A regular meeting of the Board of Trustees of the Charter Township of Canton was held Tuesday, January 12, 2016 at 1150
Canton Center S., Canton, Michigan. Supervisor LaJoy called the meeting to order at 7:00 p.m. and led the Pledge of Allegiance
to the Flag.

Motion by Bennett, supported by Anthony to approve the agenda as presented. Motion carried by all members present.
Approval of Minutes
Motion by Bennett, supported by Williams to approve the Board Minutes of December 8, 2015 as pre-
sented. Motion carried by all members present.
Citizen’s Non-Agenda Item Comments:
George Miller, 1946 Briarfield, asked
about a citation issued to him regarding a “barking dog”. Supervisor LaJoy explained to Mr. Miller this matter is being handled
by Mr. Miller’s attorney.
Payment of Bills
Motion by Bennett, supported by Williams to approve payment of the bills as pre-
sented. Motion carried by all members present.
CONSENT CALENDAR: Item C-1. Establishment and Use of “Receiving
Boards” in the 2016 Elections. (Clerk)
Motion by Bennett, supported by Sneideman to adopt the following resolution estab-
lishing the use of one or more “Receiving Boards” to administer any 2016 elections scheduled in the Charter Township of Canton.
Motion carried by all members present.
RESOLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CAN-
TON RESOLUTION APPROVING USE OF “RECEIVING BOARDS” IN THE CHARTER TOWNSHIP OF CANTON
WHEREAS,
MCL.168.679(a) provides the legislative body of a city, township, or village may, by resolution, provide that at an
election at which the ballots are counted and certified at the precinct, 1 or more additional boards of election inspectors be
appointed to serve as receiving boards.
WHEREAS,
For a precinct having receiving boards, the board of election commission-
ers shall appoint a receiving board consisting of 2 or more election inspectors, with an equal number from each major political
party, and shall appoint an equal number of election inspectors from each major political party, and not less than 2 election inspec-
tors in a precinct, representing each of the major political parties, shall deliver to the receiving board for that precinct a sealed
ballot container containing the voted ballots in a separate sealed envelope; the poll book and statement of returns.
WHEREAS,
The poll book and statement of returns may be enclosed in a single sealed envelope and the receiving board shall open the sealed
envelope and review the poll book and statement of returns to determine both of the following: (a) That the ballot container is
properly sealed and the seal number is properly recorded in the poll book and the statement of returns. If the ballot container is
not properly sealed or there is a discrepancy with the seal number recorded in the poll book or the statement of returns, the elec-
tion inspectors who delivered the ballot container and the receiving board shall together take the necessary steps to correct the
discrepancy. The election inspectors and the receiving board shall note the discrepancy and note the corrective action in the
remarks section of the poll book and all shall sign the notation. (b) That the number of individuals voting recorded in the poll
book equals the number of ballots issued to electors, as shown by the statement of returns. If the number of individuals voting
as shown by the poll book does not equal the number of ballots counted as shown by the statement of returns, and if an expla-
nation of the discrepancy has not been noted in the poll book, the receiving board shall ask the election inspectors about the dis-
crepancy, note the explanation in the poll book, and all shall sign the notation.
WHEREAS,
if the poll book or statement of
returns has been erroneously sealed in the ballot container, the election inspectors may open the ballot container and remove the
poll book or statement of returns. The elections inspectors and receiving board shall note the corrective action in the remarks sec-
tion of the poll book and all shall sign the notation before placing the poll book or statement of returns in a separate sealed enve-
lope. If the statement of returns was sealed in the ballot container and the poll book was sealed in an envelope, the poll book shall
be removed from the sealed envelope for the notation of corrective action to be recorded before placing the poll book and state-
ment of returns in a sealed envelope. The receiving board shall notify the clerk of the board of canvassers responsible for can-
vassing all or a portion of the election of the corrective action taken.
WHEREAS,
when the receiving board has completed the
review under subsection (3), the receiving board shall place the poll book and statement of returns in the appropriate envelope,
sealed with a red paper seal and initialed by the receiving board.
NOW, THEREFORE, BE IT RESOLVED
that the Charter
Township of Canton elects to use “receiving board in all elections scheduled in 2016 as provided in MCL. 168.679(a).

set the Public Hearing date for February 23, 2016 to consider a “Class C” Liquor License for Busch’s, Inc., 225 S. Canton Center
Road, Canton, Michigan, 48188, Canton Township, Wayne County.. Motion carried by all members present.
Item C-3.
Authorization to Pay Bills when no regular Board Meeting is scheduled. (FBD)
Motion by Bennett, supported by
Sneideman to authorize the payment of the Township’s bills as normally scheduled, subject to prior review by the Clerk and
Treasurer, when no regular Board Meeting is scheduled. Motion carried by all members present.
Item C-4. Approve CDBG
Housing Rehab Change Order. (FBD)
Motion by Bennett, supported by Sneideman to approve the change order for Stratton
Home Improvement in the amount of $3,580 for a housing rehabilitation at Cather Dr. Motion carried by all members present.
Item C-5. Re-appointments to the Commission for Culture, Arts & Heritage. (CLS)
Motion by Bennett, supported by
Sneideman to approve the re-appointments of Darian Moore, Herb Scott and Donald Soenen to the Commission for Culture, Arts
& Heritage for a three-year term to expire December 31, 2018. Motion carried by all members present.
Item C-6. Consider
Authorizing the Township Clerk to Sign the Annual MDOT Permit for 2016. (MSD
Motion by Bennett, supported by
Sneideman to approve the Township Clerk as the designated officer to execute the 2016 Annual Permit for Underground Utility
Operations within the Michigan Department of Transportation right-of way. Motion carried by all members present.
Item C-7.
Consider Approving the Resolutions for Three (3) Annual Permits and Authorizing the Township Clerk’s Signature for
Work within the Wayne County Right-of-Way during 2016. (MSD)
Motion carried by all members present. Motion by
Bennett, supported by Sneideman to approve Resolution 1; Permit A-16038 allowing for routine maintenance of sanitary sewers
and water mains including inspection and repair, along with dust palliative applications, sidewalk repair and replacement, to
authorize the Township Clerk as the designated officer to sign the 2016 Annual Permit for Wayne County Department of Public
Services once received from Wayne County. Motion carried by all members present. Motion by Bennett, supported by
Sneideman to approve Resolution 2; Permit A-16093 allowing the township to occupy the right-of-way for pavement repair and
restoration in 2016, and authorize the Township Clerk as the designated officer to sign the 2016 Annual Permit for Wayne County
Department of Public Services once received from Wayne County. Motion carried by all members present. Motion by Bennett,
supported by Sneideman to approve resolution 3; Permit A-16081 allowing the township to perform Special Events which tem-
porarily occupy the Wayne County Road right-of-way in 2016, and authorize the Township Clerk as the designated officer to sign
the 2016 Annual Permit for Wayne County Department of Public Services once received from Wayne County. Motion carried
by all members present.
Item C-8. Consider Purchase of Water Meters and Metering Control Devices for 2016. (MSD)
Motion by Bennett, supported by Sneideman to accept the quote from Etna Supply Company and approve a purchase order not
to exceed $604,172.00 and authorize the Public Works Division to purchase the necessary meter equipment and supplies. I fur-
ther move to waive the Finance Purchasing Policy requiring formal bids, as these items are supplied under a sole-source contract
through Etna Supply Company. Motion carried by all members present.
GENERAL CALENDAR: Item G-1. Consider
Appointment of Members to Canton Township Building Authority. (Supv)
Motion by Bennett, supported by Williams to
approve the Supervisor’s recommendations and appoint Rich Keenan, Joe Sheridan and Brian Berndt to the Canton Township
Building Authority to terms as follows: Brian Berndt: 1 year term expiring 12/31/2016 Rich Keenan: 2 year term expiring
12/31/2017 Joe Sheridan: 3 year term expiring 12/31/2018 Upon reappointment, all terms will run for three (3) years per the
Bylaws. Motion carried by all members present.
Item G-2. Consider Site Plan Approval for Fresh Thyme Market. (MSD)
Motion by Bennett, supported by Sneideman to approve the following resolution. Motion carried by all members present. RES-
OLUTION OF BOARD OF TRUSTEES CHARTER TOWNSHIP OF CANTON
Site Plan for Fresh Thyme Market
WHEREAS,
the Project Sponsor, Mr. Dan Uebelhor, has requested site plan approval for Fresh Thyme Market to be located on
Morton Taylor Road between Ford and Hanford Roads, identified as tax EDP # 040-99-0006-710; and,
WHEREAS,
the
Planning Commission reviewed the site plan and made a recommendation to approve the request to grant site plan approval with
conditions, as summarized in the attached written analysis and recommendation.
NOW THEREFORE BE IT RESOLVED,
the Board of Trustees of the Charter Township of Canton, Michigan does hereby approve the request of the petitioner, Mr. Dan
Uebelhor, to approve the site plan for the proposed Fresh Thyme Market subject to any and all state and local development reg-
ulations and further subject to any conditions recommended by the Planning Commission and staff, as described in the analysis
and recommendation attached hereto and made a part hereof.
Item G-3. Consider Payment of CityView Annual Software
Maintenance Fees. (MSD)
Motion by Bennett, supported by Sneideman to authorize the payment to Harris Computer Systems
for the CityView annual software maintenance fees, for a total cost not-to-exceed of $49,551.17. Funds are available in the 2016
Budget in the accounts specified. Motion carried by all members present.
Item G-4. Consider Award of a Contract for the
Lower Rouge River Trail Pedestrian Bridge Coating Project to Arttex Painting Company Incorporated. (MSD)
Motion
by Bennett, supported by Sneideman to award the contract for the Lower Rouge River Trail Pedestrian Bridge Coating Project
to Arttex Painting Company Incorporated of Northville, Michigan for an amount not-to-exceed $20,200. Motion carried by all
members present.
Item G-5. Consider Approval of a Budget Amendment to Cover the Costs of Water Main Installation
During the Wayne County Paving Project on Lotz Road. (MSD)
Motion by Bennett, supported by Williams to approve a
budget amendment and approve a purchase order to Wayne County in the amount of $631,918 for the water main installation
along Lotz Road as follows: Increase Fund Balance Appropriation: #592-000.695 (Fund Balance Appropriation) by $631,918;
and Increase Expenditure: #592-536.970_0050 (Capital Outlay – Infrastructure) by $631,918. Motion carried by all members
present.
Item G-6. Consider Approval of Purchase of Vehicles for 2016. (MSD)
Motion by Bennett, supported by Sneideman
approve the purchase of twenty three vehicles totaling $588,176 as budgeted in the 2016 fiscal year. Motion carried by all mem-
bers present.
Item G-7. Consider Bid Award for Fuel for Parks and Golf Maintenance. (CLS)
Motion by Bennett, sup-
ported by Sneideman to authorize the Agreement of Sale of Petroleum Products between Canton Township and RKA Petroleum
Companies for the purchase of unleaded gas and diesel fuel for Parks and Golf Maintenance from RKA Petroleum Companies,
28340 Wick Road, Romulus, MI 48174 in the amount not to exceed $110,000 with funds to be paid from the Parks Budget
Account #101-270-50.860/Transportation and the Pheasant Run Golf Club Budget Account #584-756-75.860/Transportation.
Motion carried by all members present.

Clerk Bennett read a pre-
pared statement regarding her decision not to seek re-election in 2016. Supervisor LaJoy thanked Clerk Bennett for her dedi-
cation to service, her outstanding performance, and many accomplishments over the past 22 plus years. Trustee Yack added his
compliments to Clerk Bennett for her exemplary work and the positive influence on the township. Trustee Sneideman stated
Clerk Bennett is one of the most professional people he has ever worked with. Trustee Anthony added his support and gratitude
as well. Trustee Williams stated Canton sets the bench mark for Township Clerk’s because of Clerk Bennett.

There will be two familiar
names missing from the Canton
Township ballot in November
with the announcement of
Township Clerk Terry Bennett
that she will not seek reelection
this year.
Bennett's announcement fol-
lows that of Supervisor Phil
LaJoy who announced his retire-
ment earlier this year, confirming
that after eight years as the top
official in the township, he would
not seek reelection. Bennett has
been Canton Township Clerk for
21 years after being chosen by
voters in a special election in
1995, when she replaced her hus-
band, Loren, when he was elect-
ed as a state senator.
Bennett told the members of
the township board of her deci-
sion during the regular meeting
of the trustees last week.
“I love my job. This has been
extremely difficult for me to
make this decision,” she said. “I
love the Canton community and
I've dedicated a lot of my life to it.
It has been a growthexperience.”
She told the board members
that while she will not seek re-
election, she had no plans to
retire and may look for a position
with less responsibility so that
she might spend more time with
her father, who is 95, andher fam-
ily.
LaJoy praised the work
Bennett has done in the town-
ship.
“Nobody could do it better
and I don't think anybody ever
has,” LaJoy said. “The people of
Canton really made a great
choice,” he said.
Municipal clerks across the
state agree with him regarding
Bennett's professional perform-
ance. She was named Township
Clerk of the Year in 2009 by the
statewide association of clerks
and was named to the Canton
Hall of Fame in 1991. She has
earned numerous accolades
including the designation as mas-
ter municipal clerk by the
International Institute of
Municipal Clerks, along with
many other honors.
Bennett and her family have
lived in Canton for 40 years. She
has served on the Canton
Historic District Commission for
30 years and she has been a
director on boards for the
Michigan Association of
Municipal Clerks, the Canton
Community Foundation and The
Senior Alliance.
Members of the Canton
Township Board of Trustees
approved 50-percent tax abate-
ments for two manufacturing
companies investing more than
$11million in the community.
G-Tekt, which supplies auto-
motive body frame components,
received approval for a 4-year,
50-percent tax abatement on a
$6.4 million expansion at the
Canton plant. Company spokes-
men said the 19,000 square foot
expansion would include 10 new
jobs.
Fraza Forklifts, a distributor
of Caterpillar machinery parts
and an industrial forklift rental
company is moving to a new
building in an industrial district
on Commerce Drive, southeast of
Koppernick Road. The company
will invest $4.7 million in a new
60,000 square foot building which
will be the corporate headquar-
ters.
Fraza is moving from a build-
ing in Plymouth Township and a
representative said that the com-
pany will bring 27 new jobs to
Canton during the next two
years.
The tax abatements were
approved by a unanimous vote of
the trustees.
Construction on the bridge on
Eight Mile Road just east of Novi
Road in Northville has been sus-
pended by Wayne County until
warmer weather, explained
Ronald Agacinski, the director of
the county engineering division.
The $304,000 bridge construc-
tion will allow motorists to cross
the CSX railroad tracks and is a
county project, not involving the
city ofNorthville.
Federal Aid administered by
Michigan Department of
Transportation will pay about 82
percent and Wayne County will
pay the remaining 18 percent of
the bill, Agacinski said.
CSX is not involved in the
bridge repair project.
