Charter Township of Canton Board Proceedings – February 24, 2015
A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, February 23, 2015 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance
to the Flag.
Roll Call
Members Present: Anthony, Bennett, LaJoy, McLaughlin, Sneideman, Yack Members Absent: Williams

Adoption of Agenda
Motion by Yack, supported by Anthony to approve the agenda as presented. Motion carried
by all members present.
Approval of Minutes:
Motion by Bennett, supported by McLaughlin to approve the Board Minutes of
February 10, 2015 as presented. Motion carried by all members present.
Citizen’s Non-Agenda Item Comments:
George
Miller, 1946 Briarfield, commented if there is a grievance at Public Safety the protocol is to respond to the person filing it. He
stated his complaints have not been addressed. He presented Supervisor LaJoy with the list of his concerns. Mr. Miller asked
what the $140.00 solid waste collection fee is used for. Supervisor LaJoy replied this is used to cover all associated fees for trash
pick-up. Treasurer McLaughlin explained the monies are segregated into a separate account and then paid directly to CWR to
cover part of our trash pick-up contract monthly payments. This fee is specifically earmarked for trash only. State
Representative, Kristy Pagan, introduced herself to the board and offered her services to the community. She is currently serv-
ing on the Appropriations Committee, Department of Community Health sub-committee and her top priority is Education. If the
township has concerns associated with these categories, please contact her. She is also a member of Government Oversight and
Ethics Committee. She presented an issue a resident brought to her attention. The resident lives on a street that has been labeled
with the incorrect name. Director Faas agreed to work with her to remedy this.

OLUTION APPROVING APPLICATION OF GREENFIELD DIE & MANUFACTURING CORPORATION INDUS-
TRIAL FACILITIES EXEMPTION CERTIFICATE FOR REAL PROPERTY
WHEREAS, pursuant to P.A. 198 of 1974,
M.C.L. 207.551 et seq., after a duly noticed public hearing held on May 3, 1983, this Canton Board of Trustees by resolution
established Northeast Canton Industrial Development District; and WHEREAS, the Charter Township of Canton approved an
application from Greenfield Die and Manufacturing requesting an Industrial Facilities Exemption Certificate for real property
investments located at 7295 Haggerty; and WHEREAS, Greenfield Die and Manufacturing has filed an application for an
Industrial Facilities Exemption Certificate with respect to real property in the amount of $1,100,000 located within the Northeast
Canton Industrial Development; and WHEREAS, before acting on said application, the Charter Township of Canton held a hear-
ing on February 24, 2015 at the Canton Administration Building, in Canton, at 7 p.m., at which hearing the applicant, the Assessor
and a representative of the affected taxing units were given written notice and were afforded an opportunity to be heard on said
application; and WHEREAS, Greenfield Die and Manufacturing has substantially met all the requirements under Public Act 198
of 1974 for the Industrial Facilities Exemption Certificate; and WHEREAS, the aggregate SEV of real and personal property
exempt from ad valorem taxes within the Charter Township of Canton, after granting this certificate, will not exceed 5% of an
amount equal to the sum of the SEV of the unit, plus the SEV of personal and real property thus exempted; and NOW, THERE-
FORE, BE IT RESOLVED BY the Board of Trustees of the Charter Township of Canton that: The Canton Board of Trustees
finds and determines that the granting of an Industrial Facilities Exemption Certificate considered together with the aggregate
amount of certificates previously granted and currently in force under Act No. 198 of the Public Acts of 1974 and Act No. 255
of the Public Acts of 1978, shall not have the effect of substantially impeding the operation of Charter Township of Canton, or
impairing the financial soundness of a taxing unit which levies ad valorem property taxes in Charter Township of Canton. The

RESOLUTION
APPROVING APPLICATION OF POOF-SLINKY, LLC INDUSTRIAL FACILITIES EXEMPTION CERTIFICATE
FOR REALAND PERSONAL PROPERTY
WHEREAS, pursuant to P.A. 198 of 1974, M.C.L. 207.551 et seq., after a duly
noticed public hearing held on July 14, 1987, this Canton Board of Trustees by resolution established Canton International
Commerce Park Industrial Development District; and WHEREAS, the Charter Township of Canton approved an application
from Poof-Slinky, LLC requesting an Industrial Facilities Exemption Certificate for real and personal property investments locat-
ed at 4280 South Haggerty; and WHEREAS, Poof-Slinky, LLC has filed an application for an Industrial Facilities Exemption
Certificate with respect to real and personal property in the amount of $1,469,415 located within the Canton International
Commerce Park Industrial Development District; and WHEREAS, before acting on said application, the Charter Township of
Canton held a hearing on February 24, 2015 at the Canton Administration Building, in Canton, at 7 p.m., at which hearing the

Motion by Bennett, supported by Sneideman to approve the purchase of a three (3) year sub-
scription to Microsoft Server 2012 Software with Software Assurance for an amount not to exceed $45,250. Motion carried by

Item G-3. Consider Approval of Haggerty Road Parcel Transfer to WTUA (MSD)
Motion by Bennett,
supported by Sneideman to authorize the Township Supervisor to sign the warranty deed for the transfer of the 6.62 acre Haggerty
Road parcel on behalf of Canton Township. Motion carried by all members present.

Purchase of Spin Bikes (CLS)
Motion by Bennett, supported by McLaughlin to authorize a transfer of $4,224 from Health and
Wellness Program Activity Supplies #208-757-60.742 to the Community Center Fund Capital Outlay Buildings and
Improvements #208-757-50.970_0020. Motion carried by all members present. Motion by Bennett, supported by Sneideman to
authorize the purchase of 16 spin bikes from Direct Fitness Solutions, 600 Tower Road, Mundelein, IL 60060 in the amount of

Item G-5. Consider Authorization of a Mower Purchase for the Parks
Division (CLS)
Motion by Bennett, supported by McLaughlin to authorize the purchase of a Hustler-Built zero turn riding
mower in the amount of $9,939.36 from Mark’s Outdoor Power Equipment, 16959 Northville Road, Northville, MI 48168 with
funds coming from Budget Account 101-270-50.970_0030 Capital Outlay Machinery and Equipment. Motion carried by all
members present.
Item G-6. Consider Approval of Security Enhancement for the Administration Building (CLS)

by Bennett, supported by McLaughlin to authorize the installation of three new card access readers for doors in the
Administration Building from Interstate Security, 51233 Oro Drive, Shelby Township, Michigan 48315 in the amount of $6,420

Item G-7. Consider Request to Purchase (6) Dell OptiPlex 7010MT Computers (PSD)

by Sneideman to approve the purchase of six Dell OptiPlex 7101MT computers from Dell, in the amount of $5,845.20, utilizing
funds budgeted in the 2015 Police Capital Outlay Computers account. Motion carried by all members present.

Consider Purchasing In-Car Camera DVR Upgrade Kit (PSD)
Motion by Bennett, supported by McLaughlin to approve the
purchase of (25) Flashback3 DVR/cameras, including all operating accessories, antennas, charging stations, installation, and (10)
additional mic-packs (for replacement purposes) in the amount of $65,550, from L3 Mobile-Vision, Inc., with funds budgeted in
the 2015 Police Capital Outlay Computers & Equipment Account. Motion carried by all members present.
Item G-9. Consider
Approving the Purchase of (10) Taser X26P Units (PSD)
Motion by Bennett, supported by Yack to waive the bidding process
and approve the purchase of (10) Taser X26P units and accessories from Michigan Taser Distributing, 10422 Londonderry, South
Lyon, Michigan, in the amount of $12,985, utilizing budgeted drug forfeiture funds. Motion carried by all members present.
Item G-10. ConsiderApproving a One-Year Lease of (3) Harley Davidson Motorcycles (PSD)
Motion by Bennett, supported
by Anthony to approve a one-year lease of three Harley Davidson motorcycles in the amount of $6,000 from Town & Country

Item G-11. Budget Amendments for the Carryover of
FY 2014 Open Purchase Orders to FY 2015 (FBD)
Motion by Bennett, supported by McLaughlin to approve the following
2015 budget amendment increases for purchase order commitments carried over from 2014: General Fund (101) increase of
$33,259; Police Fund (207) increase of $18,092; Community Improvement Fund (246) increase of $171,615; NSP Fund (276)
increase of $625,587; Capital Projects (401) increase of $30,716; Capital Projects-Water & Sewer (402) increase of $277,357;

Trustee Sneideman commented on Friday, March 6,
2015 at 7:00 p.m. the Partnership for the Arts is holding their fund raiser at the Village Theater. Ticket Prices are $35/person.

ing hors d’oeuvres. On Saturday, March 7, 2015 from 6:30 p.m. to 11:30 p.m. the Canton Community Foundation is holding
their fundraiser at the Henry Ford Museum 20900 Oakwood Blvd., Dearborn, MI 48124. Ticket Prices: $175/person;

Mistrial declared in HalloWayne fraud case
Library director to retire
A mistrial was declared last
Wednesday in the trial of Wayne
resident Christopher Sanders,
46, accused of identity theft in
circumstances surrounding prize
money in the HalloWayne event
two years ago.
Wayne County Circuit Court
Judge Alexis Glendening was
notified by members of the jury
Wednesday that they were hope-
lessly deadlocked after two days
of deliberations in the case
against Sanders. Sanders is
accused of signing the name of
Mike Spence to a check for
$1,000, the prize in the pumpkin
carving contest during the 2013
HalloWayne event and deposit-
ing the money in his own person-
al checking account.
Spence testified during the
preliminary hearing on the case
that he did not enter the contest.
Sanders was originally accused
of multiple felonies in the inci-
dent, including, larceny by con-
version, embezzlement as an
agent or trustee and embezzle-
ment from a nonprofit charitable
organization, but all were dis-
missed by Garden City District
Court Judge Richard Hammer
during the preliminary hearing.
“It was truly a humbling expe-
rience to have my freedom in the
hands of 12 strangers who knew
nothing about me other than
from the evidence and argu-
ments in court,” Sanders said in
a prepared statement.
He added that he did not
know if the prosecution would
re-try the case, but that, “that cer-
tainly is their right.”
“The entire experience had
been psychologically exhausting
and physically disruptive to my
life. This has been a long and
grueling experience for me and I
need to thank all the people who
have expressed their support
and belief in me during this
time,” he added.
Sanders said that a polling of
the jury after the mistrial was
declared found that 10 members
believed he was not guilty of the
charge, one remained undecided
and another was adamantly con-
vinced of his guilt.
“To be faced with the entire
court procedure again is distress-
ing but I remain confident that
ultimately I will be exonerated
by an impartial jury made aware
of all the facts in this situation,”
Sanders said of the possible
retrial on the charge.
After 28 years, the Belleville Area
District Librarywill have a newdirector.
Current Library Director Debra Green
submitted her letter of resignation to the
Belleville Area District Library Board
last month. She will officially retire May
15.
Board Chairwoman Mary Jane
Dawson announced Green's plans recent-
ly noting that Green was initially the
director of the Fred C. Fischer Library
within the Wayne County Library System
and then as the director of the Belleville
Area District Library. During Green's
tenure, Dawson said, the size of the build-
ing tripled, the circulation and usage of
the library collection and services
quadrupled, the library became automat-
ed, and the internet was made available
to the community.
“On behalf of the Belleville Area
District Library Board, I would like to
publicly thank Ms. Green for her out-
standing work as the director of the
library, as well as commend her for the
devotion and commitment she has
unselfishly given to the tri-community for
so many years. We wish her the very best
as she begins her retirement,” Dawson
said.
Green is planning a trip with seven
family members to Lyon, France for the
Race Walking Masters Championship in
which some of her family members are
competing.
The family did that in Italy and Spain
in the past and, “Iwasworking,” she said.
Green said the library is in good hands
with the current staff, all of whom she
hired.
