services Division of the Municipal Services Department. Motion car-
ried by all members present.
Item G-6. Consider Approval of Site Plan for Eyeglass World. (MSD)
Motion by McLaughlin,
supported by Sneideman to pass the following resolution. Motion carried by all members present.
RESOLUTION OF BOARD
OF TRUSTEES CHARTER TOWNSHIP OF CANTON Site Plan for Eyeglass World WHEREAS,
the Project Sponsor,
Mr. Dennis Krestel, has requested site plan approval for Eyeglass World to be located at the southeast corner of Ford Road and
Oakview Road, identified as tax EDP #057-99-0001-712; and,
WHEREAS,
the Planning Commission reviewed the site plan
and made a recommendation to approve the request to grant site plan approval, including the modifications summarized in the
attached written analysis and recommendation.
NOWTHEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter
Township of Canton, Michigan does hereby approve the request of the petitioner, Mr. Dennis Krestel, to approve the site plan for
the proposed Eyeglass World subject to any and all state and local development regulations and further subject to any conditions
recommended by the Planning Commission and staff, as described in the analysis and recommendation attached hereto and made
a part hereof.

Motion by McLaughlin, supported by Sneideman to approve a special event permit for a carnival at the Connection
Church to be held on July 9 th through 12 th , 2015 subject to the applicant meeting all of conditions outlined by staff. Motion car-
ried by all members present.
Item G-7. Approve IT Services – Township Email Upgrade (FBD)
Motion by McLaughlin, sup-
ported by Sneideman to approve the moving of Township email services from on premise to a hosted solution and to approve a
purchase order not to exceed the amount of $59,000 to CDWg for Microsoft Office 365 Exchange licensing and professional
services provided for this upgrade. Motion carried by all members present.
Item G-8. Approve IT Services – Firewall
Platform Upgrade. (FBD)
Motion by McLaughlin, supported by Sneideman to approve purchase of new firewall equipment,
software, support and professional services from CDWg in an amount not to exceed $65,826. Motion carried by all members
present.
Item G-9. Award Three (3) Housing Rehabilitation Contracts. (FBD)
Motion by McLaughlin, supported by
Sneideman to award the contract for a housing rehabilitation at xxxx Briarfield to Stratton Home Improvement in the amount of
$21,450 plus a contingency of $2,145 for a purchase order total of $23,595. Motion carried by all members present. Motion by
McLaughlin, supported by Sneideman to award the contract for a housing rehabilitation at xxxx Hanford to Pranam Global Tech
in the amount of $12,550 plus a contingency of $3,505 for a purchase order total of $16,055. Motion carried by all members
present. Motion by McLaughlin, supported by Sneideman to award the contract for a housing rehabilitation at xxxx Ridge Rd
to Stratton Home Improvement in the amount of $24,800 plus a contingency of $200 for a purchase order total of $25,000 Motion
carried by all members present.
Item G-10. Approve Consultant for the CDBG Consolidated Plan, 2016 Annual Plan and
the Analysis of Impediments to Fair Housing Choice. (FBD)
Motion by McLaughlin, supported by Williams to award the
contract for the CDBG 5 Year Consolidated Plan, Annual Action Plan and the Analysis of Impediments to Fair Housing to Wade
Trim in the amount of $35,000. Motion carried by all members present.

Director Bilbrey-Honsowetz thanked every department within the township for their support during the 2015 Liberty
Fest. Trustee Yack commented on the progress being made at the factory site in Cherry Hill Village. The building are coming
down and the site is showing development.

Lions Club presents annual scholarship award
Nathan Harris was recently
awarded a $2,000 scholarship
from the Canton Lions Club to
helpwithhis college education.
Each year, the Lions Club pro-
vides two scholarships for
tuition, books or campus housing
to a high school student entering
an accredited trade or business
school, college or university.
Harris, 19, a graduate of
Plymouth High School, will be
attending Concordia University
in Ann Arbor this fall pursuing a
degree in business and market-
ing. He will also be continuing
his soccer and track participa-
tion at Concordia. He achieved
All State honors in track last year
for a 61/2 foot jump. Harris is
also a member of DECA, Inc., a
group that prepares emerging
leaders and entrepreneurs in
high school and college to com-
plete in the business world.
Harris competed at the state
level of DECA in product design.
He is the son of David and Dana
Harris.
In awarding the Lions Club
scholarships, preference is given
to applicants who are sight or
hearing challenged. Harris has a
genetic hearing loss.
Lions Club President Robert
Boyer said the club hopes to sup-
port youthwhenever possible.
“Nathan Harris represents
the best of the youth and we are
extremely proud of what Nathan
has accomplished in his acade-
my endeavors. I think his future
will be bright and he will lead
others in and out of college to
seek their full potential,” Boyer
said during the presentation of
the scholarship at Rose's
Restaurant inCanton last month.
The ceremony was attended by
Harris' parents and siblings,
Andrew, Tyler andKathryn.
The Canton Lions club is
made up of diverse people who
meet on the fourth Monday of
themonth to assist those less for-
tunate in the community. For

Members of the Van Buren Public
Schools Board of Education were asked
to justify and explain the resignation of
eight new teachers and a popular school
principal during a crowded meeting ear-
lier thismonth.
Parents demanded that board mem-
bers answer questions about morale
among teachers in the district and offer
an explanation for the resignation of
Kelly Villa, the former principal of
Savage Elementary School. Villa had
beenwith the district for 19 years prior to
her resignation. Parents also questioned
the abrupt departures of eight teachers
who had only been with the district for
one or two years.
One board member, Sherry Frazier,
suggested that Villa's resignation was an
effort to draw attention to the poor
morale among district teachers.
Parents asked the board members for
exit interviews with Villa to determine
the reason for her departure. Frazier
said that she not seen any recent exit
interviews with departing employees
although she had requested such infor-
mation. Board President Brent Mikulski
told Frazier and the audience that the
administration office does keep records
of the reasons employees leave the dis-
trict.
The question of potential or ongoing
employee lawsuits was broached by
attorney Barbara Miller, a former mem-
ber of the school board. She asked for a
copy of the district policy regarding
informing boardmembers of lawsuits.
One parent, Richard Rytman, suggest-
ed a professional survey of teachers dur-
ingwhich they could answer anonymous-
ly regarding conditions and morale of
educators in the district. Rytman said
that hewould personally fund such a sur-
vey to provide the information necessary
to make changes to improve morale. He
claimed that there is a serious discrepan-
cy between what Superintendent of
Schools Michael Van Tassel and the
members of the board are telling the
public regarding conditions in the dis-
trict and actual records. Rytman said that
a 2014 report that rated the Van Buren
Public School in the bottom 27th per-
centile in the state.
“What does this do for my home
value?” he asked the board. He added
that the lowmorale of teachers is impact-
ing the quality of education students in
the district receive.
Jane Champagne, the parent of a 7-
year-old who attends Savage Elementary
School, said she was pleased with the
education her daughter was receiving
but that she felt it was possible families
would leave the district as a result of the
resignation of Villa.
Champagne read a letter to the board
from parents in the Gifted and Talented
program at the school asking for an
investigation by the board members into
the reasons so many teachers are resign-
ing. She also endorsed the survey
Rytman suggested.
Mikulski suggested that the issue
could be discussed at the next study ses-
sion of the board scheduled in August.
He said this would give the board time to
collect information.
Frazier was not satisfied with his sug-
gestion, however, and said she felt the
board was minimizing staff morale. She
suggested the board members take some
action at the Julymeeting.
“How many people to we have to
lose?” she asked. “She's (Villa) a coura-
geous lady who wanted to bring the focus
to the point.”
