Road projects planned in city this spring
Belleville commissioners
interview job applicants
Romulus officials have some good
news and bad news for motorists. The
good news is that four comprehensive
construction projects will be under way
in the city this summer. The bad news?
Four major construction projects will be
ongoing inRomulus this summer.
The planned construction includes a
water main installation on Pennsylvania
Road fromWahrman east toWayneRoad.
A new water main will be installed to
improve the pressure distribution in the
southern area of the city. The project will
begin this week and, depending on the
weather, be complete by mid-June. Only
minor traffic impact is expected.
The project is being funded through
the citywater and sewer funds.
A second water main installation and
road resurfacing is scheduled for
Wickham Road from Wick Road north to
Merriman Road. This project will begin
later this month and should be complete
by July 15.
The project includes the installation of
a new water main to provide redundant
service to the hotel district which is cur-
rently serviced by only one water main.
This project will include a resurfacing of
the roadway in the area.
Wickham Road will be open to traffic
throughout the construction.
The City of Romulus water and sewer
funds will be used for the water main
while the resurfacing will be funded by
federal aid through the State of
Michigan.
An 8-inch water main in Middlebelt
Road green space from Goddard Road
north to Wick Road will be abandoned
during a project planned to begin this
week and complete by June 15.
During the work, the current services
will be transferred to an available 24-inch
water main and the current 8-inch water
main will be grouted in place. This proj-
ect, too, is funded by the water and sewer
funds of the city.
There should be no impact on traffic
in the area during this project.
Another water main installation and
road reconstruction will take place on
Wick Road from 1,500 feet west of Vining
Road to 2,500 feet east of ViningRoad.
This is a 48-inch water main installa-
tion andWickRoadwill be reconstructed
into a boulevard section of roadway. The
boulevard section will be continued
through theViningRoad intersection and
the traffic signal at Vining Road will be
upgraded andmodernized.
These enhancements will allow for
improved traffic flow from the I-94 Vining
Road exit into the Vining and Smith road
corridor. The project, according to offi-
cials, is critical to allow future develop-
ment of the property northofWickRoad.
Construction is set to begin at the end
of the month and should be complete by
lateNovember this year.
During construction, Wick Road from
Lisa Street to 2,500 feet east of Vining
Road will be closed to through traffic.
Signswill be placed in the area about two
weeks in advance of the project to notify
motorists of the impending closure, offi-
cials said.
Adetour planwill be in place through-
out the construction.
The city partnered with the Great
Lakes Water Authority (GLWA) on the
project. Funds for the roadway portion of
the project will come through the Tax
Increment Finance Authority district in
place. The water main costs will be paid
byGLWA.

3A. Petitioner: PC-2014-005, D & G Conditional Rezoning (11651 Hannan Road).
Nino DiDomenico, representative of D & G Building Company located at 11651 Hannan Road, explained that
there was a conditional rezoning of the portion of the property at the southeast corner of Northline and Hannan
Roads from M-1 to M-2, and he is requesting Council to approve the extension of the conditional rezoning.
Discussion: Councilman Wadsworth asked if the request was just to keep the same zoning with nothing
else going on for future development. Mr. DiDomenico answered, yes.

Chairperson Barden wished the City Clerk a happy birthday. The Chair announced the two public hearings that
were held before the regular council meeting - 6:00 p.m., Public Hearing on the Proposed Projects for
Community Development Block Grant (CDBG) Program and 6:30 p.m., Public Hearing on the Proposed FY
2016/2017 City Budget.; The Chair recognized Councilwoman Choate, who asked for a birthday resolution for
Ronald McClelland’s 70 th birthday; The Chair recognized Councilwoman Abdo who requested a motion to trans-
fer Community Development Block Grant job allocations for FY 14/15 and 15/16 to a new project, the property
purchase for the expansion of the Historical Park; The Chair recognized Councilman Wadsworth who requested
a memorial resolution for Richard Evans who passed away on May 1 st .; The Chair recognized Councilwoman
Roscoe who asked for a resolution to congratulate Ronnie Brown, a 2005 Romulus High School graduate and
valedictorian, on being awarded “Teacher of the Year.” Ronnie is a math teacher at Taylor Preparatory High
School.

new polling location and move Precinct 5 from City Hall, located at 11111 Wayne Road to the Romulus Senior
Center, located at 36525 Bibbins Road, Romulus, MI 48174.
Discussion: Councilwoman Abdo asked the Clerk to explain the reasons for moving the polling location and
asked if there would be any financial expenses to the city. Clerk Bragg responded that the only costs would be
mailing costs, which were already budgeted for; Mayor Burcroff asked the Clerk to explain the notification
process for the general public. Clerk Bragg responded that every voter in Precinct 5 will receive a new voter reg-
istration card along with a notice, notifying the residents of the polling location change. The city’s website and
newsletter will also be utilized to notify residents of the polling location change;Chairperson Barden comment-
ed that residents wouldn’t have to go around the Library and thought moving the polling location was a good
move.

A resident voiced their concerns regarding changing the polling location right before an election.
8. Unfinished Business:
Councilman Wadsworth shared an email that Council and Mayor Burcroff received from a Romulus resident
regarding a house on Meadow Court. They were very pleased and wanted to thank the Mayor, the Ordinance
and Building Departments and all those that were involved in solving the problem. They said that it gave them
hope back in the community. Councilman Wadsworth shared a story regarding a Huron Township firetruck that
was stopped at the train track on Sibley Road and couldn’t reach the fire in time to save a house. When Bill
Oakley was Mayor, an attempt was made to get involved with building a bridge on Pennsylvania Road.
Councilman Wadsworth asked the Mayor if the City could start that process again and suggested that council
adopt a resolution for the administration to pursue looking into the project and that copies be sent to Huron
Township, the County Commissioner and all the elected State Officials. Mayor Burcroff gave some background
on why the project didn’t take place during that time and said he would be happy to pursue it again;
Councilwoman Abdo mentioned that at one time there was talk about DPW putting up signs by the railroad
tracks. Mayor Burcroff commented that Wayne County would not allow them to put up the signs and CSX did
not want the signs on their property.; Clerk Bragg responded to the residents concern regarding moving the
polling location before an election. Mayor Burcroff also commented that the Election Committee feels the
Senior Center is more accommodating. Councilwoman Makowski commented that with ADA Compliance, it is
not a want, but a need, we don’t have a choice. Clerk Bragg added that we get grant money from the State to help
insure we are in compliance.

into the Pennsylvania Road Project. (In 1999 and 2000, City Council adopted resolutions to send to CSX
Railroad regarding the long periods of wait time at the Pennsylvania Road railroad crossing between I 275 and
Huron River Drive, which was referred to as the Pennsylvania Road Project. Recently, this crossing was blocked
for more than 20 minutes due to the loading of new cars onto flatbeds to be transported from the automotive com-
panies. During this delay at the railroad crossing, there was a house fire in Huron Township and certain fire per-
sonnel were not able to get to the fire because of the stopped train at the crossing. The house ultimately burned
to the ground.)

Councilman Wadsworth announced the Romulus Animal Shelter Bowl-A-Thon on May 13 th , and there are still
a few spots left.; Councilman Crout wished everyone who has a birthday in the month of May and Roger Kadau
a happy birthday. Clerk Bragg announced that Mayor Burcroff also has a birthday in the month of May.

Douglas Dalton and Jacqueline
Schank-Ulch, the only two sitting mem-
bers of the Belleville Civil Service
Commission, met last month for the first
time to interview candidates for positions
with the police department and as the
newcity clerk/treasurer.
Following the interviews, the two sub-
mitted their comments recommendations
to Police Chief Hal Berriman and City
ManagerDianaKollmeyer.
The Civil Service Commission has
been a subject of controversy since the
then three-member commission voted to
support an employee appeal requiring
the city to adhere to the Civil Service
Commission handbook rules regarding
payment of health care premiums for
retirees. Those three commissioners, Don
Bluhm, Roy Acho and Mike Loria, either
resigned from or were not reappointed to
their posts. Mayor Kerreen Conley had
refused to appoint members to the com-
mission and attempted to have it disband-
ed with a ballot question permitting a
change in the city charter. That measure
was turneddownby voters in 2014.
Conley had not appointed any mem-
bers to the commissionuntil late last year,
when she named Dalton and Schank-
Ulch to the three-member body. The third
post remains unfilled.
The two interviewed five applicants
for the one full-time and two part-time
positions with the police department.
The five interviewed included Craig
Lewis of Wayne, currently with the
Adrian Police Department; Nathan
Collins of Livonia, who is unemployed
after earning a degree in criminal justice
last August; Sean Templeton of Garden
City, a four-year veteran of the U.S.
Marines who served in Iraq and
Afghanistan and is currently employed
with the Highland Park Police
Department; Chris Herrick of Belleville
who worked in Belleville previously
before joining the Van Buren Township
Police where he resigned last year and
David McKeon of Canton Township who
earned a degree in public safety adminis-
tration, criminal justice and business. He
has worked with eight other police
departments.
The hiring decision will now be made
byBerriman.
The three candidates seeking to
become city clerk/treasurer included
Patricia Loder of Milfordwhowas deputy
city clerk in Novi for 12 years; Sherri
Scharf of North Carolina who serves as
executive assistant to theAikenTownship
manager and Nada Kattula who has
worked for a Certified Public Accountant
firmfor 26 years.
The position will become available
upon the upcoming retirement of Lisa
Long.
