cent of the population is African American
and 53 percent is female, was 27.7 percent,

Man arrested in threat
of explosives at city hall
Police are not releasing the name of
the man who took a Westland City Hall
employee hostage Monday, threatening to
detonate 6 pounds of explosives.
The employee managed to escape
from the man, who entered the building
at about 12:19 p.m., demanding to see the
mayor. He said he had served in the U.S.
military, was a former Westland resident
and would detonate the explosives if his
demandswere notmet.
Mayor WilliamWild, like most city offi-
cials, was attending the funeral of fallen
Westland firefighterBrianWoehlke.
Police responded, shutting down Ford
Road, parts of Marquette Street and
Taylor Towers. John Glenn High School
was also put on lockdown.
Police negotiators managed to con-
vince the man to surrender but said that
he did not sound rational. Negotiators
convinced the man to remove all his
clothing before exiting the building to
ensure that he did not, in fact, have any
explosives orweapons.
There were about 25 people in City
Hall when the situation developed and
all were safety evacuated, police said.
Following the suspect's surrender,
police conducted a sweep of the entire
building searching for any explosives.
Reportedly, employees' cars were also
examined for potential explosive devices.
Police withdrew from the scene at
about 4 p.m.
The man remains in custody pending
charges, which were undetermined at
press time.
